Lambert, Director of Community Services j. I. ROLL CALL The meeting was called to order at 7:40 P.M. , by chairperson, Richard Anderson. II. APPROVAL OF AGENDA MOTION: Kingrey moved to recommend approval of the Agenda as published. r�e'itenstein seconded the motion and it carried unanimously. III. MINUTES OF APRIL 19, 1982 MOTION: Breitenstein moved to recommend approval of the Minutes of Apr 1 19, 1982, as published. Friederichs seconded the motion and it carried. Kingrey abstained. IV. PETITIONS, REQUESTS AND COMMUNICATIONS A. Reports of Commissioners - None B. Reports of Staff 1. Development Proposal - Cardinal Creek 3rd Lambert reviewed the proposal; no one was present on behalf of the developer. The proponent, Gustafson $ Associates, is requesting PUD Development Stage approval, rezoning from Rural to PM 6.5 and preliminary plat approval for 17 duplex lots and 1 triplex lot. The project is located east of Cardinal Creek 2nd Addition. Lambert noted 3 issues of concern to this Commission: 1) Pathway to connect trails 2) .dove lot lines out of f'loodplai.n 3) Preserve oaks Lambert added that the Planning Commission has included the above issues in their recommendation (Staff Report of 4/21/82) . Minutes - Parks, Recreation & approved Natural Resources Commission -2- May 3, 1982 C i Anderson asked if a passive trail could be developed around the marsh area of this site so the public could walk around and enjoy it. He noted that the City has shown a trail in this area for a long time. Lambert responded that because of the marshy, boggy soil conditions it would be very expensive and difficult to put a trail in. MOTION: Kingrey moved to recommend approval of Cardinal Creek 3rd AdTition per Staff recommendations. Breitenstein seconded the motion and it carried. Anderson opposed. DISCUSSION: Anderson commented that he does not like to see a development come in to an area this pristeen without a great attempt to preserve the existing trees. He feels at least one large clump of trees should be preserved for residents. 2. Trails Map Lambert presented the finished map to Commission members. He noted it is a little premature for distribution of this trails map to the public. However, by mid 1983 this should be the status of the Eden Prairie Trails System and hopefully the Eden Prairie Park System. Staff is requesting the Commission review the map and be ready to discuss concerns regarding future trail construction projects at the May 3, 1982 meeting. Kingrey asked what the status is for a connection from Forest Hills area across freeway to Bryant Lake? Lambert said a connection is planned and described the route along Valley View Road to Flying Cloud Drive to Shady Oak Road to Bryant Lake. There is also a trail planned north on Baker Road up to Townline Road which will connect across and down Beach Road from the west. Anderson asked if there could be a connection through the Haynes property to give access to Bryant Lake Park. Lambert said the City cannot speed up that connection due to the economy. Anderson pointed out that the City should look at trail projects which could get state funds rather than City money such as County Road 1. ( Jessen asked why the map is called "Trails Map". He also suggested that a key would be helpful. Minutes - Parks, Recreation & approved Natural Resources Commission -3- May 3, 1982 C^ 3. City Council Report of April 20, 1982 Lambert reported the following: - Council awarded bids for tennis courts at Staring Lake Park and Hidden Ponds Park. - Council approved Staff to negotiate with representatives of MARC and County regarding Camp Indian Chief. VI. OLD BUSINESS A. Lake Study Report from DNR Lambert referred to this as an information and referred to Staff Memo of April 29, 1982. B. Ordinance on Vendors (con't from April 5, 1982) Lambert referred to Staff Memo of April 29, 1982. The City presently has no ordinances to control vendors within City parks. Staff has requested the City Attorney to review the City's Park Use Ordinance ( and will report to the Commission in the near future. VI I. NE1V BUSINESS A. MRPA Board and Commission Workshop Lambert reported that on June 24, 1982, Eden Prairie will host a workshop on innovative ideas "How Local Groups or Neighborhoods Have Adopted a Park". The MRPA will sponsor this Board and Commission workshop. Lambert requested this Commission be active in the presentation on history of Eden Prairie regarding Sterling Field. Jessen and Kingrey volunteered to be present--Breitenstein and Friederichs don't know for sure. B. Update 5 Year CIP Lambert said Staff is requesting this Commission to review the proposed Five Year CIP and it will be put back on the agenda in two weeks for final approval. Lambert noted on the CIP, the Purgatory Creek Major Center Area-- $100,000 for purchase. He doesn't know if this is high or low, but he feels the City should do something spectacular in this area. Lambert sees this as a center for Eden Prairie urban activity--this is the "downtown" area of Eden Prairie. Breitenstein seconded the motion and it carried unanimously. IV. PETITIONS, REQUESTS & COMMUNICATIONS - None V. RECOMMENDATIONS AND REPORTS A. Reports of Commissioners - None B. Reports of Staff 1. Development Proposal - Cardinal Creek 4th Staff referred to Memo of May 14, 1982 wherein Staff is recommending approval of conveying Outlot 5 back to Cardinal Creek Associates and accept a ten foot wide pathway easement over Lot 3, Block 2. Staff also recommends the developer clear, fill and grade the ease- ment so the future pathway is clearly defined and easily constructed. MOTION: Breitenstein moved to recommend approval of Cardinal Creek 4tF—Addition per Staff recommendations and in addition the 10 foot pathway easement be graded, filled and graded to the back lot line by the developer. Schwartz seconded the motion and it carried unanimously. ,1 Minutes - Parks, Recreation & approved Natural Resources Commission _2_ May 17, 1982 2. Council Report Lambert reported the following from the May 14, 1982 Council Meeting: - Approval of Lake Eden Park Project Contract (regrading, etc.) - Approval of Lawrence Addition and Deer Creek PUD. VI. OLD BUSINESS A. Red Rock Lake Access Lambert gave a brief history of this public access question (Staff Memo of May 11, 1982). This winter, Staff surveyed owners of shoreland on Red Rock Lake. The survey results indicated a strong support for eliminating motors on Red Rock Lake once a public access is established. Of the four original access possibilities, Staff is considering the northern site and the southeast site. At this point, Staff would recommend the City keep options open on both sites, not only for negotiation purposes but to allow flexibility in reviewing land use plans on the southeast side of the lake as well as the north side of the lake. Notifications of this meeting were sent to all residents south of Scenic Heights Road, north of County Road 1, east of County Road 4 and west of Mitchell Road. Kingrey asked how long can the City keep options open on both sites. Lambert said he sees no need for a time schedule, but the City needs to let developers know both are open for now. Kingrey stated that he would like to be assured the City maintain continual communication with prospective developers on both the north and southeast areas of the lake. Resident Len Helfin, 15476 Village Woods Drive said he and all of the neighbors are against a public access at the north end of the lake because it will drive out the wildlife there. He suggested the access be put at the southeast end of the lake because it is as yet undeveloped and the future residents will know about it as they buy and build. He added that additional boats on the lake will disturb the peacefullness of the lake which is why he bought his home in the first place. Kingrey asked Helfin if he feels the north side of the lake will not be developed someday. Helfin said yes, eventually, but public boat access is a different thing. He feels once the public comes in (noise, activity, etc.) the wildlife will leave. Kingrey stated that at this time the City is merely trying to treat both sites equally as to public access. The City is by no means at a point of making a decision whether or not a park and/or public access will even occur at Red Rock Lake. Minutes - Parks, Recreation & approved Natural Resources Commission -3- May 17, 1982 Resident Bob Kratz, 15807 Cedar Ridge, said that living on the southwest side of the lake they observe a lot of wildlife also. He questions why there has to be public access to Red Rock Lake. lie asked if many fish can be supported on a 70 acre lake to make it worthwhile. Lambert reviewed the fact of the Task Force who studied the lakes in Eden Prairie in terms of good fishing. Red Rock Lake could be a very good fishing lake with DNR support in stocking, etc. The DNR will not help, however, unless a lake has a public access--thus giving the general public the same access to the lake that the residents have who live on the lake. Lambert also said that in the early 1970's the City made a definite decision to try to preserve the major natural resources for all residents in Eden Prair�ie--.amona these natural resources are the lakes. The City feels there that all useable lakes should be available to all residents. Lambert said residents always seem to be afraid of public access. Access is proposed to be 5-6 boats on this lake--and the survey of residents says no motors. In reality, a park of this nature imposes less of an intrusion than a house. Resident David Volke, 8242 Tamarack Trail , said he agrees with the City's proposed use of the lake. However, he questions whether the City needs to follow the DNR requirements, and perhaps just put in an access which would eliminate trailers--make the access site very small which hopefully would keep the activity level low. Resident Richard O'Brien, 15709 Cedar Ridge Road, asked if we are talking about a public access and a park, or just a public access. Lambert said both a public access and a small , 5-6 acre park. Resident Duane Pidcock, 8379 Red Rock Road, said just because the City decided in the early 1970's that it would be good to provide public access to the lakes doesn't mean we shouldn't re-evaluate that decision today. Resident Ron Rasmussen, 15436 Village Woods Drive, said he sees two issues developing: 1) fairness--present residents moved into the area not knowing of plans for a park. They expected residential at some point but not a park which will bring noise and activity. 2) useage of land and how it relates to wildlife--a walkway system would bring increased traffic, littering, motorbikes, etc, all of which would disturb the wildlife. Lambert said it has always been the intention of the City to trail to Scenic Heights. Clyde Johnson, 8741 Meadowvale, said presently there are 40 homes on the lake. Mason is proposing to build 700-1100 homes and the City is proposing a 5-6 acre park and lake access. All of this will make a severe impact on the lake. Kingrey suggested that a good many of the 700-1100 new residents will be attracted to Staring Lake as most of Mason's development leads that direction. Also, Staring Lake is larger and the park there has ballfields, trails, etc. . r , Minutes - Parks, Recreation & approved Natural Resources Commission -4- May 17, 1982 r� Bob Kratz suggested that a 5-6 acre park on a 70 acre lake seems overscale. He said that if anything has to be put in, why not a 5-6 acre park where you cannot park trailers but can only walk boats down--don't make it an attraction but keep it in line with what is there now. Lambert reminded people that if you say canoes only then the property owners are restricted to using only that type of boat. Also, it would be discriminating against older people and others who can't carry a boat to get it to the lake. MOTION• Kingrey moved to recommend to the City Council that the City eep options open on both potential park sites at Red Rock Lake. All people who have expressed interest in this park/access situation ti should be notified when action occurs so they can take an active part in the process. Schwartz seconded the motion and it carried unanimously. DISCUSSION: Resident Duane Pidcock asked if this action is tabling the issue. Anderson said the action taken tonight will allow the City to inform any development proposals coming forth that the City is keeping both options for park/access open. Pidcock asked if residents will be notified before a decision is made. Anderson responded yes. Anderson asked those present for their input in an extension of a trail through the Red Rock Ranch area. Resident Dennis Marble said he is in favor of the idea as long as motorized vehicles are not allowed. Residents Jack VanRemortel and Bob Kratz said they are in favor of a trail that is limited to pedestrian traffic. VanRemortel is also in favor of a boat access and DNR assistance to improve the fishing. B. CIP Update 1982-1986 Lambert referred to Staff Memo of May 11, 1982, and noted that Jessen's request to see activities listed under park development program has been added. MOTION: Breitenstein moved to recommend approval of the CIP Update 198Y--1986. Friederichs seconded the motion and it carried unanimously. C. Amendment to Park Use Ordinance MOTION: Kingrey moved to recommend approval to the Amendment to Park Use Ordinance Prohibiting the Sale of Articles in Parks. Breitenstein seconded the motion and it carried unanimously. Minutes - Parks, Recreation & approved Natural Resources Commission -5- May 17, 1982 VII. NEW BUSINESS A. Gold Medal Award Lambert referred to this as an information item. Eden Prairie has been chosen as a finalist for the Gold Medal Award for Class V (under 20,000 population). The award is for excellence in park and recreation administration. Staff would like to show this Commission the slide show it is preparing for submission.
