PRESENT WERE: Arthur Miller, Chairman Odmor Skjelbostad Cecil C. Cruse Homer Raguet David D. Dale James C. Brown, Clerk Henry R. Hauser Quentin K. Wood, Engineer ITEM 11-1-67 MINUTES OF 10-3-67 Motion was made by Henry Hauser, seconded by Homer Raguet to approve the minutes as published with the following corrections to show that David Dale _ was present and on Item 10-A-67 regarding Mr. Spencer Holle, the second ( ) paragraph, add a notation that the motion carried. On the last page of the minutes, the third from the last paragraph, the motion by Odmor Skjelbostad, seconded by David Dale, change the words, cost to date to cost each month. With these corrections, the minutes were approved. ITEM 11-2-67 R.C. HAidSON COMPANY Mrs. Marie Hanson, the owner of the property and Mr. Hanson appeared along " with Mr. Morehouse and Mr. McDonald to request a special use permit for a building to be constructed on the property presently owned by Mr. Roy Olson on Highway 169 across from the Northrup King Research property. The property is zoned RC and the Hansons are contemplating putting up an office building • for the R. C. Hanson Engineering Co. and a warehouse for the Bjorlin Plumbing Company. The two buildings would be together, all on the RC zoned land. This meets our zoning requirements but they do have to have a special use permit �+- to build. There is a letter of intent from Mrs. Hanson, owner of the building p telling the uses to which the building would be put. Also, there were site J plans and information regarding the material the building would be constructed = of and the interior of the building. Motion was made by David Dale, seconded by Odmor Skjelbostad to recommend V- approval of the special use permit for Mrs. M.G. Hanson on her property on Highway 169. The motion carried. ITEM 11-3-67 CLARENCE RISNER Mr. Risner appeared before the Planning and Zoning Commission to request permission to have a trailer home on the property owned by Chicago Avenue Floral on 169 across from Flying Cloud Airport. He had recently been trans- ferred by this company from his home in Indiana and financial circumstances made it impossible at the present time for him to purchase a home and he could not rent within his means and travel distance. He also is using the home as a security factor for the Floral Company in watching the furnaces in the cold weather. He states that he wants to move into a home just as soon as possible but he has a home out in Ohio which he must dispose of in order to provide himself with sufficient funds to purchase a home in Minnesota. The company which he works for is supplying the basic money for the trailer home at this w time. f' PLANNING AND ZONING COMMISSION MEETING 2 7 November, 1967 He asked the Board to consider a six months permit hoping he would either have purchased or start to build a home before the permit had expired. Motion was made by Homer Raguet, seconded by Henry Hauser to recommend granting a six months permit to Mr. Risner for a mobile home on the property of the Chicago Avenue Florist. Upon a roll call vote, Cecil Cruse voted no, Odmor Skjelbostad voted yes, Homer Raguet voted yes, Henry Hauser voted yes, David Dale voted yes, and Arthur Miller voted yes. The motion carried. ITEM 11-A-67 MR. RUSSELL ZAKARIASEN Mr. Russell Zakariasen appeared with Mr. Steve Gratz, Manager of the Cedar Hills Golf and Ski, requested permission to put a travel trailer on the Cedar Hills property to be used by Mr. Gratz as a place where he can go during the day when he has time off, also, he can use this trailer when they are working during the night making snow, and thirdly, as a place where people can stay periodically throughout the night as a protection against vandalism and theft on the golf course and ski areas. Mr. Zakariasen said that they have had a problem with this. They have installed several protective systems and they felt that the fact that they would have somebody on the property would also act as a deterrent to the vandalism and theft which is taking place there. He stated that this would be a travel trailer and Mr. Gratz vZould not use it as a home. He would continue to reside at his permanent address but might stay there over night for one or two nights in a row or even up to a week but would be going back and forth to his permanent address. He said he would be getting married in the spring and at which time he would not stay in the travel trailer. Motion was made by Homer Raguet, seconded by Henry Hauser to recommend granting a permit to Mr. Zakariasen for putting the travel trailer on the Cedar Hills property for six months for the protection of the property and the use of the manager. The motion carried. ITEM 11-4-67 MANKATO STATE COLLEGE PLANNING COURSE The Clerk brought to their attention the Mankato State College Planning Course and requested the members of the Board to work out the dates they would be attending these meetings. A motion was made by Homer Raguet, seconded by Henry Hauser that the meeting be adjourned at 9:30 p.m. The motion carried. James C. Brown, Clerk
