Director I. Minutes The meeting was called to order by the chairman. M/Anderson, S/Fields that the minutes of Sept. 13 be accepted. Carried. II. Recommendations and Reports A. Liason Blacklock reported attending the Dedication of Lake Rebecca Reports County Park and S.R.A. picnic. She invited members to the Minn. River Valley Audubon Club meeting Oct. 28 where the movie, The Creek will be shown, featuring Nine Mile Creek. She also told about the opening of a citizens center for environmental projects in the Braemar Bldg. on Old County Rd. 18, available for group meetings, information and telephone service etc. Garens skid he had received no recent notices from Purgatory- Riley Watershed District. B. 1971 Fall- (Report on File) Jessen said Gretchen Lake was back working Winter Rec. with the Teen Center. The Homecoming dance for Jr. H. was a Program success with 160 attending, chliperoned by Gretchen and Jim Clark. O'Ryand inquired about possibility of getting more chaperones. In the past parents have been reluctant or apathetic. It was suggested that if complaints are heard, to ask if they would like Cto chaperone. Teen Center had 75 drop-ins last Friday night. Anderson pointed out that the most we can do is to see that responsible people are in charge. C. New building Moving costs were $700 plus footings, wiring etc. $300. Uherka on Anderson Lake sold 17 acres to Nagengast who now wants $50,000 for it. Uherka has agreed to $19,000 for his remaining 2 acres and house with 5-year occupancy, but now wants to farm the Nagangast property for 5 years. Blest on Staring point has been offered $50,000 for land he pur- chased in 167 for $28.000. He's asking $90,000. Grill's 6 acres on Staring has been appisJued at $30,000. Parcel 10 owners haven't been located. Owners of the Morley estate on the S.W. and seem to be stalling. M/Anderson. S/Wastermann that -the Park and Recreation Commission recommend that condemnation proceedings be started on the Nagan- gast, Blasi, Morley and Uherka properties (the latter if terms of the last purchase agreement are not signed), so acquisition of E.P. Park and Rae. Comm. Mtg. Oct 11 1971 Page 2 these sites can be completed as quickly as possible. Carried. The 1972 Budget is planned to complete the major acquisitions on Anderson, Staring and Bryant Lakes. E.P. provides 9% of the funds, Federal govt. 50%. State off Minn. 25% and County 16%. We have three years to complete acquisition, but the grants remain constant and E.P. has to absorb any increase in price. E. E.P. Reading Jessen reported that Hennepin County Library will be placing Center aPaovilla 601 x 271 411, with parking for 20 cars, across from the grocery store at Valley View and County Rd. 4, with the entrance on County Rd. 4. Completion is expected in Oct. or Nov. at no cast to E.P. F. Sidewalks Anderson expressed a concern about curbing where sidewalks meet streets, and discussion followed. ]A/Anderson, S/Garens that the Park and Recreation Commission recommend to the Planning and Zoning Commission that sidewalks being installed be sloped to roads rhather than naving sharp curbing, to make it easier for all wheeled vehicles such as bicycles and wheelchairs using sidewalks to enter roadways.
