Planning Commission - 01/04/1966 ' Zoning and Planning Commission Meeting 4 January, 1966
The Eden Prairie Zoning & Planning Commission met in the Village Hall at 8:00 P. M.
Present were:
A. W. Miller, Chairman Dr. John H. Wright
Anthony R. Hirt Cecil C. Cruse
James C. Brown, Clerk David W. Dale
Ralph J. Nesbitt James Hawkes, Planner
ORDER OF BUSINESS:
1- 1-66Z OATH OF OFFICE
The Council, having previously made the appointments and the individuals having
accepted, then Village Clerk, James C. Brown, administered the Oath of Office to Arthur
W. Miller as the Village Council member, Dr. John H. Wright and Ralph J. Nesbitt for
three (3) year terms on the Planning and Zoning Board, Albert Picha who was appointed
to finish the one .(1) year of A. W.. Miller's term was not present.

Clerk, James C. Brown presided as temporary chairman and called for nominations for
Chairman. Anthony R. Hirt nominated Arthur W. Miller, Dr. John H. Wright seconded the
motion.
Motion made by Ralph J. Nesbitt and seconded by Cecil C. Cruse that the nominations
be closed and the Clerk be instructed to cast a unanimous ballot for Arthur W. Miller.
Clerk Brown turned the chair over to Arthur W. Miller.
Motion carried.
VICE CHAIRMAN
Mr. Miller called for nominations for Vice-Chairman.
Dr. John H. Wright nominated Anthony R. Hirt who declined.
David W. Dale nominated Cecil C. Cruse, seconded by Anthony R. Hirt.
Cecil C. Cruse nominated David W. Dale, seconded by Ralph J. Nesbitt.
A secret ballot was taken and the Clerk reported three (3) votes for David W. Dale,
and three (3) votes for Cecil C. Cruse, a toss of the coin was agreed upon and Cecil
C. Cruse won the toss and was declared the Vice-Chairman by Chairman A. W. Miller.
1- 3-66Z MINUTES OF DECEMBER 8, 1966
Thr Clerk reported an error in the minutes on the item on Ponderosa Builders. A
period should be placed after the word needed. So that the minutes read: Engineer
Wood requested advice on a road to extend north to County Road 67 when needed. The
board felt this should be worked into the plat.
Motion made by Ralph J. Nesbitt and seconded by Cecil C. Cruse to accept minutes
with correction.
Motion carried.
ZONING and Planning Commission --- 2 4 January, 1966
1- 14-66Z and 1- 5-66Z -- PUBLIC HEARING
Due to an error the publication for Wheaton-Thomas and Finneman Development Co.
for a hearing on rezoning to be held 4 January, 1966, was missed.
Motion made by Ralph J. Nesbitt and seconded by Cecil C. Cruse tot'set the hearing
date for Wheaton-Thomas and Finneman Development Co. for February 1, 1966.
Motion carried.
1- 6-66Z PONDEROSA BUILDERS PLAT
Requesting preliminary approvalz
Motion made by David W. Dale and seconded by Dr. John H. Wright to table until
18 January, 1966 to allow them to work up the road as referred to in minutes of 8 Dec..,
1965, and also the Engineer's written report as requested in minutes 16 November, 1965.
Motion carried.

Request for rezoning from POC to R-1, the POC area on his property.
Motion made by Dr. John H. Wright and seconded by Ralph J. Nesbitt to set hearing
for 1 February, 1966.
Motion carried.
1- 8-66 WARREN SHULTZ & KEITH JANES
Request for hearing to rezone from RC to M-2 this property.
Mfion made by Ralph J. Nesbitt and seconded by Cecil C. Cruse to set hearing for
1 February, 1966.
Motion carried.
1- 9-66Z TRANSMISSION LINE
Report by Committee, Cruse, Nesbitt,Hgwkes, and Wood.
The committee reported they had done a map reconnaissance and then a ground recon-
naissance on the area suggested by the Hennepi.n_,County Park Planner. They felt the area
they covered would provide very good natural areas to hide or block the outline of an
aerial transmission line. Mr. Wood had placed the area that had been looked at on a
map. Mr. Hirt asked if this could be placed on a map of that area of the Village that
now had two (2) routes.shown on it. Mr. Hawkes to do this and supply members of Plan-
ning & Zoning with copies. No action taken until further study done by Planning & Zon-
ing Board.

This layout was studied by the Planning & Zoning Board and it was felt there were
some loose ends that needed tieing down before approval could be given.
Motion made by Anthony R. Hirt and seconded by Cecil C. Cruse to request a joint
meeting with the Council, the Highway Department and the Planning & Zoning Commission
on this area.

Proposed to plat the Kutcher Property S� of Coun Read 4 down to Birch Island Lake
The Planning & Zoning Board felt this area slot d be eve oped residential and that Mr.
Redpath could proceed ,:under Village Regulation to pla he ar/ems.
