M/Garens S/Fields that the minutes of October 11 be approved
as corrected. Carried.
II. Recommendations and Reports
A. Agency Jessen said that the Purgatory-Riley Creek Watershed
Managers Park report is being put into the final stages.
Blacklock said she had been informed that requests were being
made to open the Anderson Lake in Bloomington for snowmobiling,
and that we had understood Bloomington would close it this year
to fit with E.P. snowmobile areas. Jessen will write Blooming-
ton to remind them of this agreement.
Blacklock told of the work done on moving Nine-Mile Creek between
Old and New Ctr. Rd. 1.8 without the proper permits (in Edina and
Bloomington) . M/Fields S/Lieb that the Park and Recreation
Commission go over a Flood Plain Zoning Ordinance and obtain
St. Louis Park and Edina ordinances for study, in order to make
a recommencition to the Council. Jessen is requested to have
a report at the next meeting. Carried.
S.R.A. - Dick Anderson will attend the meeting Nov1 18 as
Erickson's alternate.
E.P.A.A. - Erickson said they are presenting a plaque to Larry
Johnson for his substantial donation ($500) to the hockey program.
Paul Redpath is contacting the Lions Club of Glen Lake who have
equipment or money for equipment. Practice starts tonight at
Braemar from 6:30 to 8:30; 120 are signed up. A fine program
this year builing to a great team in fiveyears. The Midget
team (i6-17 year-olds) may dissolve due to the high school
hockey program starting this year. $100 was raised with the
Fly-in at Flying Cloud - 2¢ per lb. for 10-min. flight.
B. 172 Cooler E.P. can have both rinks this year; skating budget takes care
of the expenses. M/Lieb S/Garens that Braemar Arena be
reserved for Saturday evening April 1, 1972 from 6:15 to
10:30 for the Eden Prairie 1972 Cooler. Carried.
`- C. Kings Forest Status of development and costs - money appropriated for
Seh-Pk. Dev. development:
Grading - $2,600 90% completed

Planting - $2,250 Postponed until spring, trees on knoll
Rinks - 1,800 Started today
Lighting - 3,100 Contract let, start tomorrow
Parking will be a temporary arrangement until a road is put
through widunrgk with sewer and water. Water for flooding rinks
will be trucked in with tank. Will do the same at Round Lake.
Many communities are using tanks in preference to hoses.
Hope to open skating Dec. 15 and run to Feb. 15•
D. Land Acquisition There has been action on four parcels:
1. Parcel 1B on Staring, Violet property - Purchased
d. Anderson Lake, Uherka, 2 a. plus house, $19,000, expect
purchase to be recorded by end of this week.
3. Staring Lake, Webster, 2 a. plus house - offered
$15,000 plus occupancy of house. Have Purchase Agreement.
4. Four acres of Village-owned land east of Methodist church
has been traded for 45 acres north of Valley View along
Purgatory Creak which church owned.
E. 172 LL,1CON Grant Jessen said. he met with state planning people with very
App. Status favorable prospects. They hope to fund the remaining Anderson
Lake parcels with contingency funds: $618,000 Federal contingency
money reserved for urgent acquisitions, $118,000 state funds,
$118,000 local funds - The Preserve dedication of lakeshore
land would constitute local contribution. If we don't get
contingency funds, hope to borrow from 173 LAWCON FUNDS.
Now need to put together a proposal for Bryant Lake for 172
regular funds, to purchase Holasek and Bernardi properties.
The Crosstown Hwy. extension will probably go through the area
but with Federal funds in the park, there will be an input
in the highway planning.
F. Snowmobile Last year Birch Island Park, Round Lake Park and E.P. Golf
Areas Course were authorized areas. Golf course is not available this
year due to construction. Clubs have dropped the trail idea
but will help people who want to know how to legally post their
land. Suggestions were to issue permits at no cost or do away
with permits. Anderson questioned where license money is being
used; trails are being established statewide, but he feels
there should be more locally.
M/Garens, S/Fields that the Park oind Recreation Commission
recommend to the Council that snoi4mobiling be authorized on
Birch Island and Round Lake Parks the same as last year, but
not be allowed on Anderson Lakes or Duck Lake. Staring and
others may be used is they have permission to gain access.
Carried.
G. Picnic Shelter Lieb said he and Jessen have inspected shelters and liked one
at Roseville which cost $10,000. One at Le SueyAr has been
called to their attention which cost $15,000. Anderson suggested
4.. they look at one at Jonathan - has metal fireplace rather than
brick.
H. M.R.P.A. Conf. Jessen said Conference would be in Rochester Dec. 1.2 and 3.

AND THAT board and commissions can Join this year for
the first time. Jessen is program chairman.
M/Anderson, S/Garens that the Park and Recreation Commission
recommend to the Council that the E.P. Park and Recreation
Comrdssion Join the Minn. Recreation and. Park Association.
i Carried. (The membership fee is $50.)
