P.UT.D. 73-08, the M.C.A. Planned Unit Development, to Office and
Public. The site is about 30 acres located south of I-494 on the north
shore of Anderson Lakes• Developer presentation.
8:50 p.m. C. *Browning Ferriss Industries, requesting development stage and rezoning
approval from P.U.D. 70-01 to Industrial Park I-2 for 12 acres located
southeast of Flying Cloud Airport adjacent to U.S. 169. Developer's
presentation.

on research regarding Co. 39 and Ring Road.

norfih of the East/West Parkway. Request development stage approval from
P.U.D. 72-03 and rezoning to RM-2 .5 for the 17 acre site. Two forms of
rental apartment units are proposed totaling 252 units. No staff report
complete, discussion of site plan.

A. Hennepin County Highway Department, Don Galloway of the County
• Highway Department presented the Crosstown alternates and how they •_:.
differed. I•Jhat they wish to accomplish now is extension of Crosstown
from Shady Oak to 494. Project drawings were explained with the
alignment mostly in Minnetonka and a bridge over Roland Road.
Referred to staff for further study.
B. Gelco Corporation, requested development stage and rezoning approval
from P.U.D. 73-08 and the NCA planned unit development to office and
public. Mr. .Emerson Greenberg presented the new design which showed
where they had changed the siting of the building to maintain more
existing trees with parking for 70-80 cars.under the building and
about 200 at grade. Mr. Geiger explained how traffic would be handled
and how the site would be treated. Dick Lynch moved to send to staff
for further study and recommendations. During discussion, concern was
shown for the release of the workers from Gelco on to 78th and Co.
Rd. 018. It was felt signals would be requested or some control be
made at this intersection. The Village may reduce the speed limit on
W. 78th 30 14PH. Richard Connelly felt they should enforce the
reduced speed "local traffic". Dick Putnam was asked to speak to the
Public Safety Department about reducing_ the speed and better enforce-
ment.
C. Browning Ferris Industries, requesting development stage and rezoning
approval from P.U.D. 70-01 to Industrial Park 1-2 for 12 acres located
• southeast of Flying Cloud Airport adjacent to 169. Mr. Bill Bonner
presented slides identifying the Browning Ferris property. He reviewed
the old waste management PUD and explained changes: expansion of
future residential area by adding Hustad land, office park .proposed
on Hustad BFI land, recreational area and dedication of bluffs.

A question was asked as to extension of utilities. This question would
be referred to Carl jullie. It was also questioned as to the ex-pansion .
of the airport. Dick Putnam stated this extension of E/W runway may
alter 169 through the BPI property since N/S runway would come too close
to the Vo-Tech. Dick putnam has asked the airport planning team which
alternative affecting the BPI site is even practical given the costs of
moving 169. 1
Request was referred to the Village staff.
IV REPORTS AND REC01.-24ENDATIONS
A. Smetana Lake Sector Study, report of staff and consultants on
+.•research regarding County Road 39 and Ring Route. Mr. Putnam
reported on a land owners meeting where they expressed their
thoughts to the use of their land. The meeting produced no real
result but did give each owner a chance to hear different viewpoints.
Mr. Pearson indicated he will begin planning his land and will seek
cooperation from other owners.
• Putnam presented four alternatives for connecting County Road 39
to Ring Route prepared by fOUB. Even though alternate four was
the most expensive, it seemed to serve the industrial properties
the best. This must be discussed with the property owners since
they have their own ideas 'as to how their property whould be developed.
B. Basswoods Site dl
Deleted from agenda.
C. Edenvale South PUD, revised concept plan for 200 acre PUD located
east of T.H. 169 and west of The Preserve. Request PUD rezoning
and preliminary plat approvals. Bob Engstrom reviewed the plan ad-
justments, better access from this development to adjoining property,
reduced the strip multiple/commercial along 169 and redesigning
of commercial/multiple sites. The neighborhood commercial areas are
being held until a Village survey on such centers for Eden Prairie
is complete. Putnam said a traffic study of the area indicates heavy
volumes on the roads proposed, this may require a different road
configuration or reduced land use densities. Mr. Peterson requested
action so Edenvals can get the roadway engineered for Spring construc-
tion.
Staff repert to be prepared by the next meeting.
