EDEN PRAIRIE PLANNING COMMISSION
Monday, October 27, 1969 7:30 P.M., Village Hall
Members Present: Chairman Shjelbostad, Hauser, Schee, Emerson, Geiger,
Nesbitt. Also present, Village Manager George Hite.
I. BRYANT LAKE AREA - GUIDE PLAN CONSIDERATIONS
'Representatives of the Willow Creek, The ove and Topview Acres
subdivisions restated their objections to the Multiple family
and commercial designations on the Comprehensive Guide Plan map
for the areas on the south end of Bryant Lake north of Valley View
Road, and on the west side of Interstate 494, south of Valley View
Road. They contended that such uses would create population and
structure densities that would adversly affect the amentities and
ecology of Bryant Lake and its enviorns. They said that single family
development of the character now existing in the Willow Creek- and The
Cove areas was both a reasonable and desirable land use objective in the
subject areas and that to do otherwise would create a situation wherein
the legitmate use and enjoyment of singel family properties atound the
remainder of Bryant Lake would be adverly affected.
The Village Manager reviewed the factors considered in formulating the
• Guide Plan and Policies, noting particularly the major roadway systems,
the regional center proposals, terrain features, grater courses and established
uses. He said the objectives of the Guide Plan proposals were to provide for
a reasonable transition of development densities between the regional center
and nearby low density residential areas; to utilize land use types which
provided the greatest opportunity to protect or preserve terrain and ecological
features; and to provide opportunity for the development of high quality
multiple family housing in near proximity to the regional center. He added that
in the opinion of those who formulated the Plan the achievement of each of these
objectives would enhance the quality of life and the value of property of all
who make personal or financial investments in the Bryant Lake area.
The Village Manager presented some options or alternatives to the Guide Plan
map layout including office use of the subject property, and recommended that
the Plan be modified so that the objective of preserving the Bryant Lake
shoreline and marsh areas was more clearly stated and so that the multiple
family area was not encumbered with regional commercial activity.
Chairman Shjelbostad reported that the Commission had met on Sunday to discuss
the matter and had concurred that the Guide Plan needed to be continually
reviewed and refined and that changes in both the Plan map and policy statements
were both necessary and desirable when changing or new circumstances could
justify the modifications. Mr. Nesbitt added that the Commission and Council
had to consider the Guide Plan both as it relates to the interests of those
directly involved by its specific proposals as well as it relates to the
• broader prospective of the interests and aspirations of the whole community.

There was general agreement that a primary objective of a land use
determinaitton for the subject should be to protect and preserve its
unique terrain and ecological features as much as possible and to
prevent an overuse of the lake itself. Considerable discussion followed
on how this might be best accomplished.
Mr. Hauser moved that after due consideration of petitions representing
certain changes in the Guide Plan map in the Bryant Lake-494 area that
the Commission recommend to the Council that the area designated as C3
(Regional Service Commercial ) along the north side of Valley View Road
between 494 and 169 be changed to M (Multiple Dwelling). Mr. Emerson
seconded. Motion carried unaminously.
Mrs. Schee moved the Commission also recommend to the Council that the
objective of protecting and preserving the Bryant Lake shoreline and
marshs in the multiple family area be more clearly identified by placing
these properties in the Q (Quasi Public) designations. Mr. Hauser seconded.
Motion carried unaminously.
It was announced that the petitions and the recommendations of the
Commission would be considered by the Council at its meeting on October
