Planning Commission - 10/04/1966 PLANNING AND ZONING CONHISSION 4 October 1966 The meeting; was called to order by Vice-Chairman Cecil Cruse at 8:00 P.M. PRESENT WERE: Cecil Cruse Albert Picha Ralph Nesbitt James C. Brown, Clerk Dr. John Wri¢ht James Hawkes, Planner David Dale ITEM 10-1-66Z MINUTES Motion was made by Albert Picha, seconded. by David Dale to approve the minutes of September 20, 1966, with the followning corrections remove the word Engineer and add APW after Quentin Wood's name and in Item 7-3-66 in the third paragraph between the word no and homes add the word trailer. The motion carried. ITEM 10-2-66Z PUBLIC HEARINGS 1. Greg Redpath property. Mr. Redpath was not in attendance and the Clerk had tried to contact him just prior to the meeting and could not make a telephone contact with iir. Redpath. Motion was made by Dr. John Wright, seconded by Ralph Nesbitt to continue until the ne::t meeting and to send a registered letter with a return receipt to ITr. Redpath, askin him to either appear before the hoard or to ask to have his petition withdrawn. Upon a roll call vote, Ralph Nesbitt voted yes, Albert Picha voted yes, Dr. John Wright voted yes, David Dale voted no, and Cecil Cruse voted no. The motion carried. 2. M-2 area along Highway ##5. Mr. John Yngve representing Mr. Warren Shultz appeared before the Commission raising objections to the SI ordinance itself, not necessarily to the rezoning but to the SI ordinance as to what it would or would not permit and the fact that we had changed it to eliminate outside storage which in effect, he said, was not consistent with the allowing, of an assembly plant and then removing the outside storage factor. General notes on this will be in Hearin¢ File No. 24. There was some question as to why 11r. Shultz would object to the SI zoning on one piece of property and not on the other in the same general vicinity. The Zeneral objection seems to be the outside storage factor and a certain limiting market ability of the property because of the potential va7ueress o.. the Ordinance. I-Tr. James Hawhes 'read previously submitted a report to the Board on the area in question, recommending that certain of the area be rezoned as SI and that some of the M-2 area be rezoned to other then SI along this particular stretch of road as it was not consistent with the general zoning in it's area. PLANNING AND ZONING COM21ISSION 2 4 October 1966 David Dale made a motion, seconded by Albert Picha to rezone to SI, generally speaking all of the I1-2 property located east of the railroad tracks north and south of State Highway i;�5 and west of Scenic Heights Road. This would enclude Char-Lynn, Shultz, Louver, N.S.P. , and Zero-Max properties, and the McCarthy Well property. This rezoning to go to within one hundred feet of Purgatory Creek or such line as the Village finally establishes as the drainage area along the Z Creek. The property just west of the railroad track and north of #5 that is presently zoned M-2 owned by the Bus Company to be changed to Residential (R-1). The property located on the corner which is now II-2 to be changed, first 500 feet north of Highway 3;'5 and the first 1000 feet from County Road 'r;4 east on Highway #5 to be C-1. The balance to be changed to R-1. Upon .a roll call vote, Ralph Nesbitt voted no,. Albert Picha voted yes, Dr. John Wright voted yes, David Dale voted yes, Cecil Cruse voted yes. The motion carried. ITEM 7-6-66Z DISPOSAL ORDINANCE Cecil Cruse appointed David Dale and Dr. John Wright to work with James Hawkes on preparing the report on a disposal ordinance for the Zoning Board. No other action was taken on this matter at this time. ITEM 7-3-66 MOBILE HOMES The report was not -ready and no action was taken on it. ITEM 10-3-66 DIVERSIFIED REALTY REQUEST FOR REZONING OF THE RICHARD f, 11OLASEK PROPERTY WEST OF 494 - NECESSARY TO SET HEARIhIG DATE Motion was made by Dr. John Wright, seconded by Ralph Nesbitt to set the hearing date for November 1, 1966 on this property. The motion carried. V ITEIN 10-4-66 PLANNING , v One of the items of planning was the name for Highway 169. Albert Picha suggested Twin City Boulevard. Cecil Cruse suggested Riverview Drive or Red Horse Drive. David Dale suggested Cut Nose Road. These are suggestions which will be fore- warded to the Council. They also discussed the possibility of the Planner's role in working with po- tential problem areas in the Village in he1piAt;solve_)the development of that C-1) problem, such an individual who is having trouble laying out an area whether it be residential or commercial or industrial as far as the general layout is concerned. It was felt that if the Village wanted Mr. James Hawkes to work with this individual that the Village through the recommendation of the Planning and Zoning Board should then approve or ask for the individual to work with IIr. Hawkes felt that this was reasonable as they have a policy of not doing work for private individuals in communities where they are worlhing for the community. He did state that period- ically there arise problems within a specific area in the community where the individual doing the developing seems to have a problem in coming up with a plan that is good and meets the conditions prescribed by the community and it maybe that either Mr. Harrkes or some other planner can work with the individual and help them lay this out. It is not the intent of the Planning and Zoning; Board to act as an agency for Midwest Planners in providing jobs for them. This would be on occasions only tahere an individual could. not seem to come up with a plan from some other source and in the best interest of the community it would be advisable to have the community wort: with an individual so that a propert plan could be developed.
