Ilj' d.:�- fi ;lri Zoning and Planning Commission Meeting 1 February, 1966 The Eden Prairie Village Zoning and Planning Commission met in the Village Hall at $:00 P. PRESENT WERE: James C. Brown, Clerk Dr. John H. Wright A. W. Miller, Chairman David W. Dale Anthony R. Hirt Albert C. Picha Ralph J. Nesbitt Quentin K. Wood, APW James HAwkes, Planner ORDER OF BUSINESS: (2-1-66Z) MINUTES The minutes of January 10, 1966, were approved as read. (2-2-66Z) PUBLIC HEARINGS (1-4-66Z) WHEATON - THOMAS PROPERTY Notione appeared in opposition to this request for rezoning. Motion made by Ralph J. Nesbitt and seconded by David W. Dale to recommend to the Council approval of the zoning as requested in the application from RA to C-2. All notes and information regarding this hearing in Hearing File No. 5. (1-5-66Z) FINNEMANN DEVELOPMENT, MAX GORACKE Max Goracke. and William Molin represented Finnemann Development. Mr. Joseph Haynes appeared in opposition. All notes and information in Hearing File No. 4. Motion made by Anthony R. Hirt and seconded by David W. DAle to recommend to the Council that they not rezone this particular piece of property per the request from RA to R-C for the following reasons: (1) The parcel is too small to consider for rezoning at this time; (2) The proposed rezoning would be detracting from the residential nature of the area as approved for development with The Cove Development and the class of homes that are being developed in the area. Motion was put to ;a vote and it was necessary to make a roll call vote. Albert Picha voted against the motion, Dr. Wright voted against the motion, Anthony Hirt voted fo the motion, Ralph Nesbitt voted for the motion, David W. Dale voted for the motion, A. W. Miller voted for the motion. Motion carried 4 to 2 (1-7-66Z) EVERETT MORAN HEARING Mr. Leonard Hanson, an attorney, represented the Morans who also appeared. The notes and a copy of the request and all information on this hearing are in Hearing File No. 6. Several people in the audience spoke up in favor of the proposed rezoning. Motion made by Dr. John H. Wright and seconded by Ralph J. Nesbitt to recommend to the Council to consider rezoning the parcel of Mr. Moran's as per the request from 10C to R-1. Zoning and Planning Commission Meeting --2 1 February, 1966 (1-8-66Z) KEITH JAMES AND WARREN SHULTZ HEARING All the information and notes and the request are in Hearng File No. p Several residents of the area appeared in opposition to the requested rezoning the members of the Zoning Bard had many questions to ask. Motion made by Dr. John H. Wright and seconded by Albert C. Picha recommending rezoning from RC to SI instead of the M-2 as requested on the original petition. It was necessary to call the roll on this motion. .Albert Picha voted for the motion, Dr. Wright voted for the motion, Anthony Hirt voted against the motion, Ralph Nesbitt voted for the Motion, David W. Dale voted against the motion, and Chairman Miller abstained. Motion carried 3 to 2 (2-3-66Z) ALLAN AND FRANK GARRISON- Request by Allan and Frank Garrison to rezone their property on Highway 169. Petitic signed by Allan W. Garrison and Frank Garrison to rezone the property on Highway 169 locat in Section 1 from Commercial to Industrial. Motion made by Ralph J. Nesbitt and seconded by Albert C. Picha to setthe Public Hearing for March. l, 1966. Motion carried. (2-4-66Z) DON ANDERSON Request has been delayed pending the receipt of his engineering informaton. No action taken. (2-5-66Z) ED ACKERSON Request to rebuild the burned out building on Highway 5 at the Chicago Northwestern and Omaha Railroad track. After much discussion on site distance and the proposed area that the additional width that Highway 5 would take it was decided that the Building Inspector had no alternative but to issue a building permit for this particular area. (2-A-66Z) JOHN GULLICKSON Appeared with a request for rezoning the POC property directly East of the Hillcrest Addition. Motion made by Anthony R. Hirt and seconded by Albert C. Picha to set the hearing for March 1, on .the rezoning. Motion carried. (2-B-66Z) MR. VEIR WOOD SUPT. OF EDEN PRAIRIE SCHOOLS Appeared before theZoning Board, presented some information on proposed Elementary School sites in the vacinity of County Road 60 and Eden Prairie 66. The School Bard has been looking at several sites in the area and Mr. Wood asked the Zoning Board to take into consideration the sites so that they could be discussed at the coming joint meeting with the Council, Zoning Board, School Board, and Park Board.
