Planning Commission - 10/01/1968 PLANNING AND ZONING COMMISSION 1 October, 1968 The meeting was called to order at 8:00 P.M. by Chairman Nesbitt. PRESENT WERE: Ralph J. Wood, Engineer ITEM 10-1-68 MINUTES Motion was made by Warren Shultz, seconded by Henry Hauser to approve the minutes of 9-3-68 as published. The motion carried. Motion was made by Henry Hauser, seconded by Vernon Emerson to approve the minutes of 9-17-68 as published. The motion carried. ITEM 10-3-68 AERODYNE INC. Their request was for a variance to build up to the lot line. Motion was made by Warren Shultz, seconded by Henry Hauser to recommend to the Council that their request be denied. The motion carried. ITEM 10-2-68 PUBLIC HEARINGS 1. Crosstown Industrial Park. They were not ready. 2. McPheeters property. They were represented by Bob McDonald and Bob Morehouse. Notes are in Hearing File #37. Motion was made by Odmor Skjelbostad, seconded by Vernon Emerson to recommend to the Council to rezone the west 200 feet to S I and the balance of the property to M-2. The motion carried. Building layout for the McPheeters property. Motion was made by Homer Raguet, seconded by Odmor Skjelbostad to recommend approval of the building layout. The motion carried. ITEM 10-4-68 BOB EICKHOLT Request to re-divide lots 5, 6, and 7 of Eickholt's Addition as per the survey presented. Motion was made by Vernon Emerson, seconded by Henry Hauser to recommend to the Council approval of re-dividing lots 5, 6 and 7 of Eickholt's Addition. The motion carried. PLANNING AND ZONING COMMISSION 2 1 October, 1968 ITEM 10-5-68 DAVAIR, INC. Permission to build Industrial building on R-C property. Their request is for an office and shop next to a building on County Road #1 which has the same type of operation. Motion was made by Warren Shultz, seconded by Odmor Skjelbostad to recommend to the Council granting a Special Use Permit for this building. The motion carried. ITEM 10-6-68 ED SIEBER Request to divide property excepting Ordinance #93. Mr. Sieber requested to sell 1.3 acres of Frank Vraspir property. This area is cut off from the rest of the property by Rowland Road. Motion was made by Henry Hauser, seconded by Vernon Emerson to recommend to the Council approving the exception to Ordinance #93 - 1.3 acres of Frank Vraspir's property southeast of Rowland Road. The motion carried. ITEM 10-7-68 WARREN CARLSON Mr. Carlson of Cbpbo, Inc. and Mrs. Schroeder of Buetow and Association presented plans for a planned unit development in Eden Prairie for various types of multiple dwellings - apartments, town houses and mobile homes in an area proposed for multiple dwellings in the Guide Plan. Because of certain requests that are at the Council level, no action could be taken at this time. I Eden Prairie Industrial Park, on the East by Lot I , Blk. I Eden Prairie Industrial Park and on the North by State Highway #5 . APPLICATION DATA : Request to rezone 2. 25 acre site from a-2 to M2 and SI . REVIEW: Contemporary Urban Design Policy and Practice The only urban design factor involved here is safety of access to TH5 from the presently zoned M2 property to the East. Even though the M2 site is not under consideration directly the applicant is asking for M2 zoning on the McPheeters property so that it can be used together with the site to the East. We recommend that the zoning be conditioned on a requirement to provide an alternate access to the rear from Fuller, and that the present access to TH5 be closed and used in the future only as an emergency or open construction of a service road along TH5 . ° Conformity To Comprehensive Plan Proposed industrial use conforms to Comprehensive Guide Plan Proposals . ° Proposed Land Use Mix -and Density Office and equipment shop use is consistent with existing development and plan intentions . M2 and SI density requirements are satisfactory . BRAUER & ASSOCIATES , INC. 6742-33 EDEN PRAIRIE PLANNING REVIEW REPORT -2- October 1 , 1968 ° Aesthetics and Environmental Considerations Because the site fronts on TH5 , we believe a con- dition of this rezoning should require a landscaped berm along the balance of the site to the East, presently zoned M2, satisfactory to provide 60 to 75% opacity year-round . Because of the high-type structure to the West on Fuller St. , the SI area should front on Fuller . The average grade of the entire site could be sub- stantiall - lowered to create a natural berm to aid screening . ° Public Facilities and Use No public facilities or uses are contemplated on or adjacent to the site at thjs • time . RECOMMENDATION : I . The PLANNER recommends rezoning the West half ( not less than 200 feet depth from Fuller Street) to SI without conditions or restrictions . • 2. The PLANNER recommends rezoning the balance of the site to M2 with the following conditions : A) Provision for access from Fuller until a service road or other improvements are made for access to TH5 . An easement of 30 ' should be sufficient . B) Acceptance of former SI , outside storage screening requirements . along TH5 for the balance of the site to be rezoned M2, and the entire length of the adjacent M2 property to the East, to be accomplished prior to actual development or sale.
