ROLL CALL Higgins called the meeting to order at 7:02 p.m. II. APPROVAL OF AGENDA Adams added Item VLC. regarding Eden Prairie Historical Society. Akerlund added and Item VLD. regarding Scott-Carver Threshing Festival. MOTION: Mackay moved, seconded by Akerlund, to approve the agenda as amended. Motion carried 5-0. III. APPROVAL OF MINUTES —MAY 18, 2009 MOTION: Mackay moved, seconded by Veurink, to approve the minutes of the Heritage Preservation Commission held on May 18, 2009 as published. Motion carried 7-0. IV. REPORTS OF COMMISSION AND STAFF A. GERTZ—ROLE WITH HERITAGE PRESERVATION COMMISSION Gertz described the role he will play while under contract with the City of Eden Prairie as attending Heritage Preservation Commission meetings, giving advice, maintaining records, assisting staff in reviewing permits and projects pertaining to the Heritage Preservation Commission, and other duties to be determined. Gertz' role will complement the current Heritage Preservation Commission work plan. Scott Kipp outlined his role as the staff liaison for the Heritage Preservation Commission, with Steve Durham serving as a support to Scott Kipp. HERITAGE PRESERVATION COMMISSION MINUTES July 20, 2009 Page 2 B. 29"ANNUAL STATEWIDE HISTORIC PRESERVATION CONFERENCE Gertz announced the upcoming Historic Preservation conference being held at the Arboretum September 17 — 19, 2009 and distributed conference brochures. In order to maintain Certified Local Government(CLG) status, one Heritage Preservation Commission member must attend. If a commission member is unable to attend, a City staff member may substitute. Kipp will research whether the City would pay the registration fee for commissioners who attend the conference. C. FLYING CLOUD AIRPORT—MUSTANG LANE HANGAR DISTRICT Gertz reported the Minnesota Historic Property Report of the Mustang Lane Hangar District is almost complete, written according to strict standards of the Minnesota State Historic Preservation Office (SHPO). The report should be done by the end of the summer. Gertz will request a copy for both the City and Historical Society. V. OLD BUSINESS A. FY 2008-2009 CLG GRANT UPDATE Gertz reported Robert Vogel contacted Mandy Skypala shortly after May 20, 2009. A one-month extension was approved, meaning no work can be billed beyond August 31, 2009. Then two weeks are allowed for all fiscal documentation to be completed. Vogel will continue working in the same capacity as he has in the past. Vogel is completing the field work and has requested meetings with John Gertz, Parks & Recreation Department representatives and Paul Sticha. The information will be compiled into 3-ring-binder-style reports by location for ease of updating. There will be items for the Heritage Preservation Commission to review and comment on. Due to deadlines and the timing of the next Commission meeting, commissioners may need to receive and review the information prior to the next HPC meeting. The CLG grant is time-sensitive and needs to be first priority. This is where Gertz will be spending the majority of his time. B. HENNEPIN COUNTY MEMORANDUM OF AGREEMENT UPDATE 1. Cummins-Grill Homestead Gertz reported the Landscape Management Plan is crucial. The landscape research plan is complete and has been submitted to SHPO. All signatories must review and implement components of the plan. The City, MnDOT and SHPO will be communicating to address issues on-site and discuss implementation. Comments on the plan will come back to the City. Dennis Gimmestead of SHPO is almost finished with his plan review. The plan must HERITAGE PRESERVATION COMMISSION MINUTES July 20, 2009 Page 3 be approved by the HPC. If site alterations are done, site alteration permits will be required. Higgins asked if the actual work will be completed this year. Gertz stated the plan will be done this year,but is unsure whether actual construction will be completed this year. Gertz stated plan approval is most important at this point. 2. Goodrich-Ramus Barn Gertz reported the Three Rivers Parks District is not interested in the barn. The City is putting together a marketing plan, which SHPO will review. Gertz stated the next step will be making the barn available to the public. McPherson asked if the barn will have to be moved off-site. Gertz stated the goal would be to keep the barn onsite,but that poses its own issues regarding land, zoning, access, etc. C. PRESERVATION ORDINANCE DRAFT UPDATE Gertz recommended the National Registry Standards be included in the new draft ordinance. Gertz will continue working on the ordinance, which is essentially done in draft form. Then it will be submitted to the Heritage Preservation Commission and City staff for review. The ordinance requires Planning Commission and City Council approval. VI. NEW BUSINESS A. DEVELOPMENT OF WORK PLAN—AUGUST THROUGH DECEMBER 2009 - GERTZ • CLG Grant- August • Ordinance Update - September • Ordinance Update Approval Process — October • History Book—A CD and scanned materials will be given to the Eden Prairie Historical Society for archival purposes. Adams asked about printing. Gertz stated the City has a set-aside fund for this purpose and has the book's copyright, but is uncertain the amount of the fund. Kipp will check into the fund balance. Adams reminded the HPC members a decision was made to print as many books as the fund would allow and put the proceeds back into the printing fund. McPherson suggested printing could be outsourced. There was a general discussion about a marketing plan for the book. Adams said there are waiting lists for the book through the EPHS, but beyond that there's not much marketing. Akerlund suggested Sunbonnet Days would be a good place to sell the book. Gertz suggested that pricing the book should be discussed. The Commission agreed to wait until August to plan beyond October. HERITAGE PRESERVATION COMMISSION MINUTES July 20, 2009 Page 4 B. ONGOING PROJECTS - GERTZ 1. Glen Lake Children's Camp Routine monitoring continues at the camp. The work yet to be done includes outdoor landscaping, window glazing and exterior painting. 2. J.R. Cummins Homestead There is regular, on-site monitoring at the site. Higgins expressed concern about the lack of water to the trees and a crack in the kitchen on the west wall. Gertz stated he would look at it and also has concerns with the foundation. Muhlberg noted the importance of ensuring the work is done according to historic preservation standards. Gertz reported Building Inspections Manager Kevin Schmieg has been onsite. 3. Dorenkemper House A handrail is being installed and needs to be checked. Gertz stated he worked on the stove connections, cleaning and reconditioning. He will gather the remaining parts and store them in the pantry for later work. Gertz asked if the EPHS would be taking responsibility for stove repairs. Adams said the EPHS' focus is on the Cummins Homestead. Other work to be done is the exterior painting which is on the agenda for this year. Gertz mentioned there is a fund for historic preservation projects, originally set for the Cummins- Grill Homestead. This fund is separate from the history book fund. It could potentially be a funding source. There could be a problem since the stove is owned by the EPHS and the house is owned by the City. 4. Riley-Jacques Farm The granary, barn and house exteriors need to be examined for repair. 5. Smith-More House The exterior has been reviewed twice. The soffit and trim need repair; the shutter needs re-installation; the porch needs work, as does the floor interior. The repairs not scheduled. 6. Future Grants There is no grant activity on the horizon, although there are funds available. The Legacy Act will be a significant source of capital funding for the City, with availability estimated in 2010. HERITAGE PRESERVATION COMMISSION MINUTES July 20, 2009 Page 5 C. EDEN PRAIRIE HISTORICAL SOCIETY Adams reported the EPHS will be at the City Council workshop July 21, 2009 from 5:30 to 6:30. The Society would like a good turnout supporting the Cummins house. The EPHS would like to continue to use the house via a loose contract with the City. Higgins read an open letter dated July 1, 2009 addressed to the Mayor and City Council regarding the Cummins house. Adams will be taking the letter to the Council workshop. Adams stated the EPHS had been directed to develop possible uses for the house, which they are pursuing. Higgins noted the HPC had done a re- use study of the Cummins house in the past. Muehlberg stated the important thing is the facility be used and maintained. D. SCOTT-CARVER THRESHING FESTIVAL Akerlund reported on the upcoming threshing festival. The festival runs July 31 to August 2, next to Scott County Fair Grounds. There will be grain threshing, old-time school, antique vehicles, etc. and the cost is under$10. VII. ADJOURNMENT MOTION: Akerlund moved, seconded by Mackay, to adjourn the meeting. Motion carried 7-0. Higgins adjourned the meeting at 8:37 p.m.
