Prairie Rooms A & B 8080 Mitchell Road COMMISSION MEMBERS Betsy Adams, Chairperson; Ann Higgins, Vice Chairperson; Richard Akerlund, Nina Mackay, Mark McPherson,Ed Muehlberg, Kathy Veurink STUDENT REPRESENTATIVE Frank Bi, Stephanie Vilendrer COMMISSION STAFF John Gertz, Planner II Lori Rain, Recorder I. ROLL CALL Adams called the meeting to order at 7:00 p.m. Student representative Frank Bi was introduced. He lives in Eden Prairie and is a Senior at Eden Prairie High School. The other Commissioners introduced themselves. Ms. Laura Bluml, business owner from "Bearied Treasures" was present. Commissioner Akerlund was absent. II. APPROVAL OF AGENDA Adams added under Old Business, Item D., Ms. Laura Bluml - `Bearied Treasures" Sesquicentennial Sweatshirts. MOTION: Mackay moved, seconded by Veurink, to approve the agenda as published and corrected. Motion carried 5-0. III. APPROVAL OF MINUTES — SEPTEMBER 15, 2008 MOTION: Muehlberg moved, seconded by Mackay, to approve the minutes of the Heritage Preservation Commission held on September 15, 2008 as published. Motion carried 5-0. IV. REPORTS OF COMMISSION AND STAFF A. 28th ANNUAL STATEWIDE HISTORIC PRESERVATION CONFERENCE HERITAGE PRESERVATION COMMISSION MEETING October 20, 2008 Page 2 Higgins attended the 28"'Annual Statewide Historic Preservation Conference in Northfield. Higgins said she will prepare a written summary for the Commissioner Members of ideas that she gathered from attending the conference. V. OLD BUSINESS A. GOODRICH-RAMUS BARN MEMORANDUM OF AGREEMENT Gertz said the Memorandum of Agreement(MOA) for the Goodrich-Ramus Dairy Barn and John R. Cummins Farmhouse is complete. The MOA was signed by the City Manager October 17, 2008. The Federal Highway Administration, Minnesota Historical Society (SHPO) and Mn/DOT have also signed off on the MOA. Hennepin County and the Advisory Council on Historic Preservation will sign it this week and then it will come back for signatures by the concurring signatories, the Eden Prairie HPC and Preservation Alliance of Minnesota. Gertz said there has been notable interest by Three Rivers Park District in moving the barn southwest of Eden Prairie. Gertz said he talked with MnDot and SHPO regarding this and concluded that if Three Rivers Park District were to move it, it would be a loss to the city's resources by taking a historical property out of the city. MOTION: Mackay moved to approve the final Memorandum of Agreement pursuant to Section 106 of the National Historic Preservation Act(36 CFR 800), as amended, among the Federal Highway Administration, the Advisory Council on Historic Preservation, and the Minnesota Historic Preservation Office regarding reconstruction of County State Aid Highway 1 (Pioneer Trail) (State Project 27-601-35), City of Eden Prairie, Hennepin County, Minnesota, seconded by McPherson. Motion carried 5-0. B. GLEN LAKE CHILDREN'S CAMP PROJECTS UPDATE Gertz said the grading and landscaping work at the Glen Lake Children's Camp was completed last week. Final City inspection will take place this week. The city removed the rip-rap and moved it to an off site storage facility. He said the State Historical Architect will be scheduled to inspect the site following the City's inspection. C. JOHN CUMMINS HOUSE ICE BOX RESTORATION Gertz said the brick work and roof reconstruction for the John Cummins house ice box was started last week. As of this morning, they haven't poured the concrete roof. He said the masons hope to have the work completed next week. The remaining Chaska brick will be put into storage. LAURA BLUML—`BEARIED TREASURES" SESQUICENTENNIAL SWEATSHIRTS Laura Bluml presented examples of embroidered sweatshirts with the Sesquicentennial logo placed on them as a follow-up discussion from the June 16, 2008 HPC meeting. She stated she would like to donate a portion of the profits from the sweatshirt sales to be used for the history of Eden Prairie. Commissioner members provided Bluml with suggested retailers within the Eden Prairie area in which she could market her sweatshirts. VI. NEW BUSINESS A. CLG GRANT PROJECT FOR PRESERVATION SITE MANAGEMENT PLANS Gertz said next week the request for proposals (RFP's) for the CLG grant will be sent out. He said he will send out a notice by Thursday of this week looking for a consultant. The Commission will select a consultant from the respondents to the RFP at the November 17"' HPC meeting. The grant project will complete the Heritage Site Preservation Management Plans for the Riley-Jacques farmstead, Staring Lake Outdoor Center, Glen Lake Children's Camp and Smith-Douglas- More House. The grant project will end July 31, 2009. VII. ADJOURNMENT MOTION: Mackay moved, seconded by Veurink, to adjourn the meeting. Motion carried 5-0. Adams adjourned the meeting at 8:15 p.m.
