A motion was made by Mrs . Pleyers seconded by Pair. Sorensen to accept
the minutes of September 4, 19.73, as published. P•ioti'on carried
unanimously.
II . REPORTS AND RECOHNENDATIONS.
A. Homart Development Company, presentation of building design for
Retail Tenant building. The 600,000 square foot bull-ding is
located in the Eden Prairie M.C.A. south of 169 and West 78th
Street.
Hr. David Stautz, Homart representative introduced the North
Architectonics team--P•ir. Gene !•Jatson, president, Mr. Bill
Acheson, designer and Mr. Don Biliman, project manager. Mr.
Ralph Shimer, designer for the Sears and Power's stores was
• also present.
Mr. Acheson explained the upper, lower and boutique level plans.
Department store court treatment with seating and planting areas
was discussed. Also reported were the elevation and exterior
treatments as well as color coding scheme. The flooring, siding,
carpeting, tiling materials were illustrated .
Mr. Billman stated that both the contractor and developer are
making every effort to secure materials necessary to maintain
the schedule .
Mr. Sorensen questioned the absence of balcony seating on the
upper level overlooking the mall . Mr. Acheson replied that the
balcony concept was scratched due to expense and poor appear-
ance. Both ivirs . Schee and Wr. Sorensen voiced concern about in-
adequate seating.
Mr. Stautz covered the interior tenant signing saying that the
lease will limit the tenant to specific types of signing--neon
plexiglass , recessed box type, molded plastic, for instance.
Mrs . Heyers felt that more subdued colors should be used to
compliment the earth toned interior while Mrs . Schee and Mr.
Brown voiced favorable opinions to the bright colors prcposed..
The Homart people were thanked for bringing the Commission up to
date.

C. Planner' s Reports
1 . MCA - Internal Road System Planning - More discussion on the
system will take place in the near future after resolutions
with area homeowners are definite.
2. Round Lake/Duck Lake Sector Planning. - A bike trip is
scheduled for October 21. at 4 p.m. Starting at Sterling,
Field , the group will bike the area including Hidden Ponds .
Discussion will follow. More effort will be directed to
this sector plan after the Smetana study is completed.
3. 1974 PlanninngProgram - Discussion on this topic was delayed
due to the lac of time.
III .PETITIONS AND REQUESTS
A. The Village Iloods, clustered single family project in Red Rock
by Zachman Homes , Inc. 28 acre clustered and conventional
single family home development of 58 lots . The project is lo-
cated south of Hiawatha Avenue and south of Hipps ' single fam-
ily addition.
Mr. Steve King, site planner for the project, explained the
site plans .- Concept approval for the Village Moods proposal is
requested after which a preliminary plat of Phase I will be
submitted. Rezoning of Neighborhood I to RM 6.5 is requested.
To service the first phase of 23 lots use of Hiawatha trill. be
needed with truck service provided off Mitchell Road . No model
homes will be constructed as some homes will be built on a
speculative basis and similar homes are being built in Eden-
vale' s Summerwoods .
The dedicated area will be maintained by the homeowners '
association and can be used as a pathway and yet serve as a
buffer. The tot lot will be accessable by two walkways .
Smaller lots are planned to provide medium income housing .
Prices will range between $34,000 and $50,000. The developer
wishes to maintain the density of 2-1/2 units per acre. Units
will be single family units with garages to the front of the
home. Double garages are encouraged.
for. Putnam stated that he has received positive comments regard-
ing the Hipps ' , village center and proposed development going
• on in the area.
The proposal was referred to staff for recommendation.

• B . Edenvale South PUD, located east of 169 and west of The Pre-
serve of about 200 acres . Discussion of plan changes made by
the developer. No action required .
Mr. Peterson, Eden Land Corporation, commented on the revised
site plan. He stated that the idea of the lake area was firmed
up, commercial area reevaluated , changes made in the slope
areas , ponds , open spaces .
Prices for the lots would start at approximately $8 ,000. Main
streets would have concrete curb and gutter while streets with
cul de sacs will have a bituminous lip gutter. Mrs . Meyers and
Hr. Sorensen voiced concern about the narrow street and parking
problems which could result.
If the changes were approved , more details would be available
at the next planning meeting. The parking problem would be
addressed said Mr. Peterson.

C. The Blasters Condominiums in Edenvale, located adjacent to the
first tee north- of Valley View Road. Presentation of resub-
mission for 96 unit project.
• Mr. .Jim Barnes explained that the project had been brought be-
fore the Council ; the Council did not reject the proposal but
reaffirmed the PUD and land use and instructed Masters to re-
turn to the Planning Commission to present alternative plans
for the site.
Mr. Forrest Russell explained the new site plan with its two
three-story structures . Tb extend the view to the golf course
the hill would be cut to the 840 contour line necessitating the
loss of some trees . However, this area would be relandscaped
and swimming pool built. The oak trees existing on the perim-
eter of the site would be retained .
The cross-shaped buildings would be situated on the westerly
slope of the course site. Underground sprinkled garages would
be provided with 26 exposed parking spaces . Elevators would
serve the two buildings combined with short corridors . Eighty
percent of the units will have good views.
Mr. Putnam reported that he had talked with f1r. Joe Weis who
indicated he was not concerned about the number of units but
was interested in developing a quality project. The number of
units , however, would be based on the price of the land.
Mr. Putnam showed the site plan he and 14r. Enger worked out for
. the site and stated he felt there were other possibilities than
the two presented by Masters . The Commission felt more alter-
natives should be investigated which Blasters said they would
present.

• C. McAllister Properties , Anderson Lakes PUD, 124 condominium units
located on the north shore of Anderson Lakes . Request rezoning
to RM 2. 5 from Rural under P.U.D. 73-3.
A public hearing is scheduled for this proposal at the next
Commission meeting . Mr. Garmaker, the developer, and Messrs
Reed Becker and Jim Hlorss brought the Commission up to date on
the project.
One 121 unit condominium structure is located at 494- and 18.
The step back terrace building is situated such that the
majority of the units face the lack with the remainder facing
the developed court yard area . Unit prices will range between
$50,000 and $100,000.
Underground parking as well as nineteen surface parking spaces
is provided . Three elevator cores serve the building .
Recreational facilities--tennis court, party room and swimming
pool are included in the proposal .
No action required.
