The meeting was called to order by the chairman.
Minutes The Secretary noted a correction to the minutes of Nov. 11, Line 7
under LAWCON Appoieation should read: Eden Prairie has been
allocated $131,350, to be matched by $65,675 from Eden Prairie
and $65,675 from the state.
M/Erickson, S/Boos that the minutes be approved as corrected.
The motion carried unanimously.
Skating Rink Mr. Gartner reported that the school administrationts position is
negative regarding a rink on school property due to problems of
supervision and mixed responsibility.
Mr. Hite ,reported that the village would attempt to create one
sheet of ice 85 x 200 in the Flying Cloud location; that pole s and
lights had been secured; some leveling had been done, but not as
much as needed, before the ground froze; that he was arranging for
a tanker but would need help in addition to the firemen who could
help. Mr. Garens said he would get help from the JC's and David
Enblom said that high school boys were willing to help, and that
about 20 boys were interested in hockey.
Paul Enblom said that in checking with other suburbs that a con-
ventional hockey rink costs about $1200, taking 22 man-hours to
construct with posts and bolts. He felt Richfield had one of the
better designs, but that all had offered to help with advice when
E.P. was ready. Mr. Hite said that next year he hoped E.P. could
have two rinks, with one a full scale hockey rink.
Park and Recreation Dale Gustafson reported on the Conference attended by about 250
Fall Conference recreation leaders in the state. He attended sessions on recreation
for senior citizens; how to give instructions; and wild land
recreation program, making better use of our natural resources.
He quoted Dr. White, who spoke on the future of recreation, as
saying that there was too much emphasis on today's problems and
Cnot enough thought and planning for the period ten to thirty
years fran now. He said recreation needs will increase ten times
by the year 2000. White recommended decentralization of recreation,
with many smaller but coordinated programs.
Recreation Plans Gustafson recommended coordination of the groups who are all working i

toward the same goals -- Youth Commission, Park and Recreation
Commission, Village Council, the schools and the Athletic Assn.
Otherwise there are unnecessary duplication of services and
facilities. He would like to see a program for 6 and 7 year olds
all the way up with the emphasis on recreation rather than
athletics and activities not already covered in the athletic
program - crafts, and a general type program. This winter bus
loads could go into Hopkins for bowling. The program would here
to be organized, but he feels there is a definite need for a
program. Mr. Gartner suggested that a list be drawn up of things
going on now so we can plan where to go from here, and also that
Dale Gustfifson be asked to make a summary of his suggestions
for the swmner. Mr. Osterholt said he felt that coordination
would be helped by the Citizens Commission where all groups and
neighborhoods would be represented.
Learn to Ski Marvin Erickson reported that he had talked with Cedar Hills
Program and that they would operate the same type of program as last
year bntthe fee would be $1 more making it $16 for four lessons
and all-day tow ticket. The secretary was asked to prepare a
notice to be duplicated by the school and sent home with the
students, and to notify the paper.
Schools available Ralph Nesbitt relayed a message from Supt. Wood, saying that
for park program the grade schools would be available every evening and Sunday
afternoon, and the high school would be available Wednesday and
Thursday nights after 7 p.m. and Sunday afternoon, with no cost
C_ if supervised and part of the village park program.
Mr. Osterholt said we should get the thinking of the school board
regarding coordinating with the village on a full-year recreation
program. Paul Enblom said he was reluctant to speak for the
school board but he was anxious to have school facilities used.
He felt the school was willing within reason to provide space
and janitors and asked the Park Commission to make proposals that they would like to hear them. Mr. Nesbitt felt there would
be college students who could work 1 or 2 nights a week. Mr.
Erickson said the Athletic Assn. had had good experience with
6 college boys in their football program.
Mr. Brace asked Mr. Erickson, representing the Athletic Assn.,
Mr. Garens, representing the JC's and Mr. Gartner, representing
the school to inventory the programs now established and make
some recommendations.
Park Land Purchases Mr. Hite said the village was now in the business of buying
park land and that priorities needed to be established.
The acquisition program totals $1,751,376, of which the bond
issue provides $550,000. E.P. applied for $850,000 from
LAWCON in 1968 and received $131,350. Will re-submit for 19$
funds and thereafter. Fran the results of the 1968 application,
we now have $262,000 to spend .
\ After reviewing land costs, Hite feels we can acquire the following
land, prepared in a priority list. This has been approved by
the LAWCON people and can't be changed;

1. Staring Lake - sides of lake where road is.
2. Round Lake - rat of sites in addition to Jarrett property
`. which is being purchased.
3• Anderson Lakes - 312 acres
Hite anticipates a fair share of the 1969 LAWCOn application,
possibly $100,000, which would create $200,000 in available
funds. He proposes:

1. Staring Lake - puchasing control of the Lakeshore
2. Anderson Lakes - area between the two lakes and the
lakeshore on the west side. He felt this is the time to
take a significant step on Anderson Lakes.
3., 4., and 5. are Bryant, Mitchell and Birch Island. r
The plan would be to go in and finish the program one step at
a time. Land prices are increasing rapidly. The total of
priority listings anticipates an expenditure of $730,890.
Brauer said federal money would be available about May. Hite
said we should have appraisals completed and land under option
` as soon as possible; he said appraisals had been ordered on all
properties.
M/Osterholt, S/Gartner that the Park and Recreation Commission
recommend to the Council that priorities for acquisition of
park land as outlined by Mr. Hite for 1969 be approved by the
Council. Motion carried unanimously.
Youth Leaders Robert Lieb said there is to be a Teen Age Happening at Camp
Meeting St. Croix for youth leaders from each community, sponsored by
the SRA Jan. 24 and 25, with a planning meeting Dec. 30.
Year Round Tickler William Garens suggested we start a year round ticklet calendar
Calendar for park planning so that plans will be worked on farther in
advance for events and projects which we know are coming up.
Mobile Home Park Mr. Osterholt asked if the Park and Recreation Commission would
care to go on record regarding a permit request for a mobile
home park on the west shore of Anderson Lake. After considerable
discussion it was M/Lieb, S/Garens that Mr. Warren Carlson's
plan for a Mobile Home Park would be in direct conflict with
the plan for park on .Anderson Lake and therefore the Park and
Recreation Commission recommends that the Council rejects his
plan. And, if any development is in conflict with planned
parks, the Park and Recreation Commission recommends that the j
Council rejects the plans for such development. Motion carried l
unanimously.
