ROLL CALL Higgins called the meeting to order at 7:00 p.m. Commissioner Mackay was excused. Student representative Frank Bi and Stephanie Vilendrer were absent. II. APPROVAL OF AGENDA MOTION: Adams moved, seconded by Akerlund, to approve the agenda as published. Motion carried 5-0. III. APPROVAL OF MINUTES —MARCH 16, 2009 Gertz corrected the title word "Historic" to "Historical" on page one under Reports of Commission and Staff Item A. Gertz removed the words "to the City" on page two under Reports of Commission and Staff Item A., paragraph one, first sentence. McPherson replaced the word "framing" to "drafting" on page two under Old Business Item A., paragraph one, fourth sentence. Gertz added the word "section" on page three under Old Business Item C.,paragraph two, first sentence. Gertz replaced the word "city" to "zoning" on page three under Old Business Item C., paragraph three, first sentence. HERITAGE PRESERVATION COMMISSION MEETING April 20, 2009 Page 2 Gertz removed the words "we currently don't" to "the city doesn't" on page three under Old Business Item C., paragraph five, second sentence. MOTION: Adams moved, seconded by Akerlund, to approve the minutes of the Heritage Preservation Commission held on March 16, 2009 as corrected and published. Motion carried 5-0. IV. REPORTS OF COMMISSION AND STAFF A. BLOOMINGTON HISTORICAL SOCIETY COOKING STOVE DONATION UPDATE Gertz reported the wood cooking stove and organ donated by the Bloomington Historical Society was moved from Bloomington to Eden Prairie on Friday, April 17, 2009. The stove was placed at the Dorenkemper House to replace the stove there now. The organ was placed at the John R. Cummins House. These donations were made without cost to the City or the Historical Society. Both the stove and organ are in good condition and operational. Adams advised all of the artifacts present at the Historic Sites belong to the Eden Prairie Historical Society. V. OLD BUSINESS A. SITE ALTERATION PERMIT REVIEW—JOHN R. CUMMINS HOUSE PARKING PLAN OPTION I Gertz reported per City Code, Section 11.05, Subd.5.A.6, a Site Alteration Permit is required to alter or remove a land form in whole or in part, on designated Heritage Sites. Both the County's CSAH 1 roadway construction project and the City's proposed construction of ball field parking will impact the locally designated John R. Cummins Heritage Site. The County's plan, CSAH 1 Typical Section 6 Compromise 2 To The Preferred Build Alternative, and the City's Cummins Parking Plan Option I, have been reviewed by MnDOT's Cultural Resources Unit(CRU) and the State Historic Preservation Office (SHPO), as stipulated in the Section 106 Memorandum of Agreement concerning this project. Both MnDOT's CRU and SHPO have concurred that the plans referenced above minimize adverse effects to the John R. Cummins Heritage Site. City staff recommends approval of the Site Alteration Permits. McPherson inquired whether the parking could come out more at the turnaround area to avoid interruption of the tree area. Gertz said the area is currently staked off at the site and there doesn't appear to be significant tree loss. HERITAGE PRESERVATION COMMISSION MEETING April 20, 2009 Page 3 MOTION: McPherson moved, seconded by Muehlberg, to approve the recommendation that the City Council approve the Heritage Preservation Site Alteration Permit No. 2009-02-004 for the construction of Cummins Parking Plan Option I at the John R. Cummins Heritage Site. Motion carried 5-0. B. SITE ALTERATION PERMIT REVIEW—JOHN R. CUMMINS HOUSE CSAH 1 ROADWAY PLAN, TYPICAL SECTION 6, COMPROMISE 2 TO THE PREFERRED BUILD ALTERNATIVE MOTION: Higgins moved, seconded by Akerlund, to approve the recommendation that the City council approve Heritage Preservation Site Alteration Permit No. 2009-01-004 for Hennepin County CSAH 1 Construction Plan, Typical Section 6, Compromise 2 To The Preferred Build Alternative at the John R. Cummins Heritage Site. Motion carried 5-0. C. FY 2008-2009 CLG GRANT UPDATE Gertz reported the CLG Grant is moving along and is on time and within budget. He said he met with Mr. Robert Vogel last Tuesday afternoon to review with him the contents of the preservation management plans and also to discuss some issues related to the four sites. He compiled a list of critical management issues he believes will need to be considered and recommends the HPC review them and provide feedback. The critical management issues include: 1. Comprehensive planning to provide the framework for management planning. The city needs to develop a heritage preservation program blueprint to include prioritization of policy goals and definition of measurable outcomes; determine where each heritage preservation site "fits" into the broader public policy, community planning, and decision-making process. 2. Role of the HPC in establishing and implementing preservation policies. Build a stronger image and identify key stakeholders. 3. Heritage preservation as a city service. Identify customers, programs, and revenue sources. 4. Interdepartmental coordination, conflicts and overlaps. Strengthen organizational leadership, planning and management capabilities, provide maximum administrative flexibility. 5. Sources and levels of funding for heritage site management. Focus on site- specific projects that are affordable and manageable,responsive to preservation needs and concerns. HERITAGE PRESERVATION COMMISSION MEETING April 20, 2009 Page 4 6. Conflicting public and institutional values concerning heritage resources. Develop improved administrative procedures, internal communication. 7. Conflicting heritage site uses. Balance public uses against site preservation goals, integrate heritage preservation with other site management planning (i.e., park master plans, business plans). 8. Ownership of heritage preservation sites. Articulate a statement of city policy regarding acquisition of privately owned heritage resources. 9. Information needs; lack of knowledge is #1 threat to heritage resources. Expand stakeholder knowledge and skills in preservation; identify more efficient ways to deliver technical assistance to heritage site owners, managers, users. 10. Site-level planning. Develop a management/treatment plan for each designated heritage preservation resource to address site-specific issues and opportunities. Gertz stated issue number seven is a real important piece for all of the sites. Muehlberg stated the issues won't be relevant at each site but it's important to be aware of all of the issues listed. Gertz advised Vogel will be present at the May HPC meeting and will want feedback on the issues from the Commissioners. VI. NEW BUSINESS A. CITY HISTORY BOOK UPDATE Gertz reported the City's history book has been scanned and is anticipating completion by May. McPherson inquired whether something could be published in the local newspaper advising people of the reprint project so people can reserve a copy. Gertz advised it could be published in the newspaper. Gertz said there are current funds available for the reprint project. Adams suggested printing off as many books with the funds that exists and possibly inquiring with the printer if a donated match could be possible. VII. ADJOURNMENT MOTION: Adams moved, seconded by Muehlberg, to adjourn the meeting. Motion carried 5-0. Higgins adjourned the meeting at 7:50 p.m.
