The Zoning & Planning Commission met in the Eden Prairie Village Hall at-8:00 P. M.

MINUTES
The minutes of 15 February, 19669 were approveal as read.
2- 4-66Z DON ANDERaON
On request for mining license. The motion in the minutes of 15 February, 1966
by Yr. Hirt .k6r an intent to have a record at the Village on file that Arould be of
a nature that would allow the Village to properly control any ruining operation.
Motion by Anthony R. Hirt seconded by Dr. John H. ;fright that the contour map
showing; both the present and proposed grades for any mining operation be on one map
rather than the original request for tiro separate maps and also that the recomrlende
granting of the mining license to Mr. Anderson by the Council.

Request for rezoning from R-2 to 11: 2 on the Lucas property.
Motion by Anthony R. Hirt seconded by Cecil C. Cruse to set the ?gearing date
for 5 April, 1966. Motion carried.
3- 5-66Z ANDREu JUSTUS
�- 'Air. Justus appeared as the ovmer of an industrial site in Eden Prairie and pre-
sented the preliminary plans for Eden Praa:rie Industrial Park located oi� this site
as served by the Chicago, NorthYestern and OLiaha Railroad, State Highway 5 and Eden
Prairie Road.
L . Motion made by David S. Dale and seconded by Allsert C. Picha to except the
CM Justus plat of Eden Prairie Industrial 13ark for study and engineering report.

Public hearing. The notes on this hearing are in Hearing File No. 9.
Motion by Anthony R. Hirt seconded by Cecil C. Cruse to recorL;end rezoning the
property with the retention of a minimum of 100 feet along the creek for a drainage
way. The rezoning to be from POC to R-1. Alotion carried.
3- 4-662t BILL PEARSON
Request for mining license on Mrs. Samways property which Mr. Pearson has pur-
chased. This property is to the north of the present Pearson gravel operation. .,1Ir
Pearson presented the necessary topographical maps showing the present and proposed
grades.
Motion by Cecil C. Cruse seconded by Dr. John H. ,".right to recommend the Coun-
cil issue a mining permit and set a bond at $5,000. on the Samway property.
Motion carried.

Public hearing on the Allan & Frank Garrison property on Highway 169. Bearing
File No. S. Nobody appeared from the Garrison organization.
Motion by David W. .Dale seconded by Dr. John H. Wright to table the public
hearing on the Garrison rezoning. Motion carried.
3— 6-66Z MI'1\NETONKA BLACKTOP, INC.
Request from 11innetonka Blacktopq Inc. to renew the Special Use Permit for the
operation of a black top plant on the property of Northern Contracting on Industria:
Road in the Eden Prairie Industrial area south of County Road 6a.9
Motion by Dr. John H. Wright seconded by Albert C. Picha to recommend renewing
the Special Use Permit. Motion carried.
3— 7-66Z GENE REILLY, 141. B. HAGEN
Request for rezoning from RA to SI. lair. Reilly did not appear and did not hav
any further information on this request available at this time and therefore no ac—
tion was taken on the request.
3— C-66Z RUSS ZAKARIASEN
Request from Russ Zakariasen to rezone froua RA to IOC the property presently
used for a parking lot by the Cedar Hills Golf and Ski operation. The Planning &
Zoning Commission felt that this was an unnecessary request as a golf course could
be in either POCK RA or R-1 areas as a recreational feature and a parking lot would
be a necessary part of theGolf Course operation and therefore the request for rezon:',
ing for the land covered by the Parking lot was not felt necessary at this tik e and
the Clerk was instructed to write a letter to lair. Zakariasen stating the facts of
the i..atter. Should Mr. Zakariasen then still feel the request for rezoning is valic
a formal request would have to be filled. out and the rezoning fee paid.
