EDEN PRAIRIE PARK AND RECREATION CESSION MEETING
July 10, 1972 7:30 p.m. Eder. Prairie Village Hall
Present: Marvin Erickson, William Garens, Dean Holasek,
Rita Kooiman, Frances Blacklock; Marty Jessen,
Park and Roc. Director, Reed Olson, Asst. Director;
Bill Bonner staff of The Preserve.
The meetingwas called to order by the chairman, Marvin Erickson.
I. Minutes M/Garens, S/Erickson that the minutes of June 12. 072 be
June 12 approved as printed. Carried.
June 26 M/Erickson, S/Garens that the minutes of the special meeting
of June 26 be approved as printed. Carried.
II. RECOMMENDATIONS AND REPORTS
A. Anderson Lks.Jessen said he had reviewed the status of our XJWCON application
ry Park Status with Tan Clausen, State of Minnesota agency. Clausen says it is
not necessary to go to Ann Arbor. It is possible to amend our
application if a portion of the 42 acres belonging to The Preserve
is deleted. However, if all 42 acres are deleted it would require
a whole now application. He outlined three choices: 1. Use the
roadway as boundary, retaining plan now in our application;
2. Delete portion of park plan west of marsh and use marsh as ;
boundary; or 3. Let The Preserve build on all 42 acres.
CHe said in a meeting he had with Carter and Hite that Carter
felt we should sit on it for two more weeks and discuss it on
July 24 at a special meeting.
Bonner said they are putting a hold on the M.Z. Jones project.
They will re-work their plans if half or all of the 42 acres are
to be taken for park. If they don't build on the south shore, he
said they would probably move to the basswood forest on the west
shore. They haven't decided what type of developamt they would
put in - single family or high-rise apartment - or which type
would disturb the woods the least.
The Commission agreed to meet July 24 at 5:30 p.m. at Old Franlo
Road and Amsden to tour the area in question with sane of the
Preserve staff. A picnic will follow on Timber Trail, after which
a special meeting will be held at the Village Hall.
B. Mini-Bike The ordinance was not passed by the Council at its second reading.
Ordinance but it was returned for further review. The problem is in providing
to area for the use of mini-bikes. Jessen suggested that privately-
operated areas could be provided by private owners or by dealers.
He will question the airport re: a strip around the runways; Garens
suggested the sanitary landfill area.
M/Garens, S/Kooiman that the Park and Recreation Commission
\_ recommend to the Council that no mini-bikes be allowed on school
or park property, but that the Park and Recreation t1rector
should endeavor to arrange with private landowners for areas
where they can be used. Carried.

C. Horse Ordinance The staff is still working on this, especially on an
Calternate solution to dealing with runaway horses.
D. Flood Plain Jessen said the staff was still accumulating information to
Ordinance make this a model Environmental Protection Ordinance, expanding
the scope to cover all related lamb -- steep slopes, lakeshore
etc. It will be ready for July 24 meeting. Status Report on file.
E. Dutch Elm Jessen reported that Bob McGuire, consultant, is carrying on
Disease a continuing study of E.P. trees; 19 areas show signs of the
disease and 3 have been positively identified. Samples are ;
taken of questionable trees every week. Several will have to
be removed this fall. If a tree chipper operation is located
at the sanitary landfill, the cost of removal could be reduced.
The staff is working on a Dutch Elm Ordinance.
F. Telephone Eable Jessen reported that he has had meetings with representatives
easement, And. of N.W. Hell Telephone Co. and The Preserve, and recommends
Lakes. that they install service &;long the 840-foot contour on the
west shore of Anderson Lake from the W end, restoring the
land to its natural condition and forgetting about the idea
of having them provide a pathway as had been suggested earlier.
He said a rubber wheeled vehicle would be used, cutting a 4 to
5 foot swath and a 4-inch-wide trench. The cable will be
30 to 36 inches underground. No trees will be removed.
M/Garens, S/Erickson that the Park and Recreation Camunission
C sees no harm in albwing N.W. Bell Telephone Co. to install
underground cable along the lines as agreed upon, on the
west shore of Anderson Lake. Carried.
G. Summer Rec. (Progress Report on File) There was cour17ent about the need to
vary the trips each year, or possibly repeat on alternates years.
H. Community Edu- (Report on File) Jessen explained that a grant of $5,000 for
cation Grant the next two years from the State of Minn. Dept. of Education
would involve recreation as one facet of the program and would
mean an expansion of the cooperative programming with the
E.P. School Board.
I. Nine Mile Creek (System Concept, June 26 on file) Jessen said the village has
Trail System received a fairly firm commitment from NSP on their land west
Plan of 494 which would be part of the trail system. The concept

throughout Eden Prairie .and all of the land surrounding
Smetana Lake. A map to supplement the report will Elbe ready

J. Windslope - Mr. Bonner of The Preserve showed a model of this moderate
236 proposal income rental project. It would be located
in the Preserve just north of the Saunders farm buildings. Three-level apart-
ments in clusters of four units joined by stair towers, would
be built on the outside of a curved road off the North-South
( parkway. There would be underpasses to the community center
and the school. McGraw Construction will build it.

recommend to the Planning and Zoning Ce mnission and the Council

that the concept of Windslope as represented by the model
presented by Mr. Bonner has no conflicting uses with the park
system, and complements the park-school site with open spoace,
tot lots and trailways. Carr:Led.
III. A new element has entered the golf course feasibility
A. Golf picture: Edenvale is interested in selling its golf course.
Course They are asking $1.5 million. The staff hasn't had time to '.
Study review Brauer's original evaluation in the light of recent
changes in the course.
