INTRODUCTIONS Due to weather conditions, a quorum was not present. Chair Link and Commission Member Rahman were present, as well as Lotthammer and Bourne. No Student Representatives were present. SOUTHWEST METRO PICKLEBALL CLUB FUNDRAISING UPDATE Lotthammer reported the Southwest Metro Pickleball Club (SWMPC) has pledged $47,150 if the City builds a minimum of eight additional pickleball courts. The funds will be received through the sale of inscribed pavers. The Club is still pursuing additional fundraising options. B. STARING LAKE COURT IMPROVEMENTS Due to a quorum not being present, a motion could not be made. However, Lotthammer provided a PowerPoint presentation of planned improvements to the Staring Lake Park play court area based on plans and specifications developed by HTPO, Inc. Lotthammer stated sealed bids were received from nine different contractors. The base bid consists of removal of the tennis,basketball, and sand volleyball courts and all items and efforts for the installation of new tennis, basketball, sand volleyball, and four pickleball courts including: earthwork, stormwater ponds, utilities and site amenities. Alternate bids #1 and#2 were provided to include two additional pickleball courts and four additional pickleball courts, respectively. Odesa 11 was the low bidder with a base bid of$330,780.10 and Alternate#2 bid of$95,629.90, for a total of$426,410.00. Staff and the consulting engineer recommend entering into a contract with Odesa II which would include the expansion of the pickleball courts from four to eight, additional amenities in the plaza area, increase the size of the stormwater infiltration basin, and the installation of a modular block retaining wall to protect the Heritage Tree between the courts and existing parking lot. Lotthammer stated in addition to being the low bidder, Odesa II has successfully performed work at Lake Riley Park, Staring Lake Park play area, as well as beach work and play structure improvements at Round Lake Park. Funding for the construction work will come from the Capital Maintenance and Reinvestment Fund. Prior to contemplating the addition of pickleball courts, $100,000 was budgeted for the basketball and tennis court reconstruction in 2020. In order to fund the new concept of adding pickleball courts in 2018, the replacement of the Staring Lake Park building scheduled for 2018 would need to be delayed and a portion of those funds used for this project. Rahman inquired and Lotthammer and Bourne stated sufficient parking is available at the park. Court availability will need to be limited when large outdoor events are held at the park and amphitheater. Rahman asked Curt Goke, a representative from SWMPC present in the audience, his opinion on the Club's response to the proposed improvements. Goke stated the Club's response would be positive. Goke questioned the length of the pickleball courts as illustrated on the plans. Bourne stated he will confirm the dimensions. If approved, construction could begin in April/May with final completion anticipated in October 2018. VIII. OLD BUSINESS A. PARKS AND RECREATION EXPERIENCES IX. REPORTS OF STAFF A. PARKS AND RECREATION DIRECTOR 1. 2018 PRNR Work Plan Lotthammer will present an updated work plan at the April 9 Commission meeting. X. NEXT MEETING The next PRNR meeting is scheduled for 7 p.m. on Monday, April 9 at the Maintenance Facility, 15150 Technology Drive. The Board and Commission Banquet is planned for May 17. XI.
