Parks and Recreation - 08/09/1971 1971 AUGUST 9 MINUTES CITY OF EDEN PRAIRIE 1 Eden Prairie Park and Recreation Commission Meeting August 9, 1971 7:30 p.m. Eden Prairie Village Hall t/ Present: Marvin Erickson, Chairman, Richard Anderson, Terry Fields, Robert Lieb, Joy Westermaxnz, Frances Blaeklock; Marty Jessen, Park and Recreation Director I. Minutes Thai meeting was called to order by the chairman. M/Westermann, ; S/Erickson that the minutes of July 12 stand approved as printed. Carried. II. A. Agency Jessen attended Bloomington Natural Resources Commission meeting Liason to report on E.P. Guideplan, park plans and acquisition. There was discussion of joint studies such as for Nine Mile Creek. He will inquire as to whether some studies have already been made by the watershed engineers. Erickson attended an S.R.A. meeting at Morris T. Baker Park assembly hall. Clifton French, H.C.P.R.D. supt. spoke about the park system and felt they had done a poor job of letting people know of the work they have done. Directors in charge of various aspects spoke of their responsibilities. It was brought out that they are not equipped to take care of snowmobiles. Lieb reported on the 1971 Schooner Days, terming it a success. The profit of $500 was probably due to making it a 2-day festival and the Beer Garden, he said. Deputies have said there was no prob- lem re: beer. Plans have started for 1972 - dates June 2, 3, 4. May have 3 afternoons to get better ride concessions -- with whole carnival atmosphere. Jaycees are welcome to set up any kind of stands they want. Lions can now start serious plans for a picnic pavillion -- to finalize type and design of building, probably open shelter with two corners closed in for storage, slab with curved beam roof, adding kitchens and toilets later on a 2 to 3-year project. Planning a $2-3,000 comt,itment for the spring of 1972, putting it in the picnic area, hoping park plans will be finalized by than. B. Summer (Report from Jessen on file.) Jessen said swim classes were combined Recreation to economize on the bus and give better use of personnel. Softball league went well, finishing off play-offs. An E.P. toul*ent will be organized for the top four teams. Comments and evaluation: Fields said his children had fun in Summer Fun and Day Camp. Gardea said he had heard complaints on the day being too long -- 10 to 4. Busing for some took 45 min. Jessen said busing opened up program to many who couldn't transport kids. He hopes we will have 40 more next summer to make a second bus possible. Anderson praised the swim program; his 5-year-old learned to swim and had fun in Tiny Tot program. Jessen suggested moving whole program to Ings Forest next year as teens and little kids don't mix too well at Round Lakq and would have indoor ` facilities. Can send out questionnaires to Eeel out opinions. Winter plans will be drawn up in Sept. Last year registration was Sept. 25 for an 8 to 10-week session starting Oct. 1. ' E.P. Park and Recreation Commission Meeting 8/9/71 Page 2 Teen summer report: Jessen said teen supervisor got off on wrong foot; the work program did not go over as expected. There was a low response on trips -- 30 signed up for one and 12 showed up; 40 signed up for Hamm Brewery and 3 showed up. But painting and repair work was done on the Center and boardsreplaced on hockey rinks. Gretchen Lake may come back to work at Teen Center; she has a good rapport with kids. C. Beach (Report on file.) Jessen said there have been excellent reports Report from those who used beach this year -- clew beach and clean water as a result of flushing effect of pump. Anderson said the beach is much improved over last year but he noticed muck just beyond the sand. Jessen said sand can be put on ice over deeper areas. Concession stand will be moy�ed back to skating rink and left there. D. Kings Forest (Cost estimates on file.) Jessen said he and Mr. Kinne of K.F. development and George Hite met before the council meeting in which the skating rink placement was to be discussed, and agreed on moving the rink east to 100 feet from Kinne's lot line, at est. cost of $5,000 for landscaping, seeding, drainage, berm and tree planting. Lieb suggested moving the white sand from the well drilling at K„F. to Round Lake for a huge sand box for creative play area with poles i in center. Grass cutting in all park areas has been a problem this year with only a one-man crew to do it all. i E. Land acqui- Jessen said Parcel 13 at Staring Lk. is now purchased with exception sition of one acre with house. The 1971 LAWCON grant is funding the purchase of Parcels 4, 7(log cabin point) , 9 (Grill's 6 acres), and 11 (Mrley estate). Parcel 1A was purchased in 1968, 2 in '70. Vilette, Jr., the new owner of Parcel 1B called the day after the last Park meeting i to find out about condemnation on his land; he had not been informed of it by the previous owner. He agreed to a price of $7,000 plus $200 for taxes. i Anderson Lks. The LAWCON application is proceeding as per the last meeting with deadline for submitting, Sept'. 3. It will be acted on soon. Blacklock inquired about outboard motor regulations. Jessen said the Legislature passed regulations regarding the authority of communities. Chanhassen is checking into what can be done and feels that what applies to Chanhhssen would also apply to Eden Prairie. Bryant Lake Jessen said that a joint facility with Edina is a possibility, but Rosland (Edina Pk. supt.) doesn't feel that Joint purchase is a possibility. Round Lake Saverin is holding firm on his figure for 16 acres of water and 9 acres of land. Jessen hopes to have good news soon on all condemnations. III. Snowmobile There was discussion pro and con regarding village participation in 4,. Areas & Trails setting up an expanded trail system in E.P. It was decided that ini- tial contact of landowners should be made by snowmobile clubs with village giving legal advice and insurance information. i 1 A I E.P. Park and Recreation Carrunission Mtg. 8/9/71 Page 3 i Snowmobile clubs have said they will pay for signs and construct all trails. Insurance on golf course could be increased. Land.- owners are not responsible under new legislation. Anderson pointed out that the problem with snowmobiles and all-terrain vehicles is when they go off the trails. French said at the SRA meeting that enforcement has kept Hennepin County out of snowmobile trails. Anderson said we should have an ordinance or regulations regarding the use of mini-bikes -- to prohibit them except where allowed. Jessen will check out legal ramifications of regulations or ordinance regarding mini-bikes and all-terrain vehicles. I S M/Anderson S/Fields that the meeting be adjourned. Carried. The Joint Board requested a that a meeting of the three municipal Park Boards be hold ; to hear the proposal from Brauer & Associates. After hearing z the prc>po5rtl., ' the individual boards will recommend appropriate action to their 'own Councils. The date set is Tuesday, August 10, 1971, at 7:30 p.m. in the Minnetonka City Hall Community Room. Would you please inform me if this date and time is convenient.
