Heritage Preservation - 10/31/2005 APPROVED MINUTES HERITAGE PRESERVATION COMMISSION SUBCOMMITTEE MEETING TO REVIEW PROPOSALS OCTOBER 31, 2005 10:00 A.M. CITY CENTER 8080 MITCHELL ROAD ATRIUM ROOM III COMMISSION MEMBERS PRESENT: Molly Gilbertson, Ed Muehlberg, Jane Plaza COMMISSION STAFF: John Gertz, Historic Preservation Specialist Peggy Rasmussen, Recorder The purpose of the meeting was to review and select a proposal from those submitted by consultants responding to the RFP for the CLG grant project, which is to complete local designations for the Glen Lake Children's Camp, Consolidated School and Staring Lake Outdoor Center. The deadline for receiving proposals was October 28. Gertz opened the meeting at 10:00 a.m. and distributed the one proposal that was submitted, from Robert Vogel, Managing Partner and Senior Historian with Pathfinder CRM, LLC, located in Spring Grove, Minnesota. The Commissioners reviewed the proposal, which Gertz explained would be Robert Vogel's third collaboration with Eden Prairie on a CLG grant-funded project. The proposal shows that Vogel is willing to donate any time that goes beyond the budgeted amount that could be applied to the City's part of the grant match. His fee is $6,000, which includes all indirect costs as well as travel expenses, supplies, etc. Gilbertson said Vogel has done good work for the City and the HPC in the past and charges a reasonable fee for his services. Gertz said Vogel does thorough research and he is comfortable working with him because he knows the quality of Vogel's work and that he will submit a good report. He is very knowledgeable about historic preservation. Also, Vogel has completed his projects on schedule. The deadline for completing the work is July 31, 2006. Gilbertson pointed out Vogel has been willing to make changes that the HPC has requested. Gertz said a contract would be written that would include a detailed scope of work. It addresses all of the items that were in the RFP as well as items Gertz included in the grant application. Gertz said what he really wants in the nomination form that Vogel will complete is site-specific preservation alternatives. Vogel did that for the cemeteries and Gertz expects him to do the same for these sites. There is a component that addresses the significance of the site and its integrity. Vogel would be submitting his reports to Gertz, the HPC and the SHPO. MOTION: Gilbertson moved, seconded by Muehlberg, to accept the proposal for preparation of three local registration forms from Pathfinder CRM, LLC, dated October 24, 2005. Motion carried 3-0. Gertz said he would invite Robert Vogel to come to the November or December HPC meeting. The meeting adjourned at 10:15 a.m.
