Parks and Recreation - 04/12/1971 i 1971 APRIL 12 MINUTES CITY OF EDEN PRAIRIE EDEN PRAIRIE PARK AND RECREATION COMMISSION MEETING April 12, 1971 7:30 p.m. Eden Prairie Village Hall ( Present: Marvin Erickson, chairman, William Garens, Dean Holasek, Richard Anderson, Terry Fields, Joy Westermann, Frances Blacklock; George Hite, village manager, Marty Jessen, park and recreation director. Visitors: Gretchen Lake, U. of M. student volunteer at Teen Center with special projects -- Summer Fun and Teens; Mary Joslin, IWV observer. I. Minutes The meeting was called to order by th chairman. M/Lieb, S/Fields that the minutes of March 8 be approved a published. Carried. II. Recommenda- tions & Reports A.Agency Liason Jessen said there were still more things to be worked out in the Community-School cooperative plan. i Garens said members should be responsible for getting minutes of agencies for which they are the liason. Bla6bck said May 15 is going to be Creek Day at Southdale with several events planned to bring creeks, their problems and solutions before the public. Erickson said the EPAA is signing up boys for baseball; Jessen pro- duced pamphlets announcing it. He said teens were the subject of much discussion at the last SRA meeting. Because of lack of employm ment, villages are concentrating on occupying their free time. Feld- man in Richfield had the complete program of what they are offering including mf reserving one big park just for teen activities; Linda Hanson of New Hope has a program to help teens with problems -- legal, medical etc. Stewart Wells will have 8 weeks of day camp including Eden Prairie. It will also have an evening session. He feels we shoiad be considering teen program in E.P. Jessen said he has been discussing a co-rec. softball league for teens, pool table, horse shoe, archery and a work program. He has had many applications from the 14 - 17 yr. bracket. He has work for about 10 boys at a nominal pay scale constructing the skating rink at Kings Forest. He says they have had 250 attend dances at Teen Center which is too many. About 200 is OK. School is available. B. Cooler (Report attached) 700 people attended this year compared to 1,000 last year; a conflict with the high school musical may have been the cause for the drop. Concession profits increased, going to the Teen Center fund. i Anderson suggested that the Braemar a}'rena could be rented (0 $35 per hour) for future teen events. Jessen said we had budgeted for two arenas for the Cool' but could only get one, so might be able to aaange one for this summer. Fun E.P. Pk. and Roc. Comm. Mtg. April 12, 1971 Page 2 C. Sumner Rn= Copies of a detailed program of Summer Fun activities was distri- buted, prepared by Gretchen Lake. (Copy attached.) This is a program of games, sports, arts, crafts, drama, music, nature hikes and special trips on Tues. and Thurs. from 10 to 4, frith busing to and from Round Lake Park. There will be five special trips on Thursdays. Have staff of five, expecting 150 registrants. Summer Rea. Jessen discussed the complete Recreation Program (copy attached) Program which is still being finalized. A packet of information will be mailed to residents about May 1 with the programs for tiny tots, the beach and the recreation program. There may be 10 industrial teams in the Men's Slo Pitch league. The school summer program is much the same as last year. D. Round Lake In the 1971 Beach Operations Proposal (copy attached) the rate for Beach season tickets has been reduced to $7 for families and $4 for individuals. Six hours have been cut from the week - Sat. and Sun. mornings, based on poor attendance furing those times last year. E. 171 Schooner Lieb reported that this year it will be held on two days, June 12 and Days 13 at Round Lake Park. They are planning more rides and activities to interest teens and adults. There will be a dance under the tent on Sat. night. If arrangements can be made, Friday will be teen time with rides and dance. There will be no parade but more activities -- softball, horseshoe, archery tournaments; several thiggs simultaneously. There will be a Beer Garden at the end of the tent in the hookeytink, with no beer taken out of the area. Looking for more displays or entertainment at no cost. Hope profits this year and next will build picnic pavilion in wooded area. F. 171 Jaycee Holasek said they have about 40 trees marked for transplanting to Pk. Project the road and beach areas at Round Lake. There will be a Shade Tree Workshop April 15 attended by 40 people from widespread area, with tree transplanting daonstration; trees will be balled and then Jaycees will move them. G. Kings Forest Each member received copies of an AnALysis of Ste Acquisition and Sch.-Park Development Costs and an Agreement to be approved bb,y�.th��LLSchool Board. Of the total acquisition cost, $109,288.46; R1t"his come from grants: HUD $38,249. and Minn. Natural Resource 00, with " the village and the school district sharing the othe �okually, $26,019 each. (Copy attached) H. Round Lk Pk. The changes in the revised budget were discussed: The well, producing Revised 60 gals. per minute cost $751 compared to $875 budgeted last Nov. Budget The irrigation system cost of $1,100 is unchanged, providing a line to ball fields and lake; construction will start April 14. The backstop at $900 has been withdrawn until 172, substituted by lighting at $209. Parking lot improvement have been increased $500 to $2.500 due to ; severe winter damage. Addttions to the budget provide for Lighting $3.000 - six po�1.4js by Center, parking lot and beach with underground system, 15 ft. h1ghN, automatic on-offs and players benches and bleachers $1,000, bringing the total to $10,000, to be paid out of the interest earnings on the Park Bond Fund. t. M/G areas, S/Anderson that the Park and Recreation Commission recom- mend to the Council that they accept the Revised 1971 Round Lake Beach Development Budget. Carried. r, _` ;7-7 ',. E.P. Pk. and Rae. Conan. Mtg. April 12, 19?1 Page 3 Lieb asked what it would cost to screen the Teen Center porch; that it would make that area much more usable. Tickets could be sold at the porch door. T. 171 grants Word was received March 15 of a 1971 LAWCON grant of $178,550 for parcels 4, 7, 9, 10 and it at Staring Lake, malting it likely that the village will also receive $89,275 from the Minn. Natural Resource Fund. The report (copy attached) included a summary of all grants received to date, totaling $797,074. Jessen said this means that Eden Prairie has provided only W of every dollar used for park acquisition. J. Teen Center After a briefing on work being done and already completed at the Tour Teen Center - tables, painting etc. the commission drove to the Center for an inspection tour and a sampling of the pizzas and sandwiches which are available there.
