Chamber of Commerce Developers Forum under B. Reports of Landscape Architect. MOTION: Richard moved to approve the agenda as amended. Vanderploeg seconded the motion and it passed 4-0. III. APPROVAL OF MINUTES - OCTOBER 15, 1990 Julia McFadden asked that the last paragraph on Page 5 be corrected to read, " , . .from 7:30-8 : 30 p.m. " MOTION: Vanderploeg moved to approve the minutes as amended. Kuechenmeister seconded the motion and it passed 4-0. IV. PETITIONS, REQUESTS AND COMMUNICATIONS A. Request from Brian Doten of Wooddale Church Regardinq Use of Skatina Rinks Refer to memo dated November 10, 1990 from Lyndell Frey, Recreation Supervisor. APPROVED MINUTES EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. Nov. 19, 1990 -2- Lambert: said that the City received a request from Wooddale Church to use two skating rinks at Round Lake Park on February 8 from 7:00-10:00 p.m, for an adult broomball tournament. They were told that it has been the policy to have one rink open for public use. MOTION: Richard moved to agree with staff 's recommendation to allow Wooddale Church to use one rink at Round Lake ): Park and one at Edenvale Park for their broomball tournament. Kuechenmeister seconded the motion. On call for discussion, Baker suggested that a sign be put up at Edenvale Park informing the public where there are other open rinks in the area. The motion passed 4-0. B. Request to Flood Skatinq Rink at Franlo Park Refer to memo dated November 15, 1990 from Laurie Helling, C Manager of Recreation Services. Lambert said that the City received a request to flood the area outside the left field fence of the baseball field at Franlo Park. This would not normally be allowed, as flooding would damage the grass but since this area won 't be seeded until spring, staff is recommending approval for a one year period. Lambert added that Stu Fox will meet with the resident explaining the area which can be flooded and what is involved. Richard asked if the City could flood an area for skating at Franlo Park. Lambert said there has been only one request to do this. Kuechenmeister asked about using storm water retention ponds. Lambert said there were 23 skating rinks in the City at one time which saw very little usage because of the lack of warming house facilities. The City received many complaints about the quality of ice on these skating rinks. This is an information item only. V. DEVELOPMENT PROPOSALS �.. Display of Community Center Portraits Helling said this item was continued from the last meeting, as some of the commission members expressed concerns that the photos would be shot .in a studio and not on location, the portraits would be passive vs. active and how the .individuals would be selected to represent each athletic association. Michael Moschogianis is a portrait photographer and after checking with several other photographers in the area, Helling said his offer is the best she could find. Richard commented that most photographers are interested in studio photography and he suggested that the athletic associations could sponsor a contest and fund it themselves. Baker said he feels we should take advantage of the offer and said it might be a starting point for action shots in the future. Vanderploeg asked if the Community Center allows other teams to display banners, trophies, etc. Helling said that the Foxjets and the Hockey Association are allowed to display their banners because they use the Community Center facilities. Lambert said he feels that if any kind of display is done, it should be on a white background and action photos. He added that portraits would not promote the activity, but rather an individual. He also cautioned Commission members to give careful thought prior to approving any request for covering walls at the Community Center. MOTION: Kuechenmeister moved to recommend that portraits not be displayed at the Community Center. Richard seconded the motion and it passed 4-0. B. Minnesota Wildlife Refuge and Recreation Area Baker said that Dick Anderson asked for a written plan for this area similar to the one that was done for the Purgatory Creek Recreation Area. C r,r .p l;1 I / APPROVED MINUTES l EDEN PRAIRIE PARKS, REC. & NATURAL RESOURCES COMM. Nov. 19 , 1990 -4- Lambert said that he has been looking for a decision on the trail connection. This is a low priority item for the City at this time. Both the DNR and the• Fish and Wildlife Association were contacted regarding their interest. The DNR was not interested. The area is currently being used by Sever Peterson to move farm equipment on his property and is also used by the Gun Club on the access road. A trail easement is being discussed and' construction of a trail is being encouraged. Lambert added that this is also the only area in Eden Prairie where shooting is still allowed. Hunting deer with shotgun slugs adjacent to a bike and pedestrian trail would be a cause for concern. Lambert said that the issue of protection .of the Minnesota River bluffs was given to the Planning staff. They are reviewing the ordinance and will develop a proposal. Baker asked about the possibility of getting the state to construct the trail on Eden Prairie' s side of the river. Lambert said this will not happen. The trail connection through Valleyfair, Murphy' s Landing and in Savage will be approved. Construction should be completed by the end of next year. VII. NEW BUSINESS t None VIII. REPORTS OF COMMISSIONERS AND STAFF A. Reports of Manager of Parks & Natural Resources 1. Res. 90-273 Condemning Trail Easement East of Larkspur Lane Refer to memo dated October 30, 1990 from Stu Fox, Manager of Parks and Natural Resources. The resolution was approved by the City Council. This is an information item only. B. Reports of Landscape Architect 1. Update on Playground Equipment at Carmel Park Refer to memo dated November 14, 1990 from Barb Cross, Landscape Architect. Nov. 19, 1990 -5- Lambert said that Cross met with the residents to discuss different types of playground equipment that was available. The residents chose a smaller play area with a traditional structure, additional swing set and picnic area. a' 2. Chamber of Commerce Developers Forum i Baker said that an urban design director was present at the Chamber of Commerce Developers Forum. He asked for Lambert's comments. Lambert felt that, in his opinion, the speaker had no valuable information to share. C. Reports of Manager of Recreation Services 1. Eden Prairie Junior Tennis Program An article appeared in the November issue of Tennis USIA. This is an information item only. 2. Recommendation for Purchase and Installation of New Starting Platforms Refer -to memo dated November 14, 1990 from Julia McFadden, Recreation Supervisor for Aquatics and Fitness. Lambert said that the starting platforms at the Community Center do not conform with two new rulings which are that the platforms must be removable and are not to be raised more than 18 inches above the water surface. The present platforms are permanently mounted and are too high. Baker asked how many people have been injured because of starting platforms. McFadden said she knows of three severe accidents in the last school year in the United States. MOTION: Richard moved to recommend approval to purchase new starting platforms at the Community Center from Valley View Associates at a cost of $10,290 per staff recommendation Vanderploeg seconded the motion and it passed 4-0. Nov. 19, 1990 -6- 3. 1990 Eden Prairie Athletic Associations Appreciation Dinner Helling reported that 163 people were invited to the dinner and 66 attended. Various businesses in the community donated door prizes for the event. Cost was approximately $1500 or $152 for each association. This was the second year the dinner was held. 4 . Reports of Director of Parks, Recreation and Natural Resources 1. Status of Jacques Farm Barn at Riley Lake Park Lambert said the old Riley homestead which was acquired by the City includes a barn. The upper walls and roof of the barn are in very poor condition. The Building Inspection Department looked at the barn and felt that an architect and structural engineer would charge over $100,000 to correct the problems. Staff is trying to locate someone who is interested in doing this type of work and will bring a quote back to the commission at a future meeting. Baker asked why the City wants to preserve the barn. Lambert said it is considered a historic site and is the only historic "farm site" the City intends to acquire and preserve. Council Meeting Update - November 13 , 1990 Lambert reported that the City Council approved the .,f trail connection, revised pool schedule, figure skating open patch proposal and the petition from residents of the Ridge. The developer will accept $13,000 for an easement to provide a concrete sidewalk between two lots. This sidewalk will provide more direct access to the trail from this neighborhood. X.
