APPROVAL OF AGENDA MOTION: Pieper moved, seconded by Kirk, to approve the agenda. Motion carried 8-0. V. MINUTES A. INTRODUCTION—SENIOR PLANNER BETH NOVAK-KREBS Klima introduced new Senior Planner Beth Novak-Krebs B. AFFORDABLE HOUSING EDUCATION PRESENTATION—MOLLY KOIVUMAKI Molly Koivumaki presented on affordable housing in Eden Prairie. She stated she will discuss what is available currently, where it is located and eligibility guidelines. Ms. Koivumaki pointed out that housing will be addressed with the 2018 update of the Comprehensive Plan. She stated there are currently 5,658 rental units in Eden Prairie. 775 (14%) are affordable. Of these 775 units, 354 are Section 8, and 421 receive other funding. She stated there are approximately 300 Housing Choice vouchers that are currently used in Eden Prairie; these are issued by Metro HRA and stay with the person. She described the following City Initiatives: 1. First time home buyer program. Since 2011 there have been 15-18 first time home buyers; in which loans are deferred, or at zero interest. There are housing improvement areas for townhome associations that cannot afford upgrades. 2. Affordable Housing Preservation 3. Housing Rehab Ms. Koivumaki pointed out 1/3 of the apartments in Eden Prairie include some affordability. Three of the project based apartment complexes in Eden Prairie are Briarhill, Prairie Meadows and Edendale. The following are Senior Affordable Units in Eden Prairie: 1. Sterling Ponds, with 56 affordable units. TIF expires in 2015 2. The Colony, with 29 affordable units. TIF expires in 2025 3. Summit Place, with 43 affordable units. TIF expires in 2017 The following are General Affordable Units in Eden Prairie: 1. Columbine (under Section 42), 32 units are affordable, TIF expires in 2026 2. Purgatory Creek, 32 units are affordable, TIF expires in 2028 Area Median Income (AMI) is used to calculate affordability. Household income is taken into account. Ms. Koivumaki stated the next steps are to complete a housing study to utilize in preparation for the 2018 update to the Comprehensive Plan. Kirk asked who sets the goal for affordability. Ms. Koivumaki said the Met Council sets the goal for affordability. Kirk asked how we compare with other communities.
