Heritage Preservation - 04/21/1997 UNAPPROVED MINUTES EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION MONDAY,APRIL 21, 1997 7:00 p.m. Prairie Conference Room 8080 Mitchell Road COMMISSION MEMBERS: Kathie Case, Vice Chair; Tim Colliton, James Mason, Nathalie Rabuse, James Wilson STUDENT MEMBER: John Katzung COMMISSION STAFF: John Gertz, Historic Preservation Specialist, Kathleen O'Connor, Recording Secretary I. ROLL CALL Vice Chair, Case called the meeting to order at 7:30 p.m. Hession and Hensrud were absent. Mason arrived at 7:39 p.m. II. APPROVAL OF AGENDA MOTION: Wilson moved, seconded by Colliton to approve the agenda. Motion carried 5-0 III. APPROVAL OF MINUTES - MARCH 17, 1997 MOTION: Wilson moved, seconded by Colliton to approve the agenda. Motion carried 5-0. IV. REQUESTS - EDEN PRAIRIE HISTORICAL SOCIETY Kathie Case advised the Commission of the Annual Meeting for the Historical Society which will be held Sunday, May 20th, 1:00-4:00 p.m. in the museum at City Hall. Ron Case will give a presentation summarizing a class project by his 6th grade class in which they interviewed Eden Prairie's past Mayors. V. REPORTS OF COMMISSION AND STAFF Update on Eames Archaeology Site Gertz reported that he has not yet received Christina Harrison's completed report on the property. VI. OLD BUSINESS A. Report to Commission on Joint Meeting Between City, HPC, and Eden Prairie Historical Society This item was tabled as the meeting has not been held yet. B. Events 1. May 5 Student Archaeology Kick Off Gertz reported that the kick off event will be at Miller Park, 10 a.m. until noon on May 5. Approximately two hundred students are expected to attend. About thirty of the students will be working at the excavation site before and after the kick off. Congressman Jim Ramstad, Mayor Harris, and many school officials are expected to be there. Commission members are encouraged to attend. 2. Senior Awareness Week Gertz stated that Phyllis Messenger, an Archeologist from Hamline University will do a one hour program for the seniors on May 17. Following this, the seniors will board buses to Miller Park to visit the Archeology site. C. Report on the Glen Lake Children's Camp Recordation Plans Gertz will schedule a meeting with Scott Kipp, Rolf Anderson, Chris Enger, James Mason and himself to discuss options for partial preservation and recordation of the old dining hall. Mason will contact Anderson to see if he has any suggestions for funding the project. D. Update on CLG Grants Gertz advised the Commission that the current CLG Grant (Certified Local Government Grant) is the one covering the Oak Point project. This grant cycle ends July 31, 1997. Gertz has forwarded the newest grant proposal for local designations to the State for review. He has not heard back yet. E. Update on Local Designations The first three local designation sites, Cummins-Grill, Hwy 169 Overlook, and the Creek Knoll bridge were scheduled to be presented to the City Council for approval. However, they were withdrawn from the agenda prior to the meeting when it was realized the proposal didn't contain the correct ordinance language. Gertz will correct this and include the necessary language and legal descriptions. A local surveyor, Frank Kardarelle is working on the legal descriptions for two of the three properties. Estimated survey cost per site is approximately $500. Gertz hopes to have the three sites ready to present at thy May 6th City Council meeting. VII. NEW BUSINESS Project Plans on the Cummins-Grill Homestead Gertz met with builder, Mike Agnew to discuss the renovation projects at the Cummins-Grill site. Many of the projects had been postponed from last summer due to the weather. Some of the projects include the stone flooring on the porches, the kiosk, the outhouse, the upper level, the landscaping, and the peony garden. The HPC will have a work and planning day at the site on May loth. Kathie will call Terry Dunn of the Eden Prairie Garden Club and ask her to present a plan for restoring the peony garden. Case will also contact Marshall's regarding the perennials they offered to donate. They have decided to hold off on the apple trees for a while. Gertz has been trying to locate woven wire fencing to use around the gardens at the site. Wilson will do some searching also. Gertz will contact Barb Cross to see about arranging a storage room at City Hall. VIII. ADJOURNMENT MOTION: Wilson moved, seconded by Rabuse to adjourn the meeting. Motion carried 5-0.
