Preparation of Findings and Recommendation to Council . k a , . k n • MINUTES EDEN PRAIRIE PLANNING COMMISSION Tuesday, December 2, 1969 7:30 P.M.j Village Hall Members present were Chairman Skjelbostad, Hauser, LaGrow, Emerson Rauget, Schee Geiger, and Wise. Also present was Village Manager George Hite. I. MINUTES OF OCTOBER 7, 21 ,27, and NOVEMBER 18, 1969. The Minutes of October 7, 21 ,27 and November 18, 969, were approved unanimously. II. - RECOMMENDATIONS AND REPORTS on on-Nae'e r. - `Automobile Dealership . Interstate-494 and Washington Avenue. Mr. Con on and planner, Mr. Don Ripple, were present to present and explain their proposal to establish an automobile car agency on the north side of Interstate 494 immediately west of Washington Avenue. Mr. Condon said that he intended to retain ownership of the entire tract and to lease the land and building to the car agency owners. The Village Manager presented Planning Roport No. 40, prepared by Brauer and Associates, which concluded by recommending that portions of the tract terrain features, signing, screening , and site access where met. The Manager noted that the Commission would establish a number precendents and policies in its handling of this particular rezoning request and that it should be fully cognizant fo their -.implications. • It was noted that in the event the property were to be rezoned so that an automobile car agency would be a permitted use, it would still be necessary for the owner to secure zoning variances for a number of the site development details particularily the more than permitted amount of outside storage and display. These variances would be considered by the Board of Appeals. The Board would be in position to require whatever type of development conditions it felt were appropriate to justify the granting of the zoning variances. The Commission reviewed the proposal and the staff report at some length-noting paricularily the similarities between the proposed use of the property and the industrial use permitted under the present zoning as well as the existance of Freeway Development zoning on nearby tracts situated in the City of Bloomington. Mr. Condon said that he was fully aware that the existing diamond interchange at County Road 18 and Interstate 494 would soon be converted to a cloverleaf and that access to his Washington Avenue site from the freeway systems would need to be gained through a new interchange to be constructed on County Road 18 at Valley View Road He said that he felt that this more- remate access would not be detrimental to the use of his property for an automobile dealership. Mr. Emerson moved that the Planning Commission recommend to the Council that the zoning pattern recommended in Staff Report No.40 be approved subject to the development conditions also listed in the planning report. Motion also included specific reference to the senic easements on the southwest corner and along the northerly portion of the tract as well as the references to signing restrictions which would produce signing equivalent to that normally permitted in and Industrial District. Mr. Hauser seconded the motion. All voted aye. Motion carried. Meeting adjourned at 8:55 P.M. Norma Schee, Secretary
