Present: Marvin Erickson, Chairman, Richard Anderson, Terry Fields,
Dean Holasek, Robert Lieb, Joy Westermann, Frances Blacklock,
Marty Jessen, Park and Recreation Director, Gretchen Lake,
Youth worker. Jean Bonson, IWV observer.
I. Minutes The meeting was called to order by the chairman.

published. Carried.
II. RECOMMENDATIONS AND REPORTS

A. Agency Blacklock reported that the moving of Nine Mile Creek had been
Liason stopped between Old and New County Road 18.
B. MRPA Lieb reported that he and Jessen attended (Jessen was program chrman.) .
Confer- From a commissioner's viewpoint, Lieb found conference interesting and
once helpful, especially for the opportunity to exchange ideas with others.
He would like to see one day's program for commissioners concentrating
on things pertaining to them, separating the programs that are perti-
nent only to professionals. 'rho new president is Ken Rosland, Edina
and next yearts conference will be at the Radisson South. Jessen said
the program won't be so structured, allowing more free time for exchange
of ideas, more discussion time with confrontations of varying opinions.
Lieb presented Eden Prairie Park and Recreation Commission's charter
membership certificate which will hang in the Village Hall.office.
C. Birch Is.75 dead birch trees in Birch Island Park are being removed by Boy
Trees Scout Troop 242. The boys are cutting them into 20-inch 'lengths,
stamping and delivering them to firewood customers. They have made
over $300 and have 18 trees yet to go. Jessen cited this as a good,
mutually beneficial project. It was thought the trees may have died
from flooding when the outlet from the lake was stopped up some time ago.
D. 1972 Three days after the last meeting, Eden Prairie received $218,800 1972
LAWCON LAWCON grant to acquire land in the Bryant Lake area. Jessen said
appraisals are being made and the village will then negotiate for
purchase.
On Nov. 21-22, Jessen went to Ann Arbor with people from the State
and Bloomington to discuss the Anderson Lakes park plan. They got a
very favorable response from the Bureau of Outdoor Recreation.
Jessen is preparing the final application for Eden Prairie which will
include a slide show of Les Blacklock's pictures taken in the Anderson
Lakes area.
Jessen said it turns out that Webster didntt have clear tii;le to his
land on Staring Lake when he sold it to the village; are re-negotiating.
On properties recommended for condemnation: Morley estate and village
�f close on price -- should settle soon. Condemnation Cctmunissioners for
Savarin and Bergin properties saw the sites last week and will meet in January to decide awards.

`E. Teen Center (Report on file with minutes.) Lake said the 7th and 8th graders
Report are moving to Central School during the holidays. They will have
their own Teen Center Council separate from the H.S. She feels
there is an image problem, and hopes that a new organization will
bring in more students interested in getting things going. Applicants
for the Councils will be screened to get those really interested in
constructive programming. To communicate with students about plans,
she is using announcement over the P.A., flyers, and talk during mods.
She doesn't think there is enought going on, but needs to find out
what, they want to do. Many kids coming now just want to sit.
lessen said things have improved since Gretchen came back this fall;
Mike Rogers is her helper. This Saturday there will be a Giant
Snow Party from 2:30 to 5:30. The Center will be open every night
Monday through Thursday both weeks of vacation. ,.
F. 1972 Winter- Jessen said the program will be lined up by the next meeting.
Spring Rea. He hopes to have George Adzick teaching skiing, and the same skating
Program teacher as last year. There are five men's basketball teams signed
up and. nine volleyball teams (6 last year) .
G. Floodplain George Hite reviewed the status of the ordinance which is being
Ordinance required by the state legislature. There are three watershed districts
within Eden Prairie -- Nine Mile Creek, Purgatory-Riley, and the
Minnesota River. Purgatory-Riley, which is the newest, is only now
identifying flood plains and developing a plan for its district.
Nine Mile did this long ago. Haik, attorney for Nine Mile is working
with Bloomington on a Flood Plain Ordinnnce which they are going to
recommend as a model for adoption. Many people want to encroach upon
the flood plains in various ways, and now it's a matter of twisting
arms, encouraging then not to develop, he said. He will get the
Flood Plain Ordinance to us when it's ready, probably in six months.
Hite said Ed Peterson has offered the village a seven-acre piece
along the Nine Mile channel; it is now being defined. Hite world like
to see this connected with pieces up and down stream from this.
Peterson doesn't want it developed as an active park but left wild.
Joint School- Jessen said there will be a joint meeting of village and school
Village Mtg. officials including the Park and Recreation Commission January 6
at 6:30 p.m. at Forest Hills Elementary School.
