Bruce, Howard Merriman, Frances Blacklock y I M/Merriman, S/Bruce that the minutes of the last meeting as printed be approved. Carried. Election of h•I/Bruce, S/Merriman that Donald Nygaard be elected chairman. Carried. Officers M/Merriman, SI&Kx= Blacklock that Al Bruce be elected vice-chairman. Carried. M/Bruce, S/kerriman that Frances BlacIclock beelected secretary. Carried. Survey Don Nygaard reported that John Schultz of the University would be at .the March meeting :with 35 copies of the Park and recreation Survey prepared by his class. Summer Bill Holte will be asked to attend the Xpril meeting with his plans for Recreation the Summer 11acreation program. Watershed lion Nygaard reported on the Watershed Meeting held at the Village Iiall j Meeting January 20 with Raymond Haik of the Nine Mile Creek and Minnesota River Watershed Districts as speaker. Several members of the Eden Prairie Zoning and Planning Commission and Park and Recreation Commission attended, also Quentin Wood, Commis- 1 sioner of Public Works for Eden Prairie; John Dickson, Hydraulic Con- sulting Engineer for the Nine Mile Greek Watershed District; John Kraemer and Jerry Martinson of the Nine Mile Creek Watershed District and Join Asmiss, Engineer for Minnetonka Village. Russell Narsh made a preliminary statement on whit a Watershed District does. Raymond Hail: spoke on the duties and establishment of Watershed Districts. 3asically, Watershed Districts, manage but do not initiate any project. State law states what Watersl:xed Districts can do along waterways -- these functions are regulatory only. Watershed Districts are established by t,n comnninities and the Board is selected and appointed by the Councils of the local governments, from the residents of those communities. j To establish a Watersho d District, 25% of the land owners or owners of 25� of the land within the proposed district must petition for a District. The Village Councils will then petition to the County Board. There will bey hearings on the Village, County and State levels and will then come before the water resources hoard. Purpose is to develop an o-erall plan to control surface water of a specific stream. There are two types of plans: 1. "Growths' -- to plat a Park and Recreation Commission Meeting, Feb. 1, 1965 Pg. 2 it as the need arises, and 2. 'Plan Idea" to plot it before growth comes. Operations of the Watershed Districts are paid for by the concerned communities, residents being taxed no more than 1 mill or $20,000. Residents of the Nine Mile Creek Watershed Dist. are paying 1/3 of a mill. Projects -- Have to be petitioned for through Village Council to Watershed I District. Costs are levied according to circumstances and who benefits. I Benefits -- Continuing studies are made every year to protect homes from t flooding or from causing water to flow in an unnatural way, to maintain water levels etc. advisory service to the concerned communities. Helps assure cooperative planning between concerned villages. An aid to communities in the zoning of land, designating land that should not be built on, land that would be suitable for park and recreation but which might be flooded at some time etc. (Conclusion of report) Howard Merriman suggested that the University report be studied before the Park and Recreation Commission makes any recommendation concerning a Watershed District. Agreed. Recognition Don Nygaard reported that the Recognition Plaque was presented to and Plaque accepted by the Village Council at its January 27 meeting. Don Rogers has suggested that the donor of Sterling Field Park be the first name to be entered on the Plaque. The Secretary is to get the correct name. Howard Merriman suggested that the opening day of summer recreation might C be an appropriate time for honoring this person *Ath publicity, pictures etc. to tie the importance of parks, recreation and donors together. Publicity Don Nygaard is going to prepare a resume of what the Park and Recreation Commission has been doing and studying for possible newspaper articles through Dave Dale. Tractor and Al Bruce stated that the tractor and sweeper which might have been used Sweeper for skating rink clearance, had not arrived. ICl/Merriman, S/Bruce that the meeting be adjourned.
