A motion was made by Pir. Lynch seconded by Pair. Sorensen to accept
the minutes of October 2, 1973 , as corrected. Motion carried .
Mr. Soresen, referring to the SUN newspaper article in which it was
stated that the Commission had given its approval to Homart, com-
mented that he didn ' t think approval had been given at that time.
He expressed his disappointment in the lack of uniqueness exhibited
in the schematic and urged that Homart reconsider some of what they
are doing to provide the uniqueness proclaimed to the Commission
earlier. Hrs . ''Meyers agreed with these comments and added that the
seating and ramping design was an area of change which was disap-
• poi nti.ng.
The Commission requested the staff to transmit to Homart their
disappointment and their encouragement for Homart to be more in-
novative.
II .PUBLIC HEARINGS :
A. i,1cAilister Properties, Anderson Lakes P. U.D. , 124 unit condomin-
ium project, located adjacent to the Eden Prairie , boundary,
north of Anderson Lakes and south of LJest 78th Street. Request
rezoning from Rural under P.U. D. 73-3 to RP4t 2. 5 in conformance
with the H.C.A. P.U. D.
A slide presentation of the area was made by Mr. Putnam. For
the benefit of the members of the audience, Mr. fiorss explained
the project as presented to the Commission at their previous
meetings . A map illustrating the relationship between the con-
dominium project and adjacent buildings was shown. Mr. P4orss
indicated that a six story office building is being studied by
Hr. Garmaker, the developer.
14hen discussion was opened to questions from the Commission, Rrs.
Neyers asked if the three townhouses to be used as models would
become a permanent part of the development. Rr. Norss replied
• that a sizable investment in the models is made so that it is
desirable by the developer to use the models as townhouses .

(dr. iYiorss stated that little or no damage would occur to the
trees by the road ' s placement, :vhen [Irs . Heyers expressed con-
cern about the long diagonal driveway into the development.
Commission members felt that the 2-3/4 acres between the project
road and West 78th Street should be designated as open space.
The eight recommendations made in the preliminary staff report
of October 1 , 1973, were reviewed by Mr. Putnam.
Nr . Richard Sampson , President of the Anderson Lakes Property
Owners ' Association, conveyed the following to the Commission :
The Anderson Lake project. . . . . . .
1 . would destroy the single family residential character of
the area;
2. will have disastrous effects on the ecology because of its
high density. !later fowl nesting area will be disturbed
by onlookers ; and
3. cannot be serviced by the present road system. It was
their recommendation to build the road first and that
access on Ensign Road not be permitted .
Mr. Sampson further stated that the twenty-four family member-
ship of the .association was in opposition to the rezoning for
the Anderson Lakes condominium project.
• In answer to a question from Pair. Frank .Hartmann, 8216 Ensign
Road, Mr. Morss said that the elevation of the hill was 910 with
the top of the- building having an elevation of 912. The precast
concrete structure would have an exterior of brick and woad to
blend with the environment.
Hr. Eugene Quast, 8008 Ensign Road , complimented the Commission
on their concern over the models which would be behind his home.
He recommended elimination of the models at that site and their
placement in the structure itself.
Mrs . Carr and Mr. Lyman Olson, both of Ensign Road, 'voiced
opposition to the project.
No action was - taken by the Commission. The project will be be-
fore the Park and Recreation Commission at its next meeting.
E . Village Woods , clustered single family by Zachman domes , lo-
cated south of Hiawatha Avenue in Red Rock, 28 acre project of
about 70 lots . Request rezoning to RPYI 6. 5 from P . U.D. 72-03
Rural .
No discussion took place on this project as there were no in-
terested residents present and the Commission was already famil -
iar with the project.

III . PETITIONS AND REQUESTS :
• A. Smetana Lake Sector Study, discussion of consultant report, Val -
ley View Road problems , extent of land alteration.
fir. Putnam urged that a tour of the area be taken before the
report was discussed . The tour was rescheduled for Tuesday,
October 23 , at 4 :30 p.m. with a work session to follow on Tues-
day, October 30.
B . Blasters Condominiums in Edenvale , proposed by Weis Builders , for
99 condominium units located north of Valley View Road and west
of the golf club house. Staff report on the revised three-story
plan.
Mr. Don Peterson , Eden Land Corporation, introduced Mr. Joe Weis,
the developer, after stating that a survey of adjacent land
owners brought no negative comments regarding the six-story
project. Mr. Weis explained that it was their intent to. pre-
, s-erve the existing topography and vegetation. After considering
many building forms , the proposal for two six-story buildings
was presented and rejected . . The two three-story cross building
proposal submitted as an alternative was not exciting . Hr. Weis
further stated that Mr. Enger' s suggestions of two terraced
structures was evaluated by their planners and found to be un-
acceptable because it included only 85 units and the cost would
make it economically unfeasible.
• Mr. Peterson stated that the original Edenvale POD requested 22%
building coverage on this site. Brauer and Associates recom-
mended 18% coverage with 13 .4 units per acre with not more than
99 units . To meet this criteria , buildings would have to be
clustered and tiro buildings would be needed. Building size
could be shrunk but nothing would be accomplished but to drive
up the price of the units .
for. Sorensen felt a statement should be. made to the Council ex-
pressing the Commission ' s concerns and disapproval of the alter-
native presented.
[Irs . Heyers felt that the six story building would be out of
place in the particular area of Edenvale--a misfit in a resi-
dential atmosphere. Mr. Lynch too felt that the building was
neither compatible nor disguisable.
Mr. Jim Barnes , Mr. tleis ' partner, stated that :
1 . There have been no objections from residents in Eden
Prairie at the many meetings at which this project has
been discussed .
2. They were interested in Neither trade-offs nor submission
• of additional alternatives .
3 . The POD was established and the particular site reaffirmed
by the Council at their last meeting.

• A motion was made by Mr. Soresen seconded by Mr. Lynch to :
1 . Recommend disapproval of the three story cross building
proposal for the reasons set forth in the amendment dated
October 8, 1973 , to the Staff Planning report of August
15, 1973 ;
2. Reaffirm the Commission 's recommendations on the six
story project of August 21 , 1973;
3 . Recommend to the Council the reevaluation of the designa-
tion of maximum units on this particular site in consid-
eration of its special nature and characteristics with .a
view to' reducing the density approved in the P.U.D.
Motion carried wi-th Messrs . Soresen and Lynch and Mrs . Meyers
voting aye; Mr. Brown voting nay.
C. Edenvale South , 200 acre P.U.D. located east of 169 and south
of the M.C.A. along the proposed East/!Most Parkway.
Mr. Peterson explained the land use map and changes made. M-1
and M-2 uses will be proposed with 2.7 unit per acre and 15
unit per acre density respectively.
s�loderate income housing will be provided with prices starting
in the high $30 ' s . Attempts will be made to get into an $8,000
• per lot range. A variety of house styles will be provided but
the Commission suggested some type of control to prevent a
tract-type project.
An underpass is planned -for access to the proposed school site
and a second underpass abandoned between the park and pond due
to grading problems and an existing water main in the area.
Mr. Peterson replied affirmatively when Mrs . ileyers asked if the
school and park sites were included when overall density was.
calculated .
The request was referred to the staff as well as Park and Rec
Commission . The project will be placed on the Planning Commis-
sion ' s agenda for (November 6, 1973.
IV.WORK SESSION :
Due to the lateness of the hour (12 :30 a .m. ) the Planner postponed
the crosstown realignment discussion and then highlighted the 1974
Planning Program.
