SPECIAL MEETING OF
4*1 PLANNING AND ZONING COMMISSION
Monday August 11 , 1969 7:30 P.M. Village Hall
Members present were Chairman Skjeibostad. ; Mssrs. , Emerson,
Raguet, Hauser, LaGrow, Mrs. Norma Schee and Village Manager
George Hite.
MINUTES OF AUGUST 5, 1969
Minutes of meeting of August 5, 1969 were approved with the
following corrections: Schultz present, and the Minutes of
June 17 and July 15, 1969 were approved as published.
ZONING ORDINACNE
The Village Manager presented a communication from Mr. and Mrs.
Alvin Pavelka regarding their property located just south of
Prairie View School .
The Village Manager advised that the reversion clause in the
Planned Study District section was being revised so that the
Council would determine to what District the land might later
revert at the time of the initial Planned Study Zoning.
A new zoning classification map proposal, dated August 11 , 1969, and
tabled Proposal 3 was presented. It incorporated changes suggested
by the Commission at their August 5th meeting. The Commission re-
viewed each of the proposed District classifications and found with
only one exception that the proposed map complied with the objectives
and purposes of the proposed Zoning Ordinance.
The exception was Blossom Road area which was changed to R1-22
rather than Planned Study.
Representatives of Union Oil Company stated that they were concerned
that the decision of the Highway Department concerning the relocation
of State Highway 5, will take more than a year. Concern was also
expressed that a reversion from Planned Study might be accomplished
without notice to the property owner. Mr. Hite stated that he thought.
that the owner would certainly be notified. Mr. Perbix will be con-
sulted to give legal opinion on this point.
MR. Rosen made a proposal that the Planning Commission should go
slowly on the matter of the P.S. District because of it uniqueness
and possible legal weakness.
Motion by MR. Schultz that the Planning Commission recommend to the-
Council the acceptance of the Zoning Classification Proposal # 3
dated August 11 , 1969, with the change in the Blossom Road area and
that the Commission futher recommended that the Council give favora.bl-e.
consideration to the adoption of the proposed Section 9 (A).
Motion seconded by Mr. Hauser and unanimously adopted
