The «roup first visited the skating rinks, one for hockey and one for skating. Both were being; well usedf The hockey pro nram sponsored by the EPAA is in its first season. Both rinks were lighted. The warminghouse was well supervised, clean and adequate. Those in chariTe keep a tally of attendance and have had .few problems with those using; the rinks. } The group then walked over to the Teen Center, 'The Hole Thin?." A brief inspection showed that the building badly needed cleanine; up. Mr. Hite and Mr. Hacking told of break-ins, damage to the equipment and vendin,T machines probably due to lack of supervision. Jeor�.,;e Hite asked that -the minutes of December 8 be corrected in 'the parar*raph on the Golf Course, pa,fe 2, by insertin:,, the phrase "for at least one year," at the end of the first sentence. M/Lieb, S/Jarens that the minutes of December 8 be accepted as corrected. Carried. 'Peen Center The discussion on the Teen Center, "The Hole Thin;l,11 brour;ht forth Status and 'the following facts, comments and action: Future Status of the buildinrt - The Center has been closed since a decision made January 12 by the Park and Recreation Commission with members of the Village Council present. It needs cleaning, repairs, ceiling installed etc. C Status of the orrcanization - The two main orr*anizers on the Teen Council, Ron Allar and Jim Clark, have been busy with jobs outside school hours since before Christmas, and Ron said it was difficult to maintain interest whn the teens aren't kept busy. They haven't had time to keep clean-up crews or-anized and events planned. He hopes that election of new council members the and of February will bring in new blood and renewed interest. Past use of Center and ideas for the future - Dances have seemed to be the most successful function, no overcrowdinsr, party atmosphere, down- stairs area used for talkin?. Dances after games have been the 'best attended. Most of those attendim have been 8 through 11 grades. Seniors and most juniors wont come with the youna,er ones. One dance for Sr.H. onl.,y,worked well. There are no ,juke box dances in the community. As a drop-in center it has been used mostly by Jr.-Hirrhers in the imme- diate nei.:hborhood as a general han-- out. Senior Hir;'h kids doni-t ather any par'tieul.ar place, just spread out. They go to The Barn mostly in sprinrr and summer. The problem seems to be or,,anization and operation. Hite sun-'rests this should be OUR thin,�� -- not just up to the kids. Ron sugr;ests that assistance in or,�anizinr could make it -o, but the kids don't have the time it takes. The possibility of bussing, students to the Center, and security of the huildirrtr, arc beyond them. He believes we are committed to an experiments . approach. '4e won't know the answers until we try, and we may have some failures in tho process. He has been well impressed by the teens supervision of the skatin!; rink. E.P. January 26, 1970 Page 2 Program and operation possibilities - It may be best to start out with dances only, and then add other thin?s as the opportunity develops. Cl If kids were bussed to the Center from school, for drop-in afternoons, could parents pick them up? The -school buildinns might be used more in off hours. An evening activity bus might take to both school and. teen center. Holt believes the Center must have a manned food and pop counter to be successful, and he has dram up plans for one. Hackinn said lir7hti.nF, to deter vandalism was important. Consensus on immediate procedure 1. Hite said he would be responsible for havinr*, eeilinr tile put up before February 7. He will also have a phone installed. 2. Ron Allar wi11 organize a work-cleaninm party for 9:30 a.m., Saturday, February 7 with at least five kids (Joel Lefler volunteered that he could have 20 helpers) with brooms, pails etc. 3. The Teens may plan a dance for that nir.ht or soon after. Hite said ri.;ht now we need to limit our objectives: clean up, repairs for Yreater security and dances. If a recreation director is hired, he can sit down with the teens and plan what can be done beyond this time. Hite is assumin- we can hire someone with considerable experience. Memo on Geor7e Hite distributed copies of his Memorandum to each member Coordination (copy filed with -these minutes). His sumt;estions involve the hiring Cand of a recreation director who would work with the school, villare and Leadership EPAA, eoordinatin, and expandin proirrams. in Recreation H/Holasek, S/.iarens that the Park and Recreation Commission recommends to the Villa;-e Council, the School Board and the E.P.A.A. that they support the Memorandum of January 26 prepared by Jeorf;e Hite. Carried unanimously. Snowmobilinf, Lieb said he has been asked why there can't be snowmobilinir on park land? Hite said we have a responsibility and liability for snowmobilers. They can't =1-o on park land unless it is posted for snowmobilin,�. Round Lake is the only area with continuity, other park lands are isolated parcels which may have .fences and other danrterous obstacles to snowmobilers. Sins have not been put up yet on Round Lake.
