Village Hall INVOCATION PLEDGE OF ALLEGIANCE ROLL CALL Members Present Chairman Pro-Tem Herb Fosnocht, Don Sorensen, Roger Boerger, Jamie Mikelson, and Pat Casey. Also present was Village Planner Dick Putnam. Members Absent: Chairman Norma Schee and Wayne Brown. I. Minutes of December 19, 1972. The following correction of section B Shelter homes Corporation was made. There would be 383 cluster single family homes, 10 or 11 large lot single family homes and 93 townhouses. Mr. Sorensen moved that the corrected minutes be approved. Mr. Casey seconded. Motion carried. II. Reports and Recommendations: . A. Shelter homes, Inc., "Eden Farms" P.U.D, of 185 acres in Duck Lake area. Report and recommendation. Mr. Putnam explained the recommendations in the staff planning report. Pastor Daniel Holm, speaking for the residents of. North and South► Lund, voiced .their concern for the safety of the large number of children living in the area if North Lund and Creek View would be connected. A copy.of a petition which will be sent to the Village was submitted. It was determined that approximately 150 additional cars for the proposed 86 units would possibly use the Lund roads. It was felt by Mr. Fosnocht that North and South Lund have poor access to County 4 for the present residents and that use should not be increased. Mr. Sorensen felt that the terms public, quasi public and private should be clearly defined so no question could be raised regarding; this proposal or others to come. Mr. Larry Laukka indicated that the original intent was to maintain the open space privately; but because it blends into the public area, it would be quasi public. Mr. Sorensen voiced his concern about either visible or invisible fencing;. It was felt by Mr. Casey that the open space should be private since the space was made available by the clustered home plan. ' Mr. Boerger agreed with this. Concern for the relocation of Duck Lake was expressed by Mr. Fosnocht. He felt that Duck Lake would not be improved by relo- cation it and that substantiating; information should be obtained from the county or a private engineering firms as suggested by Mr. Putnam. Mr. Jarvis •till make available Shelters traffic engineering report which showed an increase in safety after relocation. J Planning Commission Minutes January 2, 1973 • Page Two Mr. Fosnocht also felt that the 11 acre single family sector was neither compatible with the rest of the plan nor the property sur- rounding it. Action Taken: Mr. Boerger moved and Mr. Casey seconded that the Shelter IIomes Corporation Eden Farms: 1. PUD concept plan with the Duck Lake sector be approved with these stipulations: A. The approval of proposed neighborhood service center at the intersection of relocated Duck Lake Trail ,and Co. Rd. 4 is withheld at this time pending a determination of needs for commercial facilities in this area. Withholding of this approval neither indicates disapproval or approval at this point. B. The northeastern sector cul-de-sac shall be constructed to incorporate a non-passable type of connection which would be used to provide access to or from North Lund Drive by emer- gency vehicles only. C. The exact legal arrangements for the open space of 30 acres • bordering the Purgatory Creek areas are not decided as to ownership at this time, but that the opportunity for public dedication of these open spaces as well as the 30 acres adjacent to Purgatory Creek remain open and' will be decided jointly by the developer and the Village at a later date. D. The P.U.D. concept plan approval is based upon the brochure including development phasing submitted by Shelter homes Corporation and is riot granted to other developers without resubmission to the Village. E: Construction within this P.U.D. should be started within 1973 or an extension based on reasonable cause sought from the Village or the P.U.D. approval would revert back to the Open Rural classification. F. The relocation of Duck Lake Trail would be subject to the approval of the Village and County highway engineers. G. The units deliniated in the concept are conceptual at this time with the exact unit configuration to be determined at the time of plat approval and rezoning. 2. ' First phase area be rezoned to RM 6.5 in conformity with the plan submitted for the model home area just off Duck Lake Trail. The • rezoning is for 11 lots and its open space as the first phase. 3. Preliminary plat approval be granted to the proposed model home area, consisting of 11 lots, adjacent to the relocated Duck Lake Trail in conformance with the plan submitted. The final prelim- inary plat shall be reviewed by the staff to insure that it con- forms with the requirements of the P.U.D. and rezoning. Planning; Commission Minutes • January 2, 1973 Page Three Motion carried. B. Zachman homes, Inc., "The Oaks" P.U.A. of 80 acres in Redrock Area. Questions and discussion. Mr. Putnam indicated that the price range--low 20's to mid 30's-- offers something that no one else in the Village has offered. He questions the mix but feels it is necessary. Mr. Fosnocht questioned if this type of development is appropriate for this area at this time. He asked how Mr. Zachman could afford such a development when other developers have indicated that they can't. Mr. Zachman explained that a broader range of the market could be reached with the garage option and that younger couples would com- prise that market. If a garage would be required it would have to be located in front because of the natural and manmade amenities in the rear of the home and price would go up. Approximately 880 square feet is finished living space. Exterior storage of recreational vehicles could be worked in addit- ional spaces which would be screened from the development and public street. An enclosed area of equivalent of a double garage would also be available. Mr. Putnam explained that there was no staff report because the project was before the.Park and Recreation Commission and they wanted to look into it further. Also the Human Rights Commission will be reviewing it at their next meeting and submitting recommen- dations. Mr. Fosnocht felt there was something lacking; in the quality of the Inver Grove Heights development which he visited and urged each Commission member to visit that development. III. Petitions and Requests: A. M.Z. Jones, "Basswoods", Condominiums. Proposal. Preliminary Presentation. ' Architect Roger Freeburg outlined the 66 unit proposal. 50% of the units will have 3 bedrooms; 40% two bedrooms; 10% one bedroom. Parking for 1-1/2 cars per unit will be provided underground with 1/2 car per unit outside for guest parking. Buildings will be both two and three story structures; those units on the ground level will , have patios while upper units will have balconies. Mr. Sorensen felt there could be a safety problem with just a single entry into the condiminiums, but it was pointed out by the developer that this was a security feature. Planning Commission Minutes • January 2, 1973 Page Four James Robin, land architect, explained that setting the condominiums into the woods would be the best way to preserve those woods. Scrub growth which has grown on the outskirts of the woods would be removed. Mr. Jones indicated that although there would be no recreatoonal amenities offered, there was a great market for condominiums partic- ularly for the empty nester. The price range would be low 30's for a one bedroom to hopefully not over 40's for a three bedroom. Referring to a time schedule, Mr. Schwarz felt that definite plans for D1 would be in in one month while Al and A2 would be available. in 6-8 weeks. A2 would be similar to B. A community building located on Al. Action Taken: Proposal was referred to the staff for report. B. 11. Z. Jones, "Basswoods", Townhouses. Proposal. Preliminary presentation. • Mr. -Dick Schwarz explained site B--single family attached. The concept x7as to present a cluster of four dwellings each with private areas but done in such a way as to be unlike the typical, row townhouse plan. There would be seven four-unit structures with double garages for each unit, four additional open parking spaces. Action Taken: Referred to the staff for report. IV. Work Session A. Discussion of sign request by Fairway Woods. After discussion, it was the consensus of the commission that: a. No good cause was shown to give a special use permit or to change the existing ordinance; therefore, the sign should be removed. b. Bdenvale should be asked to submit and have approved the total sign package/graphics for I;denvaie and establish firm time schedules for construction. c. A policy should be established that the Village Staff may use for all development signs that restrict their placement to on-site • locations, NOT on all main Village roads. B.
