ROLL CALL The meeting was called to order at 7: 30 p.m. by acting chairperson, Del Vanderploeg. II. INTRODUCTION OF NEW MEMBERS AND ELECTION OF COMMISSTION CHAIRPERSON AND VICE CHAIRPERSON Refer to memo dated February 28 , 1991 from Bob Lambert, Director of Parks , Recreation and Natural Resources. Lambert introduced Bruce Bowman and Diane Popovich Lynch as new members of the Parks, Recreation and Natural Resources Commission. MOTION: Kuechenmeister moved to nominate Pat Richard as Chairperson of the Commission. Joyer seconded the motion and it passed 5-0 . MOTION: Karpinko moved to nominate Karon Joyer as Vice Chairperson of the Commission. Kuechenmeister seconded the motion and it passed 5-0. III. APPROVAL OF MINUTES OF FEBRUARY 4, 1991 MOTION: Joyer moved to approve the minutes as printed. Kuechenmeister seconded the motion and it passed 5-0. Lambert referred to the memo dated February 12, 1991 from Marlys Dahl, Department Secretary, recommending that, in an effort to both save paper products and our environment, a copy of the approved minutes will not be distributed unless there are any changes or corrections. Y APPROVED MINUTES C EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. March 4, 1991 -2- IV. PETITIONS, REQUESTS AND COMMUNICATIONS A. Petition for Skating Rink at Franlo Park Refer to memo dated February 27, 1991 from Bob Lambert, Director of Parks, Recreation and Natural Resources. Lambert said that staff received a petition from the Franlo Park neighborhood requesting a skating rink and/or hockey rink at Franlo Park. Although this "^ neighborhood is within two miles of Homeward Hills Park which already has a skating rink, it is difficult for children to get there from this area. Lambert introduced Ron Szarzynski who was present at the meeting on behalf of the neighborhood. `1 Lambert said that Franlo Park is a 20 acre park in a rectangular shape. It has been developed into a park serving many athletic needs with irrigated baseball, softball and soccer fields, tennis courts and a playground area. Parking space is limited. The addition of a skating rink will require some grading and moving of playground equipment. Landscaping will be done to screen the area from neighboring homes. Skating rink lighting will be minimal. Lambert added that a warming house will be added in the future. Karpinko asked what size the skating rink will be. Lambert said it will be approximately 1001 x 1001 . Karpinko asked if there would be a sign saying that the rink is for skating only and hockey is not allowed. Lambert said there would probably not be a sign with this wording unless it becomes a problem, but we might have to regulate hours that hockey is allowed. Kuechenmeister asked if the square footage of the rink was determined by how many people will be using the rink and can it be expanded. Lambert said this is the maximum size rink that can be accommodated and there is no room for expansion without reducing the playground area. Szarzynski commented that a divider could be put up for hockey and skating. He asked if the screening is being added because of the skating rink. Lambert said there would have been some screening anyway, but it has been increased because of the skating rink. a APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. March 4 , 1991 -3- Vanderploeg asked how high the side walls would be. Lambert said one side of the rink would basically be a retaining wall with benches along the side. Vanderploeg asked if the skating rink will be used in the summer. Lambert said it can be used for volleyball or as an open play area. Bowman asked how much of a problem parking is at Franlo Park. Lambert said three of the four facilities are used in an evening with parking allowed along one side of the street. Bowman asked if there will be any pressure to increase parking in the future and use the skating rink area for parking. Lambert said he feels there will be pressure to use all the facilities every night which will increase r the need for additional parking and perhaps this area could be used for overload parking. a C Lambert added that the construction of the skating rink at Franlo Park will be in the 1992 budget request. Szarzynski thanked Bob Lambert and Stu Fox for their I assistance with the Franlo Park skating rink and stated that Stu Fox have been extremely responsive to all his requests. s MOTION: Kuechenmeister moved to recommend approval of the skating rink at Franlo Park per staff recommendation. Karpinko seconded the motion and it y passed 5-0. B. Request for Variance to 10 Horsepower Limit on Mitchell_ Lake Refer to memo dated February 27 , 1991 from Bob Lambert, Director of Parks , Recreation and Natural Resources. ;l Lambert said that all requests for variances need to be approved by the Board of Appeals. The Board of Appeals has requested that the Parks, Recreation and Natural Resources Commission make a recommendation to them. APPROVED MINUTES C EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. March 4, 1991 -4- The first two requests were for 20 horsepower motors on pontoon boats which had been on the lake for several years. This request is for a 25 horsepower motor on a pontoon which was purchased in November of 1990. Staff feels it is important to be consistent with the approval of the first two variances which were granted on a hardship basis because the boats were purchased specifically for use on Mitchell Lake prior to the passing of the ordinance. At the time these were passed, the Commission felt that a 20 horsepower motor should be the maximum size allowed. This boat was purchased after the ordinance was passed and staff recommends denial of the request. Kuechenmeister agreed with Lambert and said that it is important to remain consistent on this issue. Joyer also agreed. She added that there should be G no variances allowed after December of 1995. C Lambert added that there is no limit on the kind of boat or the size of motor that can be requested for a variance. Karpinko said the fact that the individual purchased the boat after the ordinance was passed and the previous requests were granted because the boats were purchased prior to the ordinance should be the determining factor. He said that he is concerned with the larger motors being allowed. Bowman asked if the previous variances were for a specific serial number motor. Lambert said yes for both the boat and motor. MOTION: Kuechenmeister moved to recommend denial of the request for a 25 horsepower motor because the boat was purchased after the ordinance was established and due to the size of the motor, as existing variances were for horsepower size of less than 25. Joyer seconded j the motion and it passed 5-0. V. DEVELOPMENT PROPOSALS A. March 4, 1991 -5- Lambert introduced Jim Ostenson, one of the partners in the development company. Mr. Ostenson introduced Peter Knable of Krueger and Associates. Ostenson reported that the site is located north of Welter 's Way and south of Sunnybrook Road. They are proposing seven lots on ten acres and the addition of a cul-de-sac. The development would be very low density with less than one unit per acre. ;fli Ostenson said that the floodplain and an outlot were dedicated to the City during earlier development and ; they will also dedicate another outlot which will serve as access to the trail system. 297 caliper inches of trees will be removed and will be replaced per the City's tree replacement policy. One-third of the loss is one large basswood tree on the site and they will attempt to save it. Deer corridors were established on the site in 1980 C which will be cut off by this development. However, deer will continue to move through this subdivision from the creek corridor, through the golf course north to Anderson Lakes Park. Ostenson said that the Planning staff would prefer a thru street rather than a cul-de-sac. A thru steet would create more run-off and tree loss. The lot located on the far west end of the site encroaches the scenic easement. The lot has no trees and is quite a distance from the creek so it is felt there will be not be a problem. He added that there is an existing home in the scenic easement located much closer to the creek. Lambert said there are two conflicting policies for the Commission to consider. They are that cul-de-sacs should not be more than 500 ' because of fire and safety considerations and this cul-de-sac would be 1500 ' and that trees should be preserved whenever possible. APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. March 4, 1991 -6- Lambert does not recommend putting a trail between homes. The other two options are to wait to construct the trail until the remaining Welter property is developed or to build a trail through an outlot to the adjoining City property. This would not be an ideal location for the trail , as it would require crossing Homeward Hills Road. Speed of traffic on this road is generally more than the 30 mph speed limit and the crossing would also be at the bottom of a hill. Joyer said she feels that tree preservation takes precedence over the other issues involved. She agrees that a trail system needs to be established through an outlot to City property. Lambert said he would prefer to rely on the Purgatory Creek trail in the future rather than constructing a trail between homes that would parallel the future creek trail. Ostenson indicated that the trail would only serve about 20 homes in this cul-de-sac and that there is a sidewalk system that will provide them with safe '• access to the park along existing streets. Kuechenmeister feels that because this is a low density development, the cul-de-sac should not cause a safety problem. He agreed that the trail should be delayed until development in this area is completed. Kuechenmeister asked about the status of the DNR protected wetland. Knable said that the DNR was concerned about adding additional stormwater run-off into the wetland area and supported the cul-de-sac. A cul-de-sac would also disturb only the southern half of the existing bluff since not as much grading would be involved. Lynch asked what the homeowners feelings are about a trail. Lambert said we would just be guessing at this point, but he expected them to want access to the park. MOTION: Joyer moved to recommend approval of Welter 's Purgatory Acres 6th Addition per staff recommendation using the cul-de-sac plan and waiting for a trail to be constructed until there is the ability to make a connection along the creek. It was noted that the DNR had less concern with the cul-de-sac plan because APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. March 4 , 1991 -7- of tree preservation, stormwater run-off and bluff preservation. Access to the park system currently exists and because not be a pr of low density fire housing, oblem. Karpinko seconded and safety should the motion and it passed 5-0. VI. OLD BUSINESS A. pa round Bids for Rustic Hills Park, Carmel Park and Red Rock Lake Park - ' Refer to memo dated February 28, 1991 from Barb Cross, Landscape Architect. Lambert said that bidders are told to bid on the most equipment they can supply for a specified amount of money. The bids are then evaluated. He reviewed the bids briefly adding that although wood equipment costs less, the metal equipment lasts much longer. ( Vanderploeg asked if any of the suppliers are new. \ Lambert said they have not worked with Flannagan Sales or Bob Klein Associates. Lynch suggested that staff research suppliers that manufacture plastic equipment for future use. MOTION: Karpinko moved to recommend that Bob Klein and Associates be awarded the bid for Carmel Park at a cost of $10 ,000; Flannagan Sales be awarded the bid for Eden Lake School/Park for $10 ,000; Earl F. Anderson be awarded the bid for Red Rock Lake Park for $10,000 and Flannagan Sales be awarded the bid for Rustic Hills Park for $3 , 500. Kuechenmeister seconded the motion and it passed 5-0. B. Last August it was recommended that an Adaptive Recreation Specialist be hired, but it was eliminated during the budget process since it was decided to meet these needs by using existing staff. The Eden Prairie Rotary Club will donate $1000 per year for the next five years for the purchase of trees to be planted in the City nursery or within the park system.
