The meeting was called to order by Chairman Miller at 8:00 P. M. in the Eden
Prairie Village Hall.

(3- 7-66Z) WILLIAM BREN PROPERTY
A petition to request rezoning from RA to SI was presented by Mr. Gene
Reilly, representing M. B. Hagen Co. and the William Bren Property estate and
Mr. Ken Anderson and his associates representing Research, Inc.
Motion by Cecil C. Cruse seconded by Dr. John H. Wright to set the hearing
date for April 5, 1966, on changing the Bren Property from RA to SI.
Motion carried.
It was then taken under consideration that the entire area north of Anderson
Lake should be checked into and the motion was amended to read that the area
south of Old Highway #5, east from the Village line, north of Anderson Lake
and west from the west boundary of Section 13 be considered in this hearing for
POC, SI, C-1, R-1, RA as the case may be. The hearing to be held April 5, 1966.
Motion carried.
(3- 8-66Z) LEE ARMSTRONG
Mr. Armstrong, who is married to the grand-daughter of Mr. Frank 'Schmidel,
appeared with a request to move his mobile home from the trailer park in Spring
Lake Park to the farm property of the Schmidels so that they could help the
Schmidels with`_the.1operati6n bf their farm and provide necessary transportation
for the people as they have reached a stage in life where it is not easy for
them to get around. The presentation was that they would move their mobile
home and place it on the north side of the present farm house. This is the
side away from the road and it would generally be screened from public view.
As soon as Mr. Armstrong's military situation has been clerified he will begin
construction of a permanent residence on a site on the Schmidel property and
as soon as his residence has been completed the mobile home will be sold and
moved off the property.
Motion by Dr. John H. Wright seconded by Cecil C. Cruse to recommend to
the Council granting the permit as long as it is used as a home for the personal
use of the Armstrongs and it is not rented out. Motion carried.
(2- A-66Z) TEMAN PROPERTIES
The information originally forwarded by the Zoning Board on February 15,
has been returned from the Council for further clarification.
Motion by Ralph J. Nesbitt seconded by Dr. John H. Wright that the Zoning
Board recommends the area to be rezoned for SI except for the 500 foot buffer
zone west from Eden Road and the Peters' Property east of Eden Road. These two
to remain as presently zoned. The reasons for this are as follows: 1. The pre-
sent SI district is too small; 2. Provides the necessary buffer to adjoining
residents; 3. The area logically should be in the SI district.
Motion carried.
Zoning & Planning Commission Meeting -- 2 March 15, 1966
(3- 9-66Z) A SPECIAL ADVALOREM TAX ON THE MINING OF GRAVEL IN THE VILLAGE OF
EDEN PRAIRIE
Motion by Cecil C. Cruse seconded by David W. Dale to recommend to the
Council that they set up an Ordinance to establish a $ .05 per cubic yard of
�' gravel mines special tax in the Village of Eden Prairie. The money collected
,'i from this tax to be used for read repairs in the Village and the tax to start
with mining operations as of January 1, 1967. Motion carried.
v (2- 3-66Z) ALLAN & FRANK GARRISON PUBLIC HEARING,
Motion by Ralph J. Nesibtt seconded by Dr. John H. Wright to remove the
�.-. hearing from the tabling and to reset the hearing date for April 5, 1966, and
to instruct the Clerk to write letters to Allan & Frank Garrison requesting
that they appear at the hearing. Motion carried.
(3-10-66Z) ZONING VIOLATIONS
4 Motion by David W. Dale seconded by Dr. John H. Wright to have the Council
request the Building Inspector to check the Village for zoning violations num-
C) ber one which is the upspringing of small junk yards throughout the Village and

also for violations of the zoning code as far as the activity taking the zoned
area and to report these violations to the Zoning Board for their action.
Motion carried.
(3-11-66) AGENDA
Motion by David W. Dale seconded by Dr. John H. Wright that the agenda for
the first monthly meeting of each month on the Planning & Zoning Commission
would be closed ten days before the meeting. The agenda would be cut and in
the mail so that it is received by the Planning & Zoning Commission members,
the Planner, the Engineer, and the Council people one week before the proposed
meeting date. All necessary reports from the Planner and Engineer can then be
prepared for the meeting and the personnel on the Planning 6 Zoning Board can
make personal reconnaissance of the areas where they feel personal reconnaissance
is necessary in order for them to make a decision. Motion carried.
