Purpose of The purpose of the meeting was to acquaint the Park and
meeting Recreation Commission with the facilities at Brauer and.
.Associates, and the kind of services they can provide.
History and Don Brauer outlined their history briefly. They started planning
philosophy parks and recreation areas eleven years ago, and have worked in
22 suburban municipalities. In developing a park plan, they try
to work out all the specifics so that citizens will know exactly
what their money is going to buy. It gives the Park Board more
to sell, if a bond issue is involved, and also more for dissenters
to criticize. But once approval is gained, the plan is ready to go.
Control of He emphasized that control is the most important element in plan-
parks ing parks. Need to always ask, "Is it controllable?" Size, lo-
cation and some form of barrier between public and private land
are important.
Size of parks Small neighborhood parks 2-4 acres in size are not economically
feasible to maintain, especially in the suburbs where family lot
size already accommodates the type of activity that would be
provided in these small tot lots. Brauer feels that 5 acres
should be a minimum size for a neighborhood park, providing a
variety of activity. Two acres can only be used for one thing,
such as a ball field - with problems with adjacent residences-,
or a tot lot, without anything else.
Brauer likes 9 to 18 acres for a neighborhood park, with 3 to 4
acres set aside for preseving the nature of the land, such as
hills, woods, lakeshore etc. Either the public should own such
areas or a concession should be given developer to preserve such
areas to keep them undisturbed. Neighborhood parks don't necessarily
ha•re to be the same kind as Minneapolis neighborhood parks, which
are based on Park Board recreation programs. Our parks could have
a more natural feeling, capitalizing on any number of natural
themes - marshes, wild flowers, woods, streams etc.
Objectives deter- The Park Board and Council should determine goals of the parks --
kind of park what they should be used for. This determines the design of the
park - location, size and development. For instance, in New
Brighton (where Brauer has just completed a park plan for the
community), the school teaches the recreation program, so the
parks are not designed for a recreation program.
Facilities We should be looking ahead on how we are going to preserve our-
golf courses. He stated that such facilities, swimming pools
and arenas pay their way once they are established.
Planning Complete park planning calls for a combination of several kinds
of specialists: civil engineer, landscape architect, naturalist

Job description Brauei7butlined. the five points of any job they undertake:
1. Proposal of what they intend to do
2. What is invIved in order to accomplish the job --
number of meetings, what the Village would want to
provide etc.
3. When the job would start, when it would be done, and
what is to be done.
4•. Product what the village would get for its money.
5. Cost -- how much the entire package would cost.
School-Park com- Ir/answer to a question, Brauer commented that if a community
bination has a good walk-to school, then it has a good. place for a
walk-to park adjacent. If students have to be bussed to school,
an adjacent park would not have the same value.

Comprehensive In a discussion over the pending hiring of a comprehensive
planner planner for Eden Prairie, it was brought out that the Rochester
firm of Wallace, Holland, Kastler & Schmitz which is being
considered, has as their community planner, Gary Claude, a former
associate of Brauer. Brauer has agreed to sub-contract for the
E.P. park plan if the Rochester firm is hired. However, he will
not sub-contract with any Twin City firm. He would, he said, do
our park plan, if a Twin City firm is hired, but not on a sub-
contract to them.
If we consider hiring a planner without going into the 701 Plan,
Brauer would like to be considered as a competitor to any other
planner for the comprehensive plan job. (He is not a 701 planner.)
M/Osterholt, S/Wise that the Park and Recreation Commission
recommend that the Planning and Zoning Commission and the Council
interview Brauer and Associates as an alternate to a ?01 planer.
