The Zoning & Planning Commission met in the library of Eden Prairie
High School on November 4, 1964 at 8 o'clock p. m.
Present were:

MINUTES
A motion was made by Ralph Nesbitt and seconded by Albert Picha to approve
the minutes of October 6, 1964 as published.
Motion carried.
U. NORTHERN STATES POWER
F
Mr. Hawkes was requested to make a report on the route of Northern States
. = Power Co. tranmission line at the October 6th meeting. This is not completed
as yet.
Statements were made by representatives of Northern States Power Co.,
several citizens and members of the Commission regarding what had or had not
been done.
A motion was made by James Brown and seconded by Albert Picha to table
this matter until the next meeting on December 1, 1964 as a report had been
requested and work done on it not completed. There was--,one nay by Ralph Nesbitt
and the balance aye.
Motion carried.
FOREST KNOLLS - JOE SEMRAD
Final plat for Forest Knolls was presented for approval. The turnarounds
on Theresa Place and Marion Drive are to be handled by temporary easements in-
stead of platting as these are temporary turnarounds. Drainage and utility
easements are to be shown.
A motion was made by Ralph Nesbitt and seconded by David Dale to recommend
approval of final plat subject to corrections and authorize the Chairman and
Clerk to sign.
Motion carried.
Checks for $670.75 for engineering fees and $434.16 for additional escrow
requirements were received.

PEARSON PROPERTY - PRELIMINARY APPROVAL
A motion was made by Ralph Nesbitt and seconded by David Dale to
recommend preliminary approval of E. L. Pearson property with the provision
that State approval to fill area for sots 5 and 6 in Block 3 and height of
fill is authorized and if so authorized, be a part of the file.
Motion carried.
CLARIFICATION OF POC
Mr. Hawkes reported that he had made a study of POE. A motion was made
by Ralph Nesbitt and seconded by Albert Picha to have a briefing on POC by
Mr. Hawkes.
Motion carried.
Mr. Hawkes reported on inconsistancies in Ordinance No. 8 on POC that
should be corrected.
A motion was made by Dr. Wright and seconded by David Dale to postpone
any action on plat involving POC until we receive Mr. Hawkes report.
Motion carried.
MR. SCHULTZ - BARN PERMIT
The request by Mr. Schultz for a permit to build a barn was turned down
without action as it could not be done under Ordinance No. 8.
HERLEIN HELLS
Mr. Herlein Helle was advised to submit an application for a gravel pit
for consideration of his request to remove earth from his land.
ZONING MAP
Mr. Hawkes reported on work he has done on bringing the zoning map up to
date. He also presented preliminary maps of Highway 18 and 169 to show how
these changes can affect planning one way or the other.
The meeting was adjourned at 12:30 a. m.
