Planning Commission - 07/02/1968 PLANNING AND ZONING COMMISSION 2 July 1968
The meeting was called to order at 8:00 p.m. by Chairman Nesbitt.

ITEM 7-1-68 MINUTES
1. Minutes of May 21, 1968.
Motion was made by Vernon Emerson, seconded by Homer Raguet that the minutes
be approved as published.
The motion carried.
2. Minutes of June 4, 1968.
Motion was made by Warren Shultz, seconded by Henry Hauser that the minutes
be approved as published.
The motion carried.
3. Minutes of June 18, 1968.
Motion was made by Homer Raguet, seconded by Vernon Emerson that the minutes
be approved as published.
The motion carried.
ITEM 7-2-68 PUBLIC HEARINGS
1. Highway #18 property, rezoning to S-I.
General information as to the location of the property under consideration,
legal notice, etc. was given by the engineer.
Planner Don Brauer presented a report advising that only the property adjacent
to old County Road #18 be rezoned at this time.
Engineer Wood indicated the sewer service would be available to the 400,
immediately west of old County Road #18.
Warren Shultz suggested that the Guide Plan be adopted prior to any rezoning.
Property owner and petitioner, Dick Condon, requested action on the zoning as
per his petition at this time.
It was moved by Vernon Emerson, seconded by Warren Shultz that the Guide Plan
be put first on the agenda.
The motion carried.
ITEM 7-A-68 GUIDE PLAN '" k -
It was moved by Warren Shultz that the Council be advised to accept the guide
plan.
The motion carried.
ITEM 7-2-68 PUBLIC HEARING CONTINUED
1. Mr. Bob Johnson, attorney for Mr. Bill Pearson, requested action as per the
petition.
Motion was made by Warren Shultz, seconded by Henry Hauser that the Council rezone
the property within 400' of old County Road #18 to Special Industry.
The motion carried.

Motion was made by Warren Shultz, seconded by Homer Raguet that the Planning
and Zoning Commission recommend to the Council that all zoning, platting or
whatever be referred to the planner for a report which is not to exceed $100 in
planning costs.
The motion carried.
2. Hillcrest Court, Second Addition - hearing on preliminary plat.
Engineer Wood reported on the plat. The engineer and the planner recommended
approval of the preliminary plat.
Motion was made by Vernon Emerson, seconded by Warren Shultz to recommend to the
Council that the preliminary plat of Hillcrest Court, Second Addition be approved.
The motion carried.
3. Jones-Garrison, rezoning hearing.
It was pointed out that at the present time, Eden Prairie does not have an
ordinance allowing what Mr. Jones and Mr. Garrison are requesting. It was
decided that the Jones-Garrison Hearing be continued until the August 6th meeting.
ITEM 7-3-68 ROBERT BRENNY SKETCH PLAT
Robert Brenny, approval of sketch plat and request for land alteration permit
for property in Section #3, west of the Chicago Northwestern Railroad tracks and
north of the Kings Forest area.
Notion was made by Henry Hauser, seconded by Warren Shultz that Mr. Brenny's plans
be sent to the planner and the attorney for reports in writing. Mr. Brauer's
report is to be due July 16th.
The motion carried.
ITEM 7-4-68 PAUL- MCCONNELL
Mr. Paul McConnell's request for a variance for the sale of his property without
platting.
The property is located in the SEk of the SEk of Section 25, north of Pioneer
Trail. The division would extend one existing lot line 1951± which would create
a lot similar to an existing adjacent lot.
Motion was made by Vernon Emerson, seconded by Homer Raguet to recommend to the
Council approval of the division if the planner and engineer indicate there is
no need for a road over this property.
The motion carried.
ITEM 7-5-68 CAMP RY-MAR-LAND, INC.
Mr. John Netland of Camp Ry-Mar-Land, Inc. , explained his intention of establishing
a day camp in Eden Prairie on property located immediately east of TH #101 and
just north of the old Milwaukee road right of way.
Mr. Brauer recommended that the Village follow the standards of the American
CAmping Association.
Motion was made by Warren Shultz, seconded by Henry Hauser to recommend to the
Council approval of the day camp within standards recommended by the planner.
The motion carried.

ITEM 7-6-68 ALVIN HOLASEK PROPERTY - GRAVEL MINING PERMIT
Mr. George Burkhardt of Nason-Wehrman-Knight and Chapman, Inc., planning
consultants, presented a preliminary plat-grading plan of the Holasek property
on the northeast shore of Bryants Long Lake.
The planner indicated that he didn't feel the lot sizes indicated would be
appropriate when the property is developed because of sewer being available by
that time. The engineer brought out some technical points which he felt were
inconsistant with good development and Ordinance #93 requirements and indicated
that with a more extensive taking of material then was indicated, the property
could be better utilized. The engineer then produced a grading plan which had
been submitted earlier and had subsequently been revised. Of the two plans he
favored the revised original.
MMtion was made by Vernon Emerson, seconded by Homer Raguet to recommend to the
Council that the revised original grading plan for a gravel mining operation be
approved subject to further approval of the planner and engineer.
The motion carried.
ITEM 7-7-68 ROSEMONT ENGINEERING- LETTER ON ZONING
The letter is attached to the official minutes.
Motion was made by Warren Shultz, seconded by Henry Hauser to recommend that the
Council advise Rosemont that the Village does not intend to rezone the land and
also that the Council ask Rosemont not to build a building which cannot be adapted
to a commercial use at a later date.
The motion carried.
ITEM 7-8-68 BOB EICKHOLT
Bob Eickholt came before the board to request a variance so that a duplex could
be built on an undersized lot, Lot 7, Block 1, Eickholt Addition. The lot
contains approximately 28,000 square feet; 33,000 square feet is required by
ordinance.
Motion was made by Warren Shultz, seconded by Henry Hauser that the request for
a variance be denied.
The motion carried.
ITEM 7-9-68 DON ANDERSON
Don Anderson came before the board to request a gravel mining permit on property
in the East 1/2 of the NE 1/4 of Section 16.
Planning and Zoning Commission member, Warren Shultz, re*ested that he be excused
from the Commission for this item. He was excused by Chairman Nesbitt.
This item had been on the May and June Planning and Zoning agenda but had not
been considered as the plan was not yet acceptable to the engineer.
Planner Brauer recommended approval as did Engineer Wood.
Motion was made by Henry Hauser, seconded by Vernon Emerson that the Council be
recommended to approve the grading plan request for a gravel mining permit.
The motion carried.
