I . ROLL CALL
Chair, Hession called the meeting to order at 6 : 58 p.m.
II . APPROVAL OF AGENDA
MOTION: One addition was made to the agenda: VII . F. Hills
of Eden Prairie street names . Colliton moved, seconded by
Wilson to approve the agenda. Motion carried 6-0 .
III . APPROVAL OF MINUTES - JANUARY 27, 1997
MOTION: Skonieczny moved, seconded by Wilson to approve the
January 1997 minutes . Motion carried 6-0 .
IV. RECOGNITION OF DEPARTING COMMISSION MEMBERS
Hession expressed the appreciation of the Commission to Molly
Patterson for the time and hard work she has given the HPC.
Her commitment has exceeded all expectations . Hession also
recognized Sherry Butcher-Younghans and Betty McMahon, who
were not at the meeting, for their years of service and
dedication.
V. REPORTS OF COMMISSION AND STAFF
A. New HPC Members
Hession announced the Commission will be getting two new
members in addition to the reappointment of Kathie Case .
The two new members are John Hensrud, a former HPC
chair, and Nathalie Rabuse, an attorney who recently
moved to Eden Prairie and has worked with Native American
groups . Both new members will be attending training in
March, and will begin attending HPC meetings in April .
Hession believes Butcher-Younghans will be involved in
the training in some manner.
B. Preservation Alliance Meeting
Hession and Gertz were invited to the Preservation
Alliance Meeting to discuss the Suburban HPC Roundtable .
Hession gave those in attendance a copy of the Eden
Prairie handbook and spoke about internships as well as
the roundtable .
C. Eden Prairie History Project at Central Middle School
Hession made a presentation to the group on the history
of the Minnesota River landscape and preservation in Eden
Prairie today. As a final product, the students will
produce a video.
Hession advised the Commission that Rochelle Woldorsky,
an instructor at the U of M, is doing a project with
Central Middle School on the history of the river in Eden
Prairie .
D. HPC/CLG Annual Workshop, May 14-15
Gertz advised Commission members to note the changes in
dates for the HPC/CLG workshop. He will make
registration forms available to Commissioners, and the
City will reimburse for the cost to attend.
VI . OLD BUSINESS
A. HPC Motion to Increase the Number of Commission Members
Hession suggested the Commission re-address the motion
made at the November 1996 meeting which requested an
increase of HPC members from seven to nine . She stated
her concern that this will also increase the number
necessary for a quorum. Additionally, considering the
changes currently taking place on the Commission, the
increase would cause new Commissioners to out number
veteran Commissioners . It is suggested the HPC attempt
to cover the work load through committees .
Skonieczny moved, seconded by Case to rescind the motion
made on November 18, 1996 requesting an increase in
members for the HPC. Therefore, the Commission wishes to
remain at seven members rather than nine. Motion carried
6-0 .
B. Local Designations
1 . Sites identified for the FY 1997 CLG Grant Project
Gertz submitted the following sites for the 1997
CLG Grant to be completed in 1998 :

Gertz advised the Commissioners that the grant
review will take place March 20, 1997 at 1 : 00 p.m.
The RFP (Request for Proposals) and interviews
will take place in June or July of 1997 . The
project will begin October 1, 1997

Gertz will send out necessary notices by the first
of each of the designated months . Hession will
research the Anderson house, and Case will research
the Wagner house .
Agenda item for next month: Gertz will compile a list of
findings of significance that have previously been
presented to the City Council.
C. Glen Lake Children' s Camp Recordation Project
Gertz will investigate where the funding should come from
for the recordation of the children' s camp. Rolf
Anderson may have information on the site .
D. New HPC Committees
Patterson presented an outline and plan for the Historic
Sites Committee . On March 12, Hession and Gertz meet
with Chris Enger and representatives of the Eden Prairie
Historical Society to clarify relationships, specifically
as they apply the creation and effective functioning of a
historic sites committee. It is hoped that the committee
will be operational this spring. Hession will report

back to the Commission in March
E. Surplus of Heritage: Preserving Eden Prairie' s Past Books
Mason reported that he spoke with Gertz about doing a
mailing to people on the bluffs regarding the handbook.
Mason will also give books to Jeff Strate and Lori
Swanson of the Conservation Alliance . Gertz will
distribute copies to new Commissioners . Hession will
write an article for the E .P . News about the books . She
also suggested the Commission submit the book next year
for consideration for the "David Stanley Gebhard Award"
given by the Minnesota Chapter of the Society of
Architectural Historians for the best book on a Minnesota
architectural subject .
F. Old Eden Prairie Water Tower
Gertz stated the treatment plan for restoration of the
water tower is expected to cost $14, 807, which includes
transportation to and from Stillwater, and installation.
Brunswick intends to paint it red and it will have a
plaque stating it belongs to the Historical Society.
Case stated that discussions will continue between the
Eden Prairie Historical Society and Brunswick.
Currently, Brunswick plans to locally restore the water
tower and paint it red.
Hession expressed concerns about the time and effort that
Gertz and the HPC expended on this issue . In the future
it would be helpful if requests for HPC opinion and
involvement are clearly stated and roles and
responsibilities are defined.
Hession spoke of the need to clarify the relationship
between the Historical Society and the HPC. A great deal
of time was spent by the HPC on the water tower issue,
and they perhaps should not have been involved at all .
VII . NEW BUSINESS
A. Glen Lake Children' s Camp Interpretive Kiosk - Jim Mason
and Larry Kollmeyer
Architect, Larry Kollmeyer presented his concept for a
historic interpretive structure for the children=s camp
was in attendance to show possible plans for an

interpretive kiosk for the children' s camp. Kollmeyer
stated the fireplace is the main focal point of the
current dining hall. He believes it could be dismantled
and reassembled in the new kiosk. He also believes some
of the rafter materials, windows, and siding could be
reused from the original structure .
Hession stated she liked the sketches and the idea of
reusing some of the materials . She believes it
maintained the feel of the original building quite well .
The primary concern is where the funding would come from
for the historic interpretive structure . Kollmeyer
believes the interpretive structure would cost $30, 000-
$32, 000 . This cost would not include the interpretive
panels . Funding options need to be explored.
Hession mentioned that there is a large rock on site in
which an inscription honoring the original donors is
carved. Its preservation and relationship to the
historic interpretive structure should be investigated.
Other possibilities for the Glen Lake Children=s Camp
were discussed including the possibility of moving the
dining hall to another location within the city, perhaps
in a park or in the new "city corridor" . Mason will
contact Chris Enger to investigate .
A committee will be formed to oversee the Camp Edenwood
remembrance project . Hession, Case, Wilson, Colliton,
Mason, and Katzung would like to be involved.
B. Art Miller House
(See VI Old Business, B. 2 . Sites Identified for HPC
Annual Projects . )
C. Eden Prairie Historical Society Liaison to the HPC
Case will serve as the liaison to the Historical Society.
The Eden Prairie Historical Society will have a place on
the HPC agenda each month to report their activities and
voice requests .
D. City Council Minutes for Designated HPC Members
Hession requested that designated commission members,
other commission and City Council meeting minutes in

order to advise the HPC of pertinent issues and actions .
The following commission members were designated:
Hession - City Council minutes; Colliton - Planning
Commission minutes; Hensrud - Park and Rec. Commission
minutes . Gertz will make the necessary arrangements .
E. Event Planning for the Month of May
1 . Oak Point Archaeology Program
Butcher-Younghans is still planning to be involved
with the Oak Point program. Colliton, Wilson,
Gertz, and Hession will, along with Butcher-
Younghans, plan and coordinated the activities and
publicity for the May 9th Kick Off of the student
field excavation component of the program. The
commission will be advised.
2 . Preservation Week Sponsored by the National Trust
for Historic Preservation
Gertz advised that a group history program is being
planned for Senior awareness week. This will be a
one day event that will feature archaeology in Eden
Prairie . It will be the first or second week of
May. Colliton, Wilson, Gertz and Hession will
coordinate the event .
F. Hills of Eden Prairie Street Names
Gertz stated that Jim Richardson, of the City of Eden
Prairie Engineering Department, forwarded a request to
the HPC for approval of proposed street names for The
Hills of Eden Prairie, a development of the former
Pavelka family farm. Dave Pavelka offered the following
suggestions for names for the streets : Mel' s Way (after
his father) , Betty Lane (after is mother) , MegGrace,
RoseEmily, and Cheshym (after the grandchildren) . He
also offered alternatives . The Commission agrees with the
first choice suggestions for street names made by Dave
Pavelka. Gertz will follow up with Jim Richardson.
VIII .ADJOURNMENT
MOTION: Wilson moved, seconded by Skonieczny to adjourn the
meeting. Motion carried 6-0. Meeting adjourned at 9 : 45 p.m.
