Layout 7-H Meeting with the Council 2-7-67Z 701 Approval of Application 2-8-67 Planning PLANNING AND ZONING COMMISSION MEETING 21 February, 1967 The meeting was called to order at 8:00 p.m. by Chairman Miller. PRESENT WERE: Arthur W. Miller, Chairman Henry Hauser Cecil C. Cruse Homer Raguet David Dale James C. Brown, Clerk Odmar Skjelbostad ITEM 2-8-67Z MINUTES OF FEBRUARY 7, 1967 Motion was made by Odmar Skjelbostad, seconded by Henry Hauser to approve the minutes as published. The motion carried. ITEM 1-6-67Z JOE RUZIC PRELIMINARY PLAT Mr. Quentin Wood was not able to make the meeting and the report was not available. Mr. Joe Ruzic was not in attendance. This was carried over until the next meeting. ITEM 2-2-67Z DICK STOCKSTEAD CONTINUED FROM 2-7-67 Mr. Stockstead appeared befdre the Council in his request for a special use permit to construct a filling station on the southwest corner of the Inter- section of Eden Prairie Road and West 78th Street. Mr. Stockstead as requested by the Board at the previous meeting, had appeared with the permits for access on to State Highway #5 from the Minnesota State Highway Department and on the County Road #4 from the Hennepin County High- way Department. He presented copies of these permits to the Board for their information. There was much discussion as to the location of this service station, the potential danger at the corner from a traffic hazard standpoint, the im- possibility of a frontage road going between the station and the present road which would severely hamper the access on to the Highway and the desirability of a filling station at this location. The motion was made by David Dale, seconded by Cecil Cruse to recommend denial of the request for a special use permit as it would add to the present danger- ous condition of the Intersection of Eden Prairie Road and West 78th. Upon a roll call vote, David Dale voted yes, Homer Raguet voted no, Henry Hauser voted yes, Cecil Cruse voted yes, Odmar Skjelbostad voted yes, and Arthur Miller abstained. The motion carried. ITEM 2-6-67Z LAYOUT 7-H This was to present the Council's invitation to attend a special meeting with the Council-on February 28, 1967 with the State Highway Department. PLANNING AND ZONING COMMISSION MEETING 2 21 February, 1967 This would be held in conjunction with the regular Council meeting. People from the State Highway Department are invited to the meeting to appear be- fore the Council and Zoning Board with information regarding this particular stretch of Highway 169 and 212. ITEM 2-7-67Z 701 PLANNING The application that was worked over by the various members of the Zoning Board on the 8th of February had been typed and mailed to them. They were asked to question it as to it's suitability for sending to the State. Motion was made by Cecil Cruse, seconded by Odmar Skjelbostad to approve the 701 questionaire application and recommend that the Council pass a resolution to accompany this to the State. The motion carried. ITEM 2-8-67Z PLANNING Mr. David Dale asked the members if they had read over the information he had supplied them on the inclusion in building codes certain requirements to make buildings, specially public buildings, accessible to people with physical handicaps. The Council said that they had and Mr. David Dale stated that he had an individual who would be willing to come to the Zoning Board for a meeting and show them some additional information so that they could make a recommendation to the Council. It was agreed that the Minnesota Society for Crippled Children would be invited to the second meeting in May, which is May 16, 1967 to present this information to the Planning and Zoning Board. Motion was made by Henry Hauser, seconded by Odmar Skjelbostad that the meeting be adjourned at 9:38 p.m. for a new record for the Planning and Zoning Commiss- ion. e motion carried. IsC. Brown, Clerk
