Planning Commission - 04/01/1969 MINUTES • EDEN PRAIRIE VILLAGE COUNCIL PLANNING AND ZONING COZ14ISSION Tuesday, April 1, 1969 7:30 P.M. Village Hall The meeting was called to order by Planning Commission Chairman, Odmor Skjelbostad at 7:30 P.M. MEMBERS PRESENT: Council. Osterholt, Haugen, Nesbitt, Redpath and Shultz. Planning and Zoning Cm-mission. Messrs. Skjelbostad, Emerson, Hauser, LaGrow, Raguet, and Shultz. Mrs. Schee. Also present were Harlan Perbix, Attorney, Don Brauer, Planner and George Hite, Village Manager. Mr. Hite presented and reviewed his merms dated March 20 and April 1, 1969 which contained suggested changes to the January 7, 1969 draft of the proposed zoning or dinance. He and Mr. Brauer presented and explained a proposed zoning reclassification plan and stressed its close relation to both the zoning ordinance and the Comprehensive Guide Plan. Mr. Perbix ccmnented on the legal aspects of adopting a new zoning ordinance and said that he felt the Village would be in a far more defensible position if it acted canprehensively and in accord with the objectives and proposals of the Guide Plan. The Council, Planning Ccn nission and others in attendance • then engaged in two hours of discussion on all aspects of the proposed new ordinance. Upon questioning, the Planning Commission unanimously reaffirmed its endorsement of the proposed new ordinance including the establishment of a 11,000 square foot minimum residential lot size. It was agreed that the proposed ordinance would be submitted to the League of Minnesota Municipality attorney and to the American Society of Planning Officials office for review and comment and that the scheduled April 8 hearing would be continued until April 22, 1969 to permit this to be done. Ordinance No. 132. Mr. Shultz moved that the second reading of Ordinance No. 132 extending the restrictions on the application of the Village's Zoning Ordinance (No. 8) be approved.
