MINUTES
EDEN PRAIRIE PLANNING COMMISSION
Tuesday, October 7, 1969 8:00 p.m., Village Hall
The invocation was given by Warren Shultz. The Commission and others
in attendance joined Chairman Skjelbostad in the Pledge of Allegiance.
Members present wer , Skjelbostad, Hauser, LaGrow, Raguet, Schee, Nesbitt,
Wise, Geiger and Emerson. Also present were Manager George Hite and
Planner Don Brauer.
I. MINUTES OF SEPTEMBER 2, 1969.
The Minutes of September 2, 1969, were unanimously approved.
II. PRESENTATIONS
A. Bloomington Northwest Area Plan. Mr. Dennis Daniais a Senior Planner
for the City of Bloomington presented a Comprehensive physical development
plan for that portion of the City of Bloomington situated west of Normandale
Road and north of West 98th Street. Daniels reviewed the procedure the
city had followed in the development of the plan and presented a brief
explanation of the plan proposals for those properties situated near
Eden Prairie. He emphasized that the plan was still being reviewed by
Bloomington agencies ana that futher contacts would need to be made with
• adjacent Villages, the highway departments and other public agencies. Mr.
Daniels responded to a number of questions regarding specific aspects of
the plans and noted particularily that the plan proposals took into account
the Eden Prairie Anderson Lake proposal and the Eden Prairie proposal
for a major deversified center in the vicinity of 494 and 169.
B. Bryant Lake Area Land Use. Mr. Curtis Turner, Mr. Bob Porter,
Mr. Jerry Carnes and others representing the residents in the Willow
Creek and The Cove subdivisions expressed their opposition to the
possibility of multiple family development in the vicinity of Bryant Lake,
and asked that the Commission amend the Villages Comprehensive Guide Plan
so that no such development was considered to be a possible use in that
area. Mayor Osterholt advised the Commission that the residents of the
area had appeared at a recent Council meeting for the same purpose and
that they had been advised by the Council that their request should be
initially directed to the Commission.
The Village Manager advised that much of the property between Bryant Lake
and the 494-169 Cloverleaf area had been recently sold and that the new
land owners bad advised him that they would be submitting rezoning proposals
to the Village within the next month or two. He said that he expected
the proposals to include multiple family developments and that in the
process of evaluating these proposals the Village would of necessity need
to re-evaluate the Comprehensive Guide Plan components.
Mr. Turner said that he felt the Village should immediately revise the
Comprehensive Plan so that it did not indicate the possibility of multiple
family zoning in the area, and not wait until development proposals were
received before such review was initiated. Mayor Osterholt supported

acres or larger, but that in the instance of the one acre parcel ;cQuneil
approval would be requ$ted. He noted that he had recommended to -Mr.,
Hendrickson that before he divided hit total property any futhur that i.t
would be advisable for him to give consideration to its eventual deveiopt
ment. Mr. Hendrickson agreed that this should be done and promised that
no further division of the property would be made without subdividing,
Mr: Nesbitt noted that the extension of • a road from the Cad�ao Porpst
Addition located just to the east would conflict with the divisdn lines
and suggested to Mr. Hendrickson that those lines be moved; Mr: Emerson
moved that the Commission recommend to the Council that the division of
the one acre parcel be approved. Mr. Nesbitt seconded, noting that
further consideration of the other parcels should await a reappraisal
of the street extension conflict by Mr. Hendrickson. All voted aye.

topography and ecology characteristics, noting particularly the steep-
ness of the terrain and the desirability of protecting the channel and
flood plain of the creek. The Planner presented a possible sketch
development plan for the site and recommeded that the Commission request
the developer to subdivide the property in the manner suggested.
The Village Manager noted that he had instructed the Planner to give
a great ;teal of consideration to this plat because of the unusal
characteristics of the property and the fact that the policies and
phgedent established by the Commission in handling this plat would
need to be,.folloWed ..in handling other plats along major water courses
such as Purgatory Creek. He said that he felt that it was essential
that the V.illage ,and the developer work together for the purpose of
protecting and otherwise preserving important natural resources such as
the Purgatory Creek Valley. '
Mr4 Nesbitt moved that Mr. Brauer's mcommehdatiot§ he forwarded to the
developer and that the developer be advised that tie Commission would
strongly recommend that the property be developed in the manner suggested.
Mr. Raguet seconded. All voted aye. Motion carried.
V. REPORTS AND RECOMMENDATIONS
• E=1. 970 Plan Development and Zoning Admi ni strati�on Baud ett, fhe Village
Manager reported that the Council had established the 1970 budget and
that the budget included funds for Village participation in major planning
study for the east and southeastern portions of the Village. He noted
that the addition of a Planning Assistant or Zoning Administrator to
the Village staff had been deferred until 1971 or later but that the
Council had authorized the addition of a building inspector who would
be expected to handle some of the zoning administration responsibility.
B. October 14 Council Action on Zoning Ordinance. It was noted that on
October 14th the Village Council will consider the second reading of
the Proposed Eden Prairie Zoning Ordinance.
C. October 21 Council Receipt of Utility Reposts. The Manager reported
that on October 21 , 1969, he would be submitting to the Council the
sanitary sewer and water main system studies being prepared for the
Village by consulting engineers. The studies will be discussed with
the Commission within the next two or three months.
