Planning Commission - 01/05/1965 is ri� . L January 5, 1965 .` The Zoning & Planning Commission met in the Village Hall on January 5, 1965 at 8 o'clock p. m. ��. Present were: A. W. Miller, Chairman James C. Brown, Clerk _ A. R. Hirt Quentin K. Wood, Engineer Ralph Nesbitt James Hawkes, Planner Dr. John H. Wright David W. Dale ORDER OF BUSINESS: The meeting was opened by Chairman Miller. MINUTES The minutes of December 1, 1964 were read and approved as read. REZONING HEARING-DVORAK PROPERTY Mr. Carter and Mr. Herb Mason appeared as owners. This was on a request to change from RA to M-2. Mr. Hawkes reported on this area, there remains still an approval and report from the Nine Mile Creek Watershed District and also State Highway approval on Highway 169 change and it was Mr. Hawkeb�- opinion that rezoning at this time was premature. O A motion was made by Anthony Hirt and seconded by Ralph Nesbitt to table u rezoning for further study by Mr. Hawkes and Mr. Wood. Motion carried. �i A motion was made by Anthony Hirt and seconded by Dr. Wright to recommend to the Council that a Special Use Permit be issued for removing excess earth from the area without changing zoning. This permit is subject to approval of y Mr. Wood and Mr. Hawkes and legal approval of Village Attorney. A check for $85.00 for rezoning was received. Motion carried. HERLEIV HELLS Mr. Helle presented topographical maps as required by Ordinance No. 36. U- C� A motion was made by Anthony Hirt and seconded by Dr. Wright to recommend to the Council that a Special Use Permit be issued to Mr. Helle for removal of surplus material from his land subject to approval of Mr. Wood and Mr. Hawkes and some legal approval as requested by Mr. Carter and Mr. Mason. Motion carried. MR. HAROLD DARR - CHAR LYNN Mr. Darr appeared requesting action on a street name for Highway 5. There was discussion street names, etc. Mr. Darr had requested Lynn Blvd., Zoning and Planning Commission had recommended to Council, Anderson Blvd. on August 4, 1964. January 5, 1965 (Page 2) ORLAN NARR - GEBCO BUILDERS SPECIAL USE PERMIT Mr. Narr did not have the requirements of a site plan showing meander line as requested. The question of 22 acres exclusive of meandered land in the site was brought out. A motion was made by Ralph Nesbitt to table and have Mr. Wood inquire into the meander land. Motion carried. Mr. Narr also appeared to request a moving permit for land owned by Gebco west of Research Road. Mr. Narr stated that he had removed the earth from the present excavation and moved it around the basement on the lot in question east of Research Road. Mr. Narr was advised that he would have to comply with Ordinance No. 36 and bring in _ topographical maps, etc. for a permit to be issued. BREDE, INC. A request was made for a sign on Highway 5 on the Frank Smisek property. A motion was made by Ralph Nesbitt and seconded by Dr. Wright to recommend to the Council that the application be disapproved. Motion carried. Brede, Inc. will not present application to the Council. HAROLD KNUTSON A request was made to allow building permits for 1/2 acre lots on a 3 acre site in a RA District. Mr. Knutson was advised to plat in 1 acre lots as re- zoning of 3 acres in this area was too small to consider. ALPINE ESTATES - HENDRICKSON BROS. Hendrickson Bros. presented the idea of putting double bungalows along the railroad tracks in Alpine Estates. The Zoning & Planning Commission felt this could be a good thing. Hendrickson Bros. were advised to work with Mr. Wood on this in preparing for rezoning, etc. PLATTING REGULATION ORDINANCE Mr. Wood presented copies of this to the Zoning & Planning Commission. In order to speed this up it was requested that copies be presented to the Council and a joint meeting be set to go over this. HIGHWAY 169 Mr. Hawkes reported on work on this interchange. His proposal would give the Village more exits and entrances on freeways and also set up a better traffic flow at County Road 60, 39, State 169 interchange. Mr. Hawkes and Mr. Wood are to meet with the State Highway Department on this proposal with representation from the Zoning & Planning Commission and the Council. • j Y January 5, 1965 (Page 3) FRED MCCARTHY - MCCARTHY WELL CO." McCarthy Well Co. has an option to purchase land north of Highway 5 between Louver Mfg. Co. and Chicago Northwestern Railroad tracks zoned M-2. The Zoning & Planning Commission felt plans and use were compatable with zoning of the area. MR. BILL BLOOMQUIST Mr. Bloomquist requested 130 f©Ot instead of 150 fOOt frontage on one acre plus lot in RA District. He was advised that the Ordinance called for 150 feet. Note to Mr. Wood: Be sure Building Inspector is alerted on this so that a building permit is not issued on an undersized lot. AGENDA —The Commission discussed the agenda. Items for the agenda are to be processed through Mr. Wood in the Village Hall and then to Mr. Hawkes for planner action and mailed by Friday of week preceding Zoning & Planning Commission meeting.
