I . MINUTES OF 14AY 29, 1973 and JUNE 5, 1973.
Approval of the May 29 minutes was deferred until the July 3
Commission meeting .
A motion was made by f1r. Lynch seconded by Mr. Brown to accept
the minutes of June 5, 1973, as published. i9otion carried
unanimously.
I I . REPORTS AND RECONNEF+D:ATIONS
A. Najor Center Area -- 1 ,200 acre public planned unit develop-
ment located around the 212/494 interchange. Discussion of
N.C.A. Task Force Report.
Since only a feim, people in the audience indicated interest in
the F-l.C.A. , fir. Putnam highlighted what has happened histor-
ically. Summarized were the conclusions and recommendations
of the Task Force' s four committees--environment, transporta-
tion, land use, and fiscal . This information in more detail
was made available to those interested. A question and
answer period followed.
Mr. George Carter commended the Force but also indicated that
the Preserve is not in full agreement with the recommenda-
tions ._ He further stated , however, that he and the staff are
working toward that agreement. fir. Dick Padowsky, represent-
ing landowners in the southwest quadrant of the '71CA area ,
also stated that differences are being worked out.
A. public hearing before the Village Council is scheduled for
June 26, 1973 , 7 :30.
G . Edenvale Office Buildinq by the Oak Hanor Corp. located
across from Fairway Woods Condominiums . Requesting rezoning
to Office from P.U .D. Staff report and recommendation.
Mr. Putnam explained his staff report and recommendations .
In reply to the fifth recommendation regarding the site grad-
ing and flood plain, dr. Peterson stated that a survey is
being taken to determine the land contour between the site
and flood plain. Also that a meeting between him and fir.
• Gebhard , Watershed District Engineer, is planned for the
early part of the week of June 25, 1973.

A motion was made by I9r. Teslow to recommend to the Council
• that the request for rezoning from PUD to Office be approved
subject to agreement between Mr. Peterson and [Ir. Gebhard
and basest on the June 18 , 1973 , Planning Staff Report and
its five recommendations which follow:
a. Recommend the elimination of parking adjacent to the
entrance drive of approximately 30 or -40 spaces and the
additional landscaping adjacent to the entrance drive
and the parking ramp with their exposure to Purgatory
Creek area.
b. Require the connection of the second level of parking ramp
with the access road to the Eden Plaza Shopping Center to
the north and a usable pedestrian connection with this
center and to the north into Edenvale.
c. Require the provision of surface water drainage systems
which discharge .into a holding pond which is satisfactory
with the guidelines of the 'Riley-Purgatory Watershed
District and Village Engineer.
d . Recommend rezoning to O.F.C.-Office District for the 3.8
acre site in Edenvale in conformance with the recommenda-
tions of the engineer and planning reports.
e. Recommend that all roads and site grading be keptout of
the flood plain above the 835 elevation and the Riley-
Purgatory Watershed District, review and approve the
specific building plans .

C. 2nd Phase of fairway tt.00ds Condominiums and townhouse project
in Edenvale. Requesting zoning to RH 2.5. Staff report and
recommendations.
Mr. Putnam stated that the project was revised to include
both townhouses and condominiums. Townhouses in Eden
Prairie, he said , are selling above the expectations of the
developers . His Staff Planning report and recommendations
were explained as well as Mr. Jullie' s recommendations.
A motion was made by Mr. Brown seconded by t`•ir. Lynch to
recommend to . the Council approval of the RM 2.5 zoning
request based on the June 13, 1973 Staff Planning report
and its recommendations and the recommendations of the
Village Engineer.
Planner Recommendations :
a. Recommend that suitable landscaping and barrier treatments
be constructed along the pathways from the 12th green
through this project to the 13th tee, and from the 18th
green along Valley Vied Road to the clubhouse. Proper
plantings that would prevent golfers straying off of the
• . pathway as well as paving treatments across the drive
should be provided by Eden Lane Corp. or the Oak Manor Co..
b. Recommend the rezoning to RM 2.5 for the 9 acre parcel
proposed as Fairway goods phase 2 condominiums and town-
houses . Rezoning is based upon the plan submitted by J. L.
Henning Construction Co. May 25, 1973.

• Engineer Recommendations : '
a. Preliminary Utility plans to be prepared by a registered
civil engineer.
b. Sanitary sewer service to the Edenvale Gold clubhouse
must be considered.
c. Entrance road from Valley View should be 28 feet wide.
d. Acceptable design for emergency vehicle access through
the 1st addition.
e. Determination of which, if not all , utilities should be-
come public.
Motion carried unanimously.
III . ' PETITIONS AND REQUESTS
A. Creative Housing , Inc. , requesting R 13.5 zoning for 20 acres
located north of' Ouc kLake Trail and crest of Shelter domes--
Eden Farms PUD. Deverloper presentation and preliminary
staff report.
Mr. Putnam explained that all lots would be at least 13,500
with the streets and cul -de-sacs meeting the ordinance.
e ordinance provision of two units per acre would not be
met. Also the size and location of the site would not in-
dicate park dedication since the Village is not looking for
• a park i.n that area . In lieu of that dedications payment
would be expected on a lot bases.
Mr. Peter Jarvis explained that several site plans were
considered before the final plan was approved. Thirty-
four 15,500 square foot lots are proposed on the twelve
acre net site. Gravity stubs off existing utilities are
planned and grading will be kept at a minimum. Only four
lots will have driveway access onto 168th Street.
The architecture with earth tones , low roof lines and
natural cedar treatment was described by Mr. Fred Katter,
co-owner of Creative Housing .
Messrs Brown and Lynch requested that structure placement
on the lots be charted for the next Commission presentation.
The request was referred to the Staff for review and report.
B. Edenvale Plaza Shopping Center, propsed by Eden Land Corp.
for a 137 ,000 square foot community shopping center in the
southeast corner of Baker/Mitchell Road and Valley View Road.
Developer ' s presentation.
Mr. Fred. Poisson described the trail system into the shopping
• plaza and office building. Site plan, landscaping and
utility plans were explained. Plans for plaza malls were
outlined . The exterior would be similar to the Edenvale
Office building. Signing , other than pile signing, would
be limited to the cinema , grocery and department stores.
The request was referred to the Staff for review and report.

C. Geico Corporation, office building located on the north shore
of Anderson Lakes. Request concept plan approval and future
zoning under the NCA PUD� preliminary presentation.
Vir. Putnam explained tha4 this request has been reviewed by
the Park. and Recreation Commission. The Commission and resi-
dents of the area would prefer to have the area used for park
however acquisition of funds for purchase is remote. It is
the staff' s opinion that office use would be a good use.
Mr. Em •Greenburg described Geico as a computer oriented, .
world-wide leasing firm. The four or five story building
erected would be oriented toward the lake and the woods on
the northern part of the site would be preserved.
Because Geico wished to exercise their option to purchase the
land in Mid July, The Commission indicated that they had no
reservations about the concept.. However, they did wish to
be assured that the wooded area would be preserved.
The request was referred to the Staff for review and recom-
mendations .
D. Preserve Sector Study Update.
• Mr. Bonner reviewed the road system, creek system and land
use areas. Mr. Sorensen asked if. all landowners involved
had given their consent and permission to the findings to
which Mr. Bonner answered affirmatively.
Mr. Bonner described the three areas north of Purgatory Creek:
Area A : 390 acres
1500 units .- 3 units per acre
4000 people of which 1300 are children
Area B : 500 acres*
1600 units - 3.3 units per acre**
4100' people of which 1100 are children
*340 acres excluding the golf course
**1600 units - 4.5-5 units per acre
Area C : 500 acres
1700 units - 3.4 units per acre
4500 people of which 1300 are children
Mrs . Schee stated that she felt the airport would have a
great deal of influence on the area and its planning.
. The study is now current and represents the best information
from everyone concerned . Mr. Putnam indicated that the
Preserve would be added.
The meeting adjourned at 11 :40 after a motion from Mr. Teslow;
seconded by Mr. Lynch .
