ROLL-CALL ( Chairperson Brown culled the meeting to order at 7:00.Commissioner Wilson and Manager I telling were absent. I IL APPROVAL OF AGENDA MOTION: Hilgcman moved,seconded by Corneille,to approve the Agenda as published. Motion carried 6-0. ILL APPROVAL OF MINU'1'FS-OC7'OBER 19 1998 MOTION: Koenig moved,seconded by Corneille to approve the October 19, 1998 Minutes of the Park and Recreation and Natural Resources Commission as submitted. Motion carried 5-0-1(Brown abstained) IV. PETITIONS REQUESTS AND COMMUNICATIONS A. Request from Bob Brown Lambert told the Commission that the Brown Family wants to dedicate to the City of Eden Prairie 40 acres of their land located in the Minnesota River valley. The Browns will make a formal written statement to this effect and submit it to the City staff before the end of the year. The City's policy regarding naming of parks and open spaces was explained to i I i PARKS,RECREATION AND NATURAL RESOURCES COMMISSION MINUTES November 16, 1998 Page 2 the Brown family. The Browns have lived in Eden Prairie since the late I ROOS and are proposing to donate the land to the City,therefore,the Browns'request does follow the City policy and guidelines for naming parks and open space land. Staff was recommending that the Parks and Recreation Commission approve Mr. Brown's request to name the proposed donated land the James Brown Conservation Area. The recommendation will be forwarded with the Brown's written statement to the City Council for their action. Hilgcman suggested using other verbiage than"conservation area"in the name that is given to the land. This would avoid confusing the area with other conservation properties in the City. Lambert stated that the term"conservation area"designates a type of land use,and it would be appropriate to label the land in this manner. Koenig asked for clarification in regard to the land's location. Lambert said the property is located South of the Minnesota River bluffs and west of the area where Purgatory Creek runs into the Minnesota River. MOTION: Koenig moved,seconded by Hilgcman to approve the request from Bob Brown per the staff memorandum dated November 12, 1998. Motlon carried 6-0 I V. DEVELOPMENT PROPOSALS V1. OLD BUSINESS VII. NEW BUSINESS A. Goose Management Update Fox told the Commission staff is waiting for information from Flennepin Parks,Minnesota Department of Natural Resources,and the City of Minneapolis on their plans for goose management in Eden Prairie. Staff has been in contact with the individual who is responsible tier assisting the City of Golden valley with"goose harassment"at the " Brookview Golf Coursc. This individual is using it border collie to keep goose populations to a minimum at the golf course. lie indicated that he would be willing to work with the city at Round Lake beach. The individual has indicated that for$25/visit, usually lasting 30 minutes,he would help determine whether or not a herding dog could be eticctive in keeping the number ol'geese at Round Lake to it minimum. Staff intends to call this individual in the spring to set up tentative schedule to utilize his border collie at Round Lake beach. ,t e I I PARKS, RECREATION AND NATURAL RESOURCES COMMISSION MINUTES November 16, 1998 Page 3 Brown asked what restrictions applied to hunters hunting within the City limits. Fox stated the weapons discharge area is west of Flying Cloud Airport,south of Pioneer Trail all of the wary to the Minnesota River bottoms. This is approximately a seven square mile area. Four square miles of this area can be used for shotgun slug hunting for geese,ducks, and deer. Hilgcman asked if the deer reduction program was on schedule and how many deer were taken from certain areas. Fox told the Commission the program ended the evening of November 16, 1998,and a report from the"contractor"will be brought before the Commission for their consideration. Koenig asked if an aerial census had been taken of the area's deer population. Fox said the City will be contracting with the Department of Natural Resources for an aerial survey this year. B. Parking Restrictions at Community Center Parldng Lot I-rcy told the Commission that staff has received numerous complaints from patrons about some high school students'driving styles. The Police have responded positively and have been very supportive in helping the Community Center staff address thise issue. t Staff is recommending changing the current two-hour parking limits at the Community Center to 1-1/2 hour parking limits. Staff is also recommending changing the current hours of the two-hour parking from 7:00 a.m.-2:00 p.m.,weekdays only,to 7:00 a.m.- 4:00 p.m.,weekdays only. Thcsc changes will make the parking in lots A and B more available to City patrons rather than high school students. Stolar asked if there was a way to provide patrons of the Community Center and opportunity to have"stickers"which would give them permission to park at the facility. Frey said the suggestion would be taken under consideration. All changes to the parking will be published in the News Letter. Jacobson said the unfortunate thing about the parking problems that arc being created by the high school students is they are not even 1, , using all of the parking space that is available at the school's lots. Lambert stated the City should be the leader when it conics to offering effective traffic management plans, including traffic in and out of the high school. He stated the high school students should be encouraged to use buses and carpools. Brown suggested a policy of having at least two seniors riding in any one car that is parked in the schools lot. This would encourage carpooling and lead to fewer cars in the school's lot. Stolar suggested instituting the requirement ofa"pass,"issued by the high school that would give the students permission to park in the high school lot. "No pass no parking,"he said. MOTION: Hilgcman moved,seconded by Koenig to approve staffs recommendations in I PARKS,RECREATION AND NATURAL RESOURCES COMMISSION MINUTES November 16, 1998 Page 4 their memorandum dated November 3, 1998. Motion carried 6-0 Vill. REPORTS OF COMMISSIONFRS AND STAFF Koenig requested that the"wetland inventory"be put on the Agenda for discussion. Lambert stated the Wetland Management Protection Plan would be brought forward to the Commission when it was completed. 1X.
