CITY OF EDEN PRAIRIE
EDEN PRAIRIE PARK .AND RECREATION COMMISSION MEETING
May 10, 1972 7:30 P.M. Eden Prairie Village Hall

Minutes M/Lieb, S/Berkland that the minutes of April 10 be approved
as published. Carried.
TI.
Communications
.A. Metro Jessen advised the commission of the Metro Open Space .Advisory
Board Open House to be held May 16 at 7:30 in the Council Chambers.
Jessen is a member of the advisory committee on recreation open space.
B. MRPA Garens reported on the seminar program and dinner for boards and
commissions belonging to the Minn. Rec. and Park Assoc. May 17 at
the Student Cent, St. Paul campus of the U of M.
C. MRPA Jessen reported on the Institute held May 8 and 9 for staff personnel
Institute at Arrow-wood, Alexandria. Topics included Management techniques,
motivational factors and were excellent. He said NRPA to which we
belong through the Minn. organization is faced with a deficit of
$50,000. He said this is an important organization as it influences
legislation.
III.
Recommendations and Reports
A. Agency Lieb reported on plans for E.P. Schooner Days sponsored by the
Liason Lions Club to be held Fri. through Sun. June 2 - 4. Profits will ,go
to a park shelter building at Round Lake. There will be a Teen Dance
Fri. nito with a Battle of the Bands to pick their favorite group,
and an adult dance Sat. ni•te. There will be a full scale carnival,
more teen and adult activities than last year including a 16-team
slo-pitch softball tournament. ILJV will sponsor a Cracker Barrel
session where villa7e 6fficials can chat with citizens and talk over
mutual concerns, and will register voters. A better P.A. system will
keep people posted on what's goinrr on.
R. Hipps Jessen presented plans for the development of Phase I, 4.27 acres for
Townhouse townhouses. Slides showed the area; units are planned to be tucked
Devel. , into woods with only selective clearing of trees; density 5.5 per acre.
Edenvale A greenway trail through the middle would be quasi-public. Park area
across Edenva.le Blvd, would be public. Anderson expressed the feeling
of some members when he said that everything else hinges on the way
the first development is dne and that we need to see the total concept.
There was discussion of the wooded area near Purgatory Creek, the
area being,, donated as pbtilic open space, trailways, units per acre,
and the floodplain. Also underpasses at crossings near school site.
III/Garens, S/Berland that the Park and Recreation Commission recommend
to the Plannin,r and Zonincr Commission and the Council that Phase I
of Hipps Townhouse Development/Edenvale does meet with approval from
�. the Park and Recreation Commission with this reservation: we would
like to sce a presentation of their entire land use-open space plan,
the school-park and flood plain in particular. Ode feel the latter
are not satisfactory and would like to study and discuss this in the

near future with someone from .Edenvale prior to approval of any
future projects of. Edenvale. Carried. Anderson abstained.
C.
Round Lake Tennis Ciurts: The Park Commission had recommended that they be
172 Develop- built near the present high school. Jessen reported that the School.
ment Board has allocated $15,000 to build four courts at Round Lake and
the Village Council has matched those funds. The school is willing
to bus tennis classes to Round Lake; it now uses Round Lake for baseball
and skating. The school board is engaged in finding and studying;
alternatives to Round Lake for a high school site, or Round Lake plus
a second site. Jessen said he would like two commission member-s to
work with him on facilities, space requirements, recreation areas,
to analyze them and recommend to the commissions.
Plans are being; made for a Round Lake picnic area, pavillion and
lighting, trail system, Mrs. Jaycees garden area and boat launching.
Cost minus the pavillion bldg. Itself will be $40,000 (including
tennis courts $30,000) . Preliminary ideas for the tennis courts
were discussed -- more comp:bte designs will be available for the
June meeting. Court construction should be completed by the
end of June, including hitting boards. Next year's budget will
recommend additional tennis courts at the high school.
D.
Horse Ordi- The E.P.Horseman's Association presented the initial draft
nance (on file) . There has been no reaction from Minnetonka on it.

Mini .Bike Jessen reported that Reed Olson has investigated ordinances of
Ordinance many communities and consulted the attorney general on what can be
included. Lieb asked that it contain all-terrain vehicle provisions
(dune bu?gries, and mini bikes are now being driven in Forest Hills park.)
F. Will have draft for next meeting.
Anderson Bell and the Preservefare requesting permission to install under-
Lakes - gotnnd phone service along; the west shore of .Anderson Lake. They will
Phone line put in a chip trail over the installation. In the discussion there
was concern about protecting wildlife, waterfowl nests and vegetation
and trail routes, and what the village is getting in return. It was
suggested that if they follow the lakeshore that they provide a
professional planner for the area.
G.
Golf Course Jessen distributed copies of the "Golf Feasibility Study" for review
Study and discussion in June. Anderson said he would like to see a pro-
vision for minimal fees for kids at special times.

I. MINI-BIKE ORDINANCE
Copies of the proposed ordinance regulating the use of mini-bikes and other
motor vehicles in park areas and on private property were distributed. The
proposed ordinance will be reviewad at the next meeting.
II. BURDELL WESSEL SITE DESIGN
Copies o fir. Besse s homesite design were presented for review. The
driveway as proposed winds up the steep, wooded slopes of the Riley Creek
Valley. An alternative would be for i ir. Wessels to cooperate with i1r.
George Holasek in providing access. Following lengthy discussion on the
park system planning to date - fi/Garens S/Anderson that the Park and Rec-
reation Commission recommend to the Council that Mr. l!essels secure access
to his proposed honesite across [1r. George Holasek's property because:
1. His proposed driveway would drasticly alter the creek valley.
2. Riley Creek is identified as a major trailway on the Park System
Plan and the proposed alteration would be inconsistent with this
Plan.
3. The Corrinission feels that one of its main areas of concern, in
C its fucntion as a fdatural Resource Commission, is to preserve
natural slopes and creekways, as identified in the Park System
Plan. fir. Wessels proposed driveway would not serve to protect
the natural features of this valley and wooded slope.

III ROUND LAKE TENNIS COURT DESIGN
The preliminary site layout and tennis court design for Round L3kce Park
was presented. The highlight of the design is the separation of the
courts by a grassy, tree - lined berm with benches built in. The Park
and Recreation Commission approved of the design concept- and proceeding with
the plan to secure construction bids.
IV. HOLASEK PROPERTY PURCHASE
ffie DiDirector reporte on the terms agreed to by the Holaseks for the sale
of their property to the Village. After a lengthy discussion about the
cost, recreation potential of the site and anticipated grants. N/Anderson
S/Garens that the Park and Recreation Commission recommend to the Council
the purchase of the propsoed park; at Bryant Lake - because of is unique
recreation potential , including: Swimming, boating, riding, etc. Passed

V. DEVELOPMENT PROPOSALS IN THE PROPOSED ANDERSON LAKES PARK
The Director presented copies of development proposals by the Preserve and
Hike Gorra. Both parcesl are within the boundaries of the proposed Anderson
(\ Lakes Park for which LAWCON Continguency funds are being sought. Both
proposals will be reviewing in detail at the next meeting.
