The meeting was called to order at 7:30 P.M. by actinging chairperson,
Pat Breitenstein.
II. APPROVAL OF AGENDA
MOTION: Jessen moved to recommend approval of the Agenda as published.
/ Schwartz seconded the motion and it carried unanimously.

MOTION: Boulay moved to recommend approval of the Minutes of October 19,
1981, as published. Schwartz seconded the motion and it carried with
Kingrey and Jessen abstaining.

1. Development Proposal - Wooddale Baptist Church
Lambert introduced Fred Hoisington of Brauer & Associates Ltd. ,
developers of the project.
Hoisington introduced Pastor Leith Anderson, pastor of Wooddale
Baptist Church. Hoisington reviewed the project explaining that
only approximately 20 acres of the 31 total acres is developable
j due to poor soil conditions.

Hoisington said there have been 2 neighborhood meetings and the
neighbors seem favorable to the present plan with the majority
of the parking behind the building (south end of site) .
Kingrey expressed concern that too many trees will be removed in
constructing the rear parking lot. He feels there should be a
way to preserve the trees.
Hoisington said the only way to avoid taking the trees under the
present plan is to reconfigure the parking lot or move it over.
He added that over 90% of the mature trees on the site will be
preserved, so the net loss of trees is relatively low.
Kingrey suggested perhaps another phase of parking be added so that
the southwest parking lot would be expanded into the oak trees
only as a last resort.
Hoisington said he is sympathetic to the concern of loosing trees,
and said the developer is willing to work with the Commission's
action on this matter.
Anderson questioned whether the southern tip of the church property
might become an uncontrolled access to Bryant Lake Park. He
suggested the Hennepin County Park Reserve District look at a
trail connection perhaps through a public easement.
Pastor Anderson said he is concerned that the church might loose
control of the section of property if a public easement were
granted.
Kingrey asked why this development is not subject to cash park
fees. Lambert said the City ordinance does not require cash park
fees for areas of public zoning. Lambert said if the Commission
questions the ordinance on this matter they should make a
recommendation when a church development is not pending approval .
MOTION: Jessen moved to recommend approval for Phase I of
oG- cTale Baptist Church as proposed by the proponent with the
parking lot at the north end of the site. Kingrey
seconded the motion. No vote.
DISCUSSION: Anderson suggested the question of trail access to
Bryant Lake Park be resolved at the time of Phase II.
Pastor Anderson pointed out that the church is asking for action
on the entire master plan at this time, not just Phase I.
MOTION: Jessen moved to recommend PUD concept approval for the
entire 31 acre parcel of Wooddale Baptist Church and the Commission
�. supports the Phase I parking at the north end of the site per
Planning and Community Services Staff reports. Kingrey seconded
the motion and it carried unanimously.

DISCUSSION: Anderson asked Staff for a report from Forester,
Stewart Fox on where the trees are on the site in relation to
the proposed parking lots, and also a report on the feasibility
of a trail easement, by the November 16,1981 Commission meeting.
Staff will check on these two matters.
2. Summer Recreation Programs - Centralized & Decentralized
continued from October 19
Sandy Werts was present to review the proposed playground program
for 1982, per Staff report of October 23, 1981.
MOTION: Kingrey moved to approve the 1982 playground program
per Staff recommendation. Breitenstein seconded the motion and
it carried unanimously.

3. Park Use Ordinance
Lambert referred to Staff memo of October 23, 1981, Park Use
Ordinance, as an information item.

4. NRPA On-Site Institute Report - October 26, 1981

Lambert reported on the NRPA On-Site visits and said the City
received many good comments on their effort. Jessen said he
also heard many favorable comments from NRPA participants.
5. Council Report - October 20, 1981
* Accepted bids on summer hockey school
* Approved draft of trail easement with VoTech
* Approved Schwartz Weber Architects for park shelter at
Staring Lake Park
* Gave 1st reading to bikeways ordinance.

Kingrey requested the following change: p. 2, para.9, MOTION - first
sentence be changed to read as follows: "Jessen moved to recommend approval

MOTION: Kingrey moved to approve the Minutes of November 2, 1981 , as
published with the above change. Jessen seconded the motion and it carried
unanimously.

1 . Neighborhood Park Shelter Program
Lambert referred to Staff Memo of November 10, 1981 , wherein
Schwartz/Weber Associates are named as the architectural firm
approved to design a neighborhood park shelter with Four model
variations to be used in various neighborhood parks throughout
the City. Lambert feels this Commission should offer some
recommendations to the Council on how they see these shelters
being used now and in the future. This would clarify the
Commission's intent of use and design suggestions to the Council
and give more direction to the architect in their designing of the
shelters.
Lambert pointed out that at present most of the park shelters
are used only as warming houses. In 15-20 years the function of
these shelters may change as more neighborhood identity develops.
Staff is suggesting perhaps an enclosed building be planned now
with an open-sided attached portion with footings for a foundation
and a roof which can be enclosed for future use.
Boulay suggested providing for expansion in the plan but not
building the footings and roof into the initial structure. He
explained that needs can and probably will change for future use,
so he didn' t see the value in building future use into the
initial structure. !
Jessen suggested that passive solar energy use be designed into the
plans for these structures. Lambert said the sites do not lend
themselves to complete solar energy use but he agreed that passive
solar would be a good consideration at this stage. Jessen pointed
out that these buildings need not be heated above 50-55°F due to
their projected use and this would be a good opportunity to cut
back on the energy costs through proper passive solar design.
MOTION: Kingrey moved to recommend to the Council approval of
the concept plans per Staff Memo of November 10, 1981 , and that
Item #15 of said memo be changed to read: "Preliminary estimate
for cost of building - approximately $40,000 for 800-900 sq.ft.".
Also, that footings and roof be planned as needed or if needed. ,
Also, the following addition be made to Item #4 of Staff Memo:
"Investigate maximum use of supplemental solar energy." Jessen
seconded the motion and it carried unanimously.
2. Report on Construction of Staring Lake Park and Red Rock Park
Lambert reported that the grading is complete at both parks.
Staring Lake Park came in approximately $5,000 over budget estimate.
The cost for grading Red Rock Park will be $20,000 in excess of
bid due to additional grading and filling necessary because of the
poor soil conditions.

3. MRPA Conference - December 2 & 3
Lambert asked Commission members to let him know if they want
to attend the Conference.
Anderson said the Conferences are very worthwhile as he has attended
several in past years.

4. Wooddale Baptist Church Report on Park Access and Vegetation
Lambert referred to the questions of Park Access and Vegetation
on the proposed Wooddale Baptist Church site that this Commission j
raised at the last meeting. Lambert described the preferred trail
access providing a southern access to the park which is acceptable
to the church. Hennepin County Park Reserve District has also
given preliminary approval to this access. Lambert stated that the
Council will discuss the issue of park access for the first time
at the November 17 meeting.

Lambert said that City Forester, Stuart Fox, walked the site in
response to the Commission's concern about loss of trees with the
proposed rear parking lot. He reported that 62 oak trees are ,
proposed to be removed in the lst Phase of construction, and 35
oak trees in the 2nd Phase. These trees range in size , the
Cmajority being less than 6" in diameter, to a few trees
in the 18" and over size. Fox also reported that approximately
250 oak trees will be left on the site and be undisturbed by the
proposal .
Kingrey said he holds to his original appeal that the south phase
of the rear parking lot be accomplished only when actually needed
as a last resort to obtain more parking. In otherwords, that the
trees not be disturbed unless absolutely necessary. i
Fred Hoisington, present on behalf of Brauer 6 Associates, Ltd. , I
project planners, said he has no problem with this request.
The concensus of the discussion was that no action is needed
because no changes are proposed. j

5. 1982 Park Development Projects
Lambert reviewed Staff Memo of November 12, 1981 , listing the
different park development projects proposed for 1982.
Kingrey asked for consideration of putting resting spots along
the hikeway/bikeway around Round Lake Park. He thinks this would
enhance the trail and asks Staff to investigate costs, etc.
Kingrey also suggested that the perimeter timbers on the beach
volleyball court at Round Lake Park be installed flush with the
C ground as a safety measure. He asked Staff to investigate perhaps
putting markers just in the outside corners of the court.

Anderson suggested that markers be put in along the trail at Round
Lake Park to indicate distances of travel , either in kilometers or
miles. He also recommended that the bike trail from Edenvale Blvd.
east along Valley View Road to Mitchell Road be completed in some
fashion (permanent or temporary) for safety reasons. `
Lambert said that would be a very costly stretch of trail to complete !,
due to all the cutting and filling that would be required and it
would be a temporary trail because Valley View Road will eventually
be upgraded.
Jessen shares the concern that this is a very populated area and an
important access trail route to Round Lake Park, and suggested Staff
investigate the costs of adding this section of trail to the system.
This item will be continued to the next meeting.
6. Round Lake Park Shelter
Lambert reported that the general contractor for the park shelter
at Round Lake Park, Jordahl Construction, has been sent a formal
7 day notice of termination by the City of Eden Prairie. The
company is experiencing financial difficulties and progress on the
shelter has been far behind schedule. The building is 70% completed,
and the City hopes to get it to the point that it can be used this
winter if at all possible.
VI . OLD BUSINESS
A. Staring Lake Park Trail Easement Agreement
MOTION: Boulay moved to recommend to the Council approval of the
Staring Lake park Trail Easement Agreement. Breitenstein seconded the
motion and it carried unanimously.
VII. NEW BUSINESS
a
A. Red Rock Ranch Development Park Requirements
Dick Putnam was present on behalf of Robert Mason, developer of
approximately 150 acres on the east and south side of Red Rock Lake.
Putnam said the developer has held a couple of neighborhood meetings and
before the planning is carried any further the developer would like to
know the City's park needs in this area. Putnam pointed out that Lambert
went out to look at the area and made a park use recommendation, and now
the developer would like input from this Commission. The purpose of this
meeting is for discussion only.
Lambert pointed out that the Department of Natural Resources considers
Red Rock Lake as having the highest potential as a fishing lake in the
City of Eden Prairie. In light of this fact, Staff is suggesting a
public boat access, the size of motors be limited to 10 h.p. , and

parking be provided for approximately 6 cars with trailers. Lambert
reminded the Commission that his recommendations as outlined in Staff
Memo of November 12, 1981 , are just conceptual .
Kingrey feels other park areas around the lake should be explored
(north end, etc.) before focusing on this developer only in supplying
desired park use area.
Schwartz asked Lambert to clarify the meaning of public access. Lambert
defined ''public access" to be, when the general public has the same right
to access and use of waters as homeowners around the lake.
Jessen said he is in favor of this being a nice, quiet lake for use with
electric motors and man-powered crafts, but he sees the dilemma in
excluding a person just because they have a bigger boat.
Putnam made the point that one needs to look at what role this lake
plays in the entire system. Mason is a builder of very expensive homes,
and when you take 8 acres to be used as park land and approximately
1 ,000 ft. of lakeshore as proposed in the conceptual park proposal ,
the rest of the lakeshore gets very expensive.
Anderson took definite issue with Putnam' s point of view, citing the
Minneapolis Park System as an example of the positive value of the City
lake properties because they are public. He said the value of homes
many blocks back from the lakes, as well as homes immediately adjacent
to the lakes, is enhanced because of the public use of the lakes as
park land. He feels having a trail along the shoreline and public park
use has proven to be a positive attraction for home buyers.
Anderson feels it would help in evaluating park needs of this lake
if Commission members would walk the area before offering recommendations.
Kingrey suggested that neighbors in the area as well as the general
public be notified of the Commission's investigation of possible park
use at Red Rock Lake. Anderson expressed agreement that everyone in
the community be notified of the investigation and not just adjacent
landowners.
This item will be continued to give Commission members and Staff the
opportunity to investigate park use possibilities around Red Rock Lake
as discussed.
B. Information Center - Round Lake Park
Lambert referred to Staff Memo of November 12, 1981 wherein Staff
is recommending construction of a kiosk information center at Round
Lake Park. This small structure would be located between the parking
lot and the beach approximately halfway between the two park shelters.

Jessen suggested trail distances be cited on a map on the Kiosk rather
than little signs put up periodically along the trails.
MOTION: Kingrey recommended the Council approve construction of a
Kiosk at Round Lake Park per Staff recommendation. Breitenstein
seconded the motion and it carried unanimously.
C. Drain Oil Dumping
Anderson asked where drain oil could be dumped by residents of Eden
Prairie. Schwartz said residents can dump at his station locations,
and several other locations within the City. Schwartz continued that
the State of Minnesota recently approved a law that if you sell motor
oil you also have facilities for dumping waste oil and post a sign to
that effect.
Jessen suggested that the City publish a page in the Happenings once
or twice a year telling residents where different recycling locations
are within the City.
MOTION: Jessen recommend to the Council that the City of Eden Prairie
publish recycling locations within the City periodically in the
Happenings publication. Breitenstein seconded the motion and it carried
unanimously.
