Village Hall PRESENT: Ralph Nesbitt; Chairman; Marvin LaGrow; Warren Shultz; Vernon Emerson; Herman Raguet; George Hite, Manager; Don Brauer, Planner. OCTOBER 1 MINUTES Marvin LaGrow moved that the minutes of October 1, 1968 be approved with Item 10-2-68 Crosstown Industrial Park being corrected to show that this hearing has been deleted from the agenda and if resubmitted, applicant was to pay cost of publishing. Motion unanimously approved. OCTOBER 15 MINUTES Vernon Emerson moved that the minutes be approved as submitted. Motion approved unanimously. PRELIMINARY PLAT HEIDELBERG ADDITION Mr. James Lindsey presented his first addition preliminary plat and an overall development plan for . the 18 acres located on the south side of Scenic Heights Road between Hiawatha Avenue and Mitchell Road. The overall plan contemplated approximately 27 single family homesites, 6 acres of low density multiple development (10-12 units per acres), one acre of parkway along Scenic Heights Road and 1/2 acre of private neighborhood park. The first addition includes only five lots along Hiawatha Avenue. Mr. Brauer presented a planning report generally recommending that the proposed be accepted. He stressed the importance of establishing the parkway along Scenic Heights Road, avoiding access to either Scenic Heights or Mitchell Road within 450 feet of their intersection and the provision of public pedes- trian access easements thru the private park area. Mr. Lindsey noted that the lots within the first addition were above 11,000 square feet in area. Two lots would be used as a single building site until sanitary sewer was available. He indicated that total development of the entire area would take 3 to 5 years. Warren Shultz moved and Vernon Emerson seconded that a public hearing on the Heidelberg Addition be considered on December 35 1968. Motion carried unanimously. REZONINGS GEORGE HOLASEK RA AND RC TO C-2 (See minutes of May 7, 1968) 5-2-68 Mr. Holasek's petition had been continued from the May 7th hearing until the adoption of the comprehensive plan or the first meeting in November. Mr. Holasek appeared and advised © that a portion of the property contained within the petition was being condemned for a N.S.P. highline easement and that he needed the zoning to establish value. Mr. Brauer recom- mended that without a specific proposal for the development of the property, the Village should not consider rezoning. Mr. Hite advised Mr. Holasek that he would contact the condemnation Commissioners and advise them on the status of the zoning and comprehensive plan. Warren Shultz moved and Vernon Emerson seconded that the hearing on the petition he continued indefinitely. Motion carried unanimously. OTHER BUSINESS AGENDAS Mr. Hite recommended that the Commission agendas be closed at 4:30 P.M. on the Tuesday preceeding the regular meeting date. Warren Shultz so moved, Vernon Emerson seconded and the motion carried unanimously. WILLIAM SCHWARTZ Mr. Schwartz presented his proposal to purchase one acre of land from L. P. Jarrett for a homesite on the east of Westgate Lane. He was advised to contract ® Mr. Hite and to be placed on the November 19th agenda. fY Meeting adjourned at 9:15 P.M.
