Planning Commission - 02/15/1966 Zoning & Planning Commission 15 February, 1966 The Zoning & Planning Commission met in the Eden Prairie Village Hall at 8:00. PRESENT WERE: A. W. Miller, Chairman Dr. John H. Wright James C. Brown, Clerk David W. Dale Anthony R. Hirt Albert C. Picha Ralph J. Nesbitt MINUTES The minutes of 1 , February, 1966, were approved as read. (1- 6-66Z) PONDEROSA BUILDERS Report from Quentin K. Wood was submitted to the Zoning & Planning Board. Motion made by David W. Dale seconded by Anthony R. Hirt to accept the Engineering Report and to enter it on the file. Motion carried. (2- 4-66Z) DON ANDERSON A:request for a mining license to mine earth on County Road 18 on what was known as the Griffith place. Motion made by Anthony R. Hirt seconded by Ralph J. Nesbitt to accept the prelimin- ary grade for the understanding that they submit an engineering report with separate contour maps one showing the grades as they presently are on contours and the other showing the proposed contours after they have completed the mining operations. Motion carried. (2- A-66z) TEMAN PROPERTIES A proposed Ordinance covering the re-zoning of the Teman, Feeder's, Inc. property had been submitted to the Council by the Village Attorney,, upon a motion duly made and seconded at the Council levelx /the Ordinance was sent to the Zoning & Planning Commis- sion for their findings. There was much discussion as to what c_gnstituted a good Al buffer area --ZCI,fi new to an Industrial area how it shculd'`'and who should pay for the developing plans of the buffer area, also it was felt that no hardfast rules should state so many feet to automatically make a good buffer area as what could be good in one place could be too much or too little in another situation. Motion made by.Anthony R. Hirt seconded by Albert C. Picha to make the buffer zone 500 feet from Eden Road. David W. Dale wanted to be recorded as abstaining from the vote. Motion carried. (2- B-66Z) PROPOSED STREET NAMES For problem roads in the Village. The Zoning Board took up the problem of correct- ing or getting names on some of our problem streets. Each road was considered on its `'' own merit as follows: Motion made by Ralph J. Nesbitt seconded by Anthony R. Hirt to call the North Town- line Road 62nd Street. Motion carried. Motion be Ralph J. Nesbitt seconded by Dr. John H. Wright to call the Gravel road from 169 to the Scott County Line which goes out to the Minnesota River and then runs parallel with the River towards Shakopee Indian Trail. Motion carried. Motion made by Dr. John H. Wright seconded by Albert C. Picha Zoning & Planning Commission Meeting -- 2 15 February, 1966 (2- B-66Z) PROPOSED STREET NAMES (CONT'D) Motion made by Dr. John H. Wright seconded by Albert C. Picha to call that portion from County Road 1 to State Highway 169 now known as County Road 4 Spring Road. Should the road be extended north across County Road 1 to Red Rock Lake this would also be known as Spring Road. Motion carried. Motion by A. W. Miller seconded by Ralph J. Nesbitt to call the Road known as Eden Heights Road from County Road 1 to Highway t69 Eden Prairie Road so that now Eden Prairie` Road will extend from County Road 4 and 62nd Street the north boundary of the Village to Highway 169.. Motion carried. Motion made by Dr. John H. Wright seconded by Anthony R. Hirt to call the dirt road which runs from County Road 1 down over the bluff to Highway 169 at the Marshall Green house and}aas sometimes been referred to as the Warner Road to be known as Dell Road. Motion carried. - Motion by David W. Dale seconded by Anthony R. Hirt to name County Road 1 from County Road 18 to the eastern Village boundary to the Carver County Line which forms the western Village boundary Pioneer Trail. Motion carried. Motion made by Anthony R. Hirt seconded by Albert C. Picha to call Old County 18 which forms the eastern boundary of the Village 94th Avenue. Motion carried. Motion made by Ralph J. Nesbitt seconded by Dr. John H. Wright that State Highway 169 they withhold making a recommendation pending a report from David W. Dale. Motion carried.. Motion by Ralph J. Nesbitt seconded by David W. Dale that the road running west from County Road 18 to Franlo Road be known as Amsden Road. Motion carried. Motion by Ralph J. Nesbitt seconded by David W. Dale to recommend to the Council that they do not change any of old State Highway 5 but make it all West 787ffi Street even though the road should vary. Motion carried. Motion made by David W. Dale seconded by Anthony R. Hirt to call the road which runs from County Road 4,Eden Prairie Road, to Duck Lake Road 72nd Street. Motion carried. Motion made by Anthony R. Hirt seconded by Ralph J. Nesbitt to call the road which runs from Duck Lake Trail north past Coachlite Manor 168 Avenue this to hold true should this road be extended to the Village boundaries. Motion carried. Motion made by Anthony R. Hirt seconded by Dr. John H. Wright to call the road which runs from Baker Road in Minnetonka Village south to County Road 60 Baker Road Motion carried. Motion made by Anthony R. Hirt seconded by Albert C. Picha to callthe road which staz with the Eastern boundary of the Village Old Highway 18 and Valley View Road in Edina it would include County Road 39, County Road 60 and what are known as Jarrett Road and Eden Prairie Road 66 at present this road terminates at Eden Prairie Road to call this Road Valley View Road. Motion carried. Motion made by David W. Dale seconded by Anthony R. Hirt to call the road that ser- vices the residents in the southeastern area of Anderson Lake off of County 18 Timber Trai Motion carried. Motion made by Albert C. Picha seconded by Ralph J.� Nesbitt to call the road known. as Eden Road and the road now known as Bluff Road along?the road known as Franlo Road all Franlo Road. Motion carried. Zoning & Planning Commission -- 3 15 February, 1966 (2- B-66z) PROPOSED STREET NAMES CON'T` Motion made by Anthony R. Hirt seconded by Albert C. Picha to correct the confusion Mitchell Road to run from State Highway 5 south around Starring Lake to County Road 1 or Pioneer Trail, Research Road to run from State Highway 169 west to ,,�he west boundary of Starring Lake where it will junction with Mitchell Road and Scenieload to run from Count,, Road 4 or Eden Prairie Road to the east to junction with Mitchell Road. Motion carried. Motion made by Ralph J. Nesbitt seconded by Anthony R. Hirt to correct the confusion Kurtz Lane to be Birch Island Road from County Road 4 or Eden Prairie Road around Birch Island Lake and up to 62nd Street. Kurtz Lane then would run from Birch Island Road to the south as presently shown on the map. Motion carried. Brown, Village Clerk Y i ENGINEERING REPORT DATE: 15 February, 1966 TO: Eden Prairie Planning & Zoning Commission FROM: Administrator of Public Works SUBJECT: Ponderosa Hills Preliminary Plat The following statements are in reference to the third submittal of the proposed plat referred to as Ponderosa Hills revised edition of 17 January, 1966: 1. The Bench Mark C-844, Elevation 898.79 is shown on the map southwest of the Turnbull house but is not referenced to any point. This must be corrected. 2. A centerline profile of West 66'�' Street shall be submitted. 3. A fifteen foot easement should be shown centered on the lot line between Lot 4 and Lot 5 of Block 1. 4. The lot depth north to south of Lots 2 and 3 of Block 2 shall be extended to 155' . This providing 22,000 square foot minimum. 5. Curve data shall be shown on the plat for all curves on Manchester Lane. 6. The spelling of Ponderosa Hills shall be corrected. Is the plat being filed by Ponderosa builders or by William Bossart? The developer shall file with the Village Clerk a filing fee of $26.00. 7. The preliminary plat shall show the name and address of the landholder. 8. The developer shall supply the Village with three additional copies of the latest revised County Surveyor's half-section map with the proposed subdivis- ion indicated thereon. 9. The developer shall submit a development plan. The development plan shall be superimposed on the base map of the preliminary plat and shall contain the following information: A. Streets. Streets shall show all lengths of centerline curves and tan- gents and distances to all points of intersection. Proposed finish cen- terline elevations shall be indicated on 100' stations. B. Centerline gradients shall be shown as well as points of vertical inter- section. High points and low points. C. Grading. The type of lot drainage other than where the house is set in an elevation such that water drains from the rear of the house to the rear lot line and from the front of the house to the front lot line shall be indicated on the plan by use of arrows indicating the proposed elevations and grades. C. age will be carried on lot lines and drainage easements and not across the proposed sewage disposal areas not near the actual building sites. No run-off water concentrated through grading shall be carried from one lot to another except on drainage easements. D. The development plan shall show all areas of fill and the extent of the fill. The individual lot grading and grading of drainage easements shall be considered as part of the required platting improvements and skull be included in the cost estimation of the Village for bonding or escrow agree- ment. The Village stall continue to hold bond or escrow money until such time as all the lot grading and drainage is satisfactory according to the plan. 10. Street Profiles. A. Street profiles shall show the stationing and elevation at each PC, PT, PI, and at intersections of all centerlines of other streets. Elevation shall also be shown at each 100' station in areas of vertical curves. Finish centerline elevation shall be indicated on 50' stations and at low points. B. A typical street section shall be shown which conforms to the typical section attached. C. Additional soil borings shall be taken at the centerline of the proposed roads especially in areas low such as the low area at the north end of Man- chester Lane and east of the Turnbull house. Soil borings in the road shall be taken to solid footing or a minimum depth of 5' below finished grades. Logs of the soil boring shall be platted on the street planning profile sheets. Soil borings shall have surface elevations noted. Per- culation tests shall be taken either at the time the soil borings are made or after the area is graded. Tests shall be as outlined in Village Ordin- ance No. 34 and as recommended by the Minnesota Department of Health. The depth at which the tests shall be taken shall be three felt below the fin- ished grade. There shall be one test on each lot if taken in groups or two tests on each lot if taken individually. Building permits will not be issued without the submittal of perculation tests. The soil borings and perculation tests shall be taken after the frost has left the ground in the Spring. D. Drainage Study. A drainage study shall be made and submitted with the development plan. Runoff from all areas affecting the Turnbull property shall be computed. D. of the proposed plat and the water leaving the site as indicated south of Lot 5, Block 3. The conduit proposed to carry the water at this point shall be indicated as to the size, shape, grade and location.
