However, any community can make their ordinance LESS restrictive. There was discussion of a proposed uniform ordinance, a decision to chan,e the hours extending the time of operation from 11 p.m. to midnight, and some questions were raised on the msaninp: of "frozen waters" in Sect. 3, Subdiv. 3. The Commission chose Option No. 1 of Sect. 2, Subdiv. 1. Speed limit on streets or highways was set at 10 miles per hour, Sect. 2, Subdiv. 3. M/Lieb, S/Fields that the Park and Recreation Commission recommend to the Council that Eden Prairie adopt the Uniform Snowmobile Ordiance with Eden Prairie provisions as its official ordinance pending accept- ance by -the Snowdrifter and Snowdusters Clubs . (Lieb requests 'that the motion be withdrawn if not accepted by both clubs.) Carried. The 1970 Fall-Winter Recreation Program was the first fully co-operative effort in leisure time activity planning by the ! ` School District and the Village. The Joint-Program brochure served as an effective meads of distributing information about ' . the activities offered. Participation in the activities was generally fairly good with a total of nearly 500 •persons registering for the 1970 Fall-WinterVand Adult Education Programs The co-operation that the Village has received from the School District in terms of facility use and promotion of activities has been excellent. Not every school system will go along with dog obedience training in their cafeteria, as we've done at Prairie View this fall. The schools have also been most helpful in distributing program flyers and making announcements about programs so that everyone was 'made aware 'of the various activities ! available to them. All applicable State and Village laws and ordinances governing the sale of "3.2• Beer" must be adhered to. 2. Permits to sell beer will be issued only to the Village of Eden Prairie - or to Eden Prairie service organizations whose primary use of the revenue is cormiunity projects. 3. Only personnel authorized by the Village Manager or staff may operate beer concessions. 4. Written permit issued by the Village must be posted in a conspicuous place in the area. The names of all persons authorized to sell will be listed on the permit.The dates and hours of operation will be clearly 'specified on the permit. <�. The sale and consumption of beer must take place only in authorized areas. Persons under 21 years of age will not be permitted within the authorized area. ' Tile authorized area must be described on the permit. 6. Beer will be sold only in paper and plastic containers. No bottles or cans will be allowed. 7. Any group with more than 250 people must have a uniformed policeman on duty during the hours of the sale of beer. 8. The group to whom the permit is issued will clean up the area within 24 hours from the end of the activity. A cash bond in the amount of $100.,must be supplied by the permittee to insure cleanup if the group is over 250. 9. Any violation of the permit provisions shall constitute adequate grounds for the immediate revocation of the permit. (( VILLAGE OF EDEN PRAIRIE Ski Club Report December 14, 1970. I A Ski Club has been organized through the co-operative efforts of the Teen Council , School , and Village. Mr. Don Lee, from the School , is serving as the Ski Club Advisor on a volunteer basis. He's coordinated the planning of a membership drive and the fund raising spaghetti dinner which was held i last Thursday, December 10 at the High School. Membership in the club is now $2.50 per person, up from an initial cost of $2.00 for early-joiners. Memberships to date total 65 which amounts to revenues of $142.50. The spaghetti dinner netted a total of $109.35. The total of $251 .85 will be used to provide transportation for Ski Club members to go on trips this they will be assessed an year. Non-members may also participate, but additional fee for the transportation. -day trips throughout the year. and one Tentative plans call for several one weekend trip - presently planned for Lutzen on February 5,6,& 7 at a-. cost of $43.00 per person. i ' i VILLAGE OF EDEN PRAIRIE • 7 E.P.A.A. Winter Sports Report December 14, 19+70 The E.P.A.A. Winter Sports Programs of Basketball and Hockey are underway. We prepared and distributed flyers to the schools for t both of the sports and assisted in registering boys. Boys in the hockey program have been skating every Sunday since November 15 at Braemar Arena. They expect the hockey rink at ' Round Lake Park to be ready about December. 20 so that they can � I . ! begin the outdoor program. About 90 boys are in the program now, ., ; with the alternate registration plan starting tomorrow, December ' 15. ' Boys participating in the basketball program have been playing at 4 the High School and Prairie View Elementary since November 21 . We've eliminated the problem of paying custodial overtime. I now have a key to the schools and can go and open them for E.P.A.A. on Saturdays. About 70 boys• are now playing basketball. i PARK MAINTENANCE EQUIPMENT REPORT - - - December 14, 1970 The 1971 Park Maintenance Equipment Capital Outlay budget is as follows: I Tractor & Bucket $ 4,500.00 Gang Mower 1,000.00 The Council authorized the purchase of the following maintenance equipment on December 8, 1970: 1 Ford Tractor (used) $ 1 ,695.00 1 Industrial Loader 895.00 1 Heat Hauser 120.00 $ 2,710.00 This equipment will be used in the park maintenance program beginning immediately on the skating rink at Round Lake Park..
