Returned from Council for better name than High Drive 6-8-67 Planing PLANNING AND ZONING COMMISSION 6 June, 1967 The meeting was called to order at 8:15 p.m. by Cecil Cruse, Acting Chairman. PRESENT WERE: Ralph J. Nesbitt Odmor Skjelbostad Cecil C. Cruse Homer Raguet David W. Dale Quentin K. Wood, APW Henry Hauser In the absence of the Chairman and Clerk, motion was made by David Dale and seconded by Henry Hauser that Cecil Cruse be made Temporary Chairman and Odmor Skjelbostad be made Temporary Clerk. The motion carried. ITEM 6-1-67 MINUTES Motion was made by David Dale, seconded by Cecil Cruse to approve the minutes of 5/8/67 and 5/16/67 as published, with the following corrections: Item 5-17-67 Delete the entire first sentence on page 5. Add David Dale's name to the minutes of 16 May, 1967. The motion carried. ITEM 6-3-67 DR. MOORE Dr. Moore requested information on• rezoning or the use of 2k acres of his property (Parcel B). Motion was made by Homer Raguet, seconded by Henry Hauser that Dr. Moore should submit a letter of intent on the operation of a chinchilla breeding house together with a new house-to be built on the 21 acres in question. He is to have this at the 6/20/67 Planning and Zoning Meeting. The motion carried. On the arrival of Ralph Nesbitt, Temporary Chairman Cecil Cruse, turned the chair over to Ralph Nesbitt, Vice Chairman. ITEM 6-4-67 EARLYN SICKMAN VARIANCE TO BUILD DETACHED GARAGE ON HIS LOT Mr. Sickman had a letter from the adjoining property owner, Mr. and Mrs. E. Christenson, stating that he could build his garage within 9 feet of their property. Mr. Sickman's property is Lot 1, Block 2, School Addition, 7808 School Road. Motion was made by Cecil Cruse, seconded by Homer Raguet, to recommend to the Council approval of the variance, but Mr. Earlyn Sickman should bring to the Council Meeting a scaled sketch showing the layout of the property and place- ment of the garage. The motion carried. PLANNING AND ZONING COMMISSION 2 6 June, 1967 ITEM 6-2-67 PUBLIC HEARING ALEX DORNKEMPER REZONING M2-RA�.POC TO Rl-RA-OR RC Resolution #67 was read by the Acting Clerk, Odmor Skjelbostad. Due to publica- tion, only rezoning to RC could be considered. This is not what Planning and Zoning recommended. Discussion followed on the plat and the use of the land. A representative from Chanhassen was present. He had no objection to the rezoning. Motion was made by David Dale, seconded by Cecil Cruse, to deny the request for rezoning as published and recommended that it be republished as requested to Rl-RA-or RC. The motion carried. Alex Dornkemper's lawyer, Richard Lee, mentioned that any publication of the rehearing would be at the village expense. ITEM 6-5-67 GRANT BASEMAN VARIANCE TO BUILD DOUBLE BUNGALOW ON LOT 1, BLOCK 1, KUTCHERS 1ST ADDN AND TRACT C OF R.L.S. 440. Discussed variance on the size required for a double bungalow. The area can only be 12% less than required. Motion was made by Homer Raguet, seconded by David Dale, to request an opinion from our attorney on the variance of more than 12% now�.in the ordinances. Also the Planning and Zoning Commission recommended that a statement be obtained from the adjoining property owners on the proposed building of a double bungalow and return with this information to the meeting of 6/20/67. The motion carried. ITEM 6-6-67 SURVEY VALLEY VIEW ROAD Mr. Quentin Wood presented the survey of Valley View Road as laid out by the County Engineers. Motion was made by Henry Hauser, seconded by Homer Raguet to adopt Resolution # with legal description as presented by Quentin Wood. The motion carried. ITEM 6-7-67 ROAD NAME IN RED ROCK 1ST ADDITION Motion was made by David Dale, seconded by Cecil Cruse to name the road, "Robin Lane". On a vote there were 2 ayes, 4 nayes. The motion was denied. Motion was made by Henry Hauser, seconded by Homer Raguet, to recommend the . name, "Red Oak Drive" for this road. The motion carried. PLANNING AND ZONING COMMISSION 3 6 June, 1967 ITEM 6-8-67 REVIEW_OF "PRELIMINARY CONTROL PROPOSAL" OF PLANNER BRAUER ASSOCIATION. The Planning and Zoning Commission approved the contract except for the following: A. 1. OK 2. OK 3. Need clarification on "may be retained by private developers" Reason - conflict of interest 4. Delete and ask Planner to resubmit. Reason - No private projects within the village. Conflict of interest. Motion made by Cecil Cruse, seconded by Homer Raguet. Passed. B. 1. OK - Clarify "authorization" - what starts 3 month program? 2. OK Motion was made by Henry Hauser to accept. Seconded by Homer Raguet.
