Planning Commission - 03/16/1965 March 16, 1965 The Zoning & Planning Commission met on March 16, 1965 in the Village Hall at 8 o'clock P. M. Present were: A. W. Miller, Chairman Dr. John H. Wright Anthony Hirt David W. Dale Cecil C. Cruse James C. Brown ORDER OF BUSINESS: MINUTES There was a motion made by Anthony Hirt and seconded by David Dale to approve the minutes of the meeting March 2, 1965 as published. Motion carried. SEWER Dr. Wright brought to our attention a problem Albert Lea, Minnesota has on an overloaded sewer treatment plant from a "one industry town". Problems were discussed on overloading the system by a village up the line and things that should be watched for. PLATTING ORDINANCE The group went through the proposed Platting Ordinance up to Sect. 12.2. Sect. 5.2 Remove word "confidential". It 6.2 (3) Set Escrow Fee at $500.00 to $1,000.00. Developer is to be charged the Village cost and refunded the balance. " 6.2 (4) (a) Set a public hearing for a regular meeting no sooner than 30 days from date of filing. " 7.2 (9) Two (2) or more soil borings shall be required by the Village Engineer. it 7.2 (10) Add "two (2) or more percolation tests shall be required by the Village Engineer". it 7.3 (1) Add "Village to locate major thoroughfares through the area;' " 7.3 (8) Plat is to be set for the zoning (it should not be platted on the assumption that there will be future zoning changes). March 16, 1965 Zoning & Planning Meeting Page 2 Sect. 7.4 (7) Remove. 'r 7.4 (6) Spell out locations or areas where each utility is to go. All utilities are to be underground. " 9.2 (10) Necessitates a legal opinion if this requirement is valid. " 10.3 (1) Minimum roadway increased to 36 feet for all streets. Eliminate "marginal access" classification or properly define it. " 10.3 (5) No street jogs. " 10.3 (3) Gradient six (6) inches higher at center line than curb on all streets. " 10.3 (7) Maximum length cul-de-sacs: what is basis for 500 feet? " 10.4 Alleys - Remove all of 10.4. There are to be no alleys in the Village of Eden Prairie. If a service road is desired, it must comply with the street widths to elimin- ate snow removal problems, parking, loading, etc. " 10.11. List trees that can or cannot be used. " 10.16 Block length of 1800 feet appears long. " 11.1 Have attorney's opinion on the best way to handle. `r 11.2 Eliminate "Nine Mile" and "Purgatory" Creeks and substitute any natural streams or creeks as contained. it 12.2 Eliminate "alley" in all sections.
